The Convention on the Rights of Persons with Disabilities recognizes in its article 27 the right of persons with disabilities to work, on an equal basis with others, and encourages State Parties, among others: to prohibit discrimination on the basis of disability with regard to all matters concerning all forms of employment, to promote employment opportunities and career advancement for persons with disabilities, and to enable persons with disabilities to have effective access to general technical and vocational guidance programmes and training... Many countries of the European Union, as well as the EU as a whole, have adopted strategies and action plans for the implementation of the Convention, and their laws have established various affirmative action measures to promote the employment of persons with intellectual disabilities.
