The first option is that the original Jones was arrested and replaced by a body double. This method is used all the time by the white hats. Many of the most famous celebrities and politicians have already been replaced. The white hats make sure the masses are not aware of this, as it could create panic and dangerous civil unrest, as the unaware public has no mental framework for understanding this. On the other hand, some of the replacements use their position to make statements so disturbing that they alert and awaken the sleeping masses.
