FROEHLING & ROBERTSON - Key Persons

Alan Tuck

Job Titles:
  • Exec. Dir. Code Compliance & Training
At F&R, we don't tend toward self-aggrandizement, but in this case we believe we must… Alan Tuck is THE foremost expert on IBC as it relates to Special Inspections in the mid-Atlantic. This may seem a provocative statement, but only if you have not attended one of his presentations and benefited from Alan's enthusiastic discourse on topics of code. Heck, Alan Tuck practically WROTE the code. Over 20 years ago, Alan published a 47 page Construction Specifications Institute monograph entitled "BOCA Special Inspection Services". This document became the foundation of Chesterfield County, Virginia's original special inspection program and subsequently the programs developed by other Virginia jurisdictions during the early days of BOCA and IBC. With over five decades of hands-on field experience, Alan brings a wealth of real-world knowledge to the table when discussing the code. In 2015, Alan was elected Director of the Blue Ridge Chapter of the CSI and he has served in various roles over the years in the Virginia Ready Mixed Concrete Association, the Virginia Concrete Masonry Association and too many other construction trade groups to include here. Over the course of his accomplished career he has assisted A/E professionals of all ages and stripes obtain a better understanding how the code relates to what they do every day. He currently writes F&R's widely received and much anticipated "Speaking in Code" newsletter. F&R is proud of our library of Special Inspections literature and presentations but even more gratified that they are brought to clients and competitors alike by the incomparable Mr. Alan Tuck.

Allen R. Parker

Job Titles:
  • Regional Vice President
  • Regional Vice President - Northern VA / Maryland / Fredericksburg Branch Manager
Being a Geotechnical Engineer has been an evolving journey and not a planned destination for Allen Parker. In high school, Allen excelled in math and science, but was also a talented artist with works on tour across his home state of New Jersey and throughout the northeastern United States during his Junior and Senior years. Convinced art was his calling, Allen set out making plans for a future as an artist, including attending art school. This all changed when Allen was confronted with the simple question presented by his father "How will you make a living with an Art Degree?" Unable to formulate a defined path for financial stability with an Art Degree, Allen decided it was best to leave art as a passionate hobby and focus on a career that played to his other strengths in math and science. With the help and guidance of some excellent teachers, Allen found a calling in the field of Civil Engineering with the influence on the built environment in which we live and work being a particular draw to the field. Since graduating with a degree in Civil Engineering, Allen has gone on to specialize in Geotechnical Engineering as well as Construction Materials Testing. He has steadily advanced through the professional ranks and become known for his management skills, having started and grown successful branch operations as well as turning around struggling ones. He knows all aspects of the business and what it takes to be successful. Allen is currently a registered professional engineer in Virginia, Georgia, North Carolina, South Carolina, Maryland, and West Virginia. Allen is currently the Regional Vice President overseeing the Capital Region, comprised of Baltimore and Northern Virginia, for F&R. He brings his years of successful operational and leadership experience to F&R and a fresh perspective for the operations of the offices under his guidance.

Brendan L. Quirk

Job Titles:
  • Richmond Branch Manager
Brendan Quirk's attraction to geology stems from his enthusiasm for the outdoors and his fascination with natural history. He began his professional development studying at James Madison University where he gained experience identifying the characteristics and attributes of the different geologic environments and formations of the east coast. After achieving his Bachelor's degree in geology, he continued his education at Virginia Tech, studying geotechnical engineering so as to better apply his knowledge to real world settings, as opposed to remaining in the realm of the purely academic. Brendan has worked on projects located in all five of Virginia's major geologic regions as well as Maryland and overlying dozens of unique geologic formations. He has produced reports of Subsurface Exploration and Geotechnical Engineering Analyses which provided information about the conditions of the particular sites and recommendations concerning geotechnical related aspects of the proposed construction. Brendan's involvement with these project typically continues into the construction phase where additional geotechnical consultation is warranted and testing and inspection services are required. Besides the emphasis on geotechnical work, Brendan has performed the role of F&R's project manager for countless CMT projects which have included sizable projects such as academic buildings, apartment complexes, parking garages, and collegiate student housing. As a result of his exemplary work in the realm of construction materials testing, he was awarded F&R's 2014 CMT professional of the year and since assuming the role of Branch Manager, he was recognized as Manager of the Year in 2018. Brendan later relocated (again!)to the Richmond office to serve as F&R's Director of Energy Client Services, a role in which he has demonstrated his client-focused approach to leadership. In his latest role as Richmond Branch Manager, Brendan continues to serve as the Primary Account Manager for some of these key energy clients, while directing the efforts of the Richmond operation.

Christy L. Slaw

Job Titles:
  • Employee
  • Vice President of Environmental Services
While growing up, the majority of Christy Slaw's immediate and extended family owned businesses. And while she did not carry on this tradition herself, the traits that made them successful - hard work, dedication to your career, and customer service - were instilled in her and have served her and her clients well. In college, Christy's love of science grew from her distinct lack of interest in other subjects and an incredible professor that made chemistry fun. Luckily for F&R and our clients, a lack of opportunity in the chemistry field after graduation led her to environmental consulting which allowed her two loves, science and the outdoors, to provide her with a career that has seen her work on thousands of projects over the past twenty years. Today, Christy is a proud employee of the family owned business that is F&R, and she is happy to be able to make a living in a profession that allows her to get to know her customers and provide them solutions to their environmental needs. Christy's duties regularly include consultation with clients on regulatory and technical issues in support of their business processes in the areas of risk management, real estate acquisition and development, and industrial operations. As Director of Environmental Services, Christy oversees environmental operations in each of F&R's offices and provides guidance and overall management of the division as a whole.

Clyde A. Simmons, III

Job Titles:
  • Regional Vice President - Crozet / Roanoke / Richmond / Dulles
Clyde Simmons, P.E., has been appointed Regional Vice President overseeing the F&R Crozet, Roanoke, Richmond, and Dulles branch offices in Virginia. Mr. Simmons is a 21-year firm employee and most recently served as Branch Manager of F&R Crozet. Under his leadership since 2012, the Crozet office has become one of F&R's most successful operations. In his new role as Regional Vice President, Mr. Simmons will expand this leadership success to the additional offices now under his responsibility. His focus areas will include operational improvements, team management, business development, and market growth. Clyde grew up near Annapolis, MD, spending much of his youth on the water sailing, crabbing, or swimming. After moving to landlocked central Virginia over 15 years ago, his hobbies expanded to include hiking, camping, and playing the guitar. The thing that was the most difficult for him to adjust to, however, was the fact that the University of Maryland alum and proud Terps fan was now living deep in the heart of Cavalier and Hokie country! As a child, his career aspirations evolved from marine biology to architecture and, finally, civil engineering. Geotechnical engineering became a natural fit for Clyde, combining his interest in engineering with his love for the outdoors. Clyde has the theoretical background needed to work on highly specialized projects, having completed the required master's level coursework at the University of Maryland. But what helps to make him really stand out to his clients is the fact that he enjoys the "art" of geotechnical engineering just as much as the science. Clyde's geotechnical analysis and design experience includes shallow foundation analysis, elastic and consolidation settlement analysis, deep foundation analysis, pavement design, slope stability analysis, reinforced slope design, retaining wall design, including segmental retaining wall design, soil nailed walls, and soldier pile walls. He also has expertise with soil improvement analysis, including lime and cement stabilization, stone columns, geopiers, dynamic compaction, grouting, and design using geosynthetics. Since taking over as manager of the Crozet office in 2012, Clyde has been named F&R's Manager of the Year (multiple times!), and the Crozet office has consistently been one of F&R's most successful operations, owing in large measure to his steady leadership and knack for client care.

Gary Bruce - COO, President

Job Titles:
  • COO
  • President
Gary Bruce will be the first to tell you that numbers make a lot more sense to him than words. As a matter of fact, he feels that if books had been written in math, he probably would have done a whole lot better in English class. With this love for math coupled with his desire to work outdoors and an engineering technician job to help pay his college tuition, Gary realized that Civil Engineering was THE perfect career choice. A truly "forged in the fire" engineer, he started part-time as a laboratory technician and with his talent and skills soon progressed to working as a field technician, all while going to school. Once Gary graduated, he advanced quickly through the professional ranks at F&R to become a successful Branch Manager in both the Charlotte, NC and Roanoke, VA offices. He knows all aspects of the business and gets the big picture, because he has actually done it all. Gary is currently a registered engineer in Virginia, Tennessee, and North Carolina and holds many certifications. Glenn Hargrove

Job Titles:
  • Director of Industrial Hygiene
Master of Acronyms, Glenn Hargove's professional career began in the manufacturing industry while living in Prescott, Arizona where he developed a fascination and love for geology. So much so that at the age of 29 he returned to college to pursue a degree in the field. Upon graduation with his BS in Geology and after some time pursuing a Master's degree, oil hit an all time low of less than $10.00 a barrel in the summer of 1986 placing most geologists in the unemployment lines. It was at this time that Glenn applied his optical mineralogical skills at microscopy to analyzing bulk samples for asbestos. From there his career as an industrial hygienist was born, although he has retained his passion for geology and from time to time has even been able to wear the geologist hat during work related projects. Glenn has always been motivated to continually progress within the field of environmental consulting. While living and working with a small firm in Blacksburg, Virginia from 1990 to 2000 he was licensed in all of the asbestos disciplines and was also a state approved trainer for asbestos classes. Upon re-locating to Florida in 2001 he continued his pursuit of relevant licensing and accreditations to include Professional Geologist, Licensed Asbestos Consultant, Licensed Mold Assessor, and Licensed Radon Measurement Specialist. Within recent years Glenn has continued a pursuit of higher accreditation culminating in being accredited as a Certified Industrial Hygienist and Certified Safety Professional. As much as Glenn loves his profession, currently he would just as soon be creating works of art with his new found passion of pour-painting. Or on the trail or a road cut looking for fossils or minerals. However, Glenn is very happy with his new found role with F&R and enjoys the challenge of industrial hygiene and the special relationships that form between him and clients. Glenn is closely involved with assisting clients with industrial hygiene strategies to determine employee exposure to a variety of chemical and physical agents. This support includes evaluation of client work processes, monitoring of workplace stressors, evaluation of analytical results for personal and/or ambient air monitoring, and recommendations for response actions to include engineering and administrative controls and personal protective equipment.

Jessyca Woodruff

Job Titles:
  • Roanoke Branch Manager

Ken Dalton

Job Titles:
  • Chief Administrative Officer
Ken Dalton joined us in 1997 as an IT Systems Specialist where quickly worked his way up and was elected by the board of directors in October 2006 to be an Officer in the company. Our CFO still says that hiring Ken was one of the best decisions he ever made. He has considerable experience in systems design surrounding virtualization, networking, telephony, and security. Ken and his capable staff are responsible for all things technology related, and then some. Tinkering with hardware and electronics has always been Ken's favorite hobby (we think that might now be in second place behind racing, waxing and pampering his race car)- he soldered his first computer together from a kit at age 14 and began writing commercial software in high school. Ken is F&R's ultimate technological (and otherwise) problem solver who revels in identifying problems, evaluating potential fixes, and designing the technology to provide the needed solution. This drive has benefited F&R and our clients for more than 20 years. Today, Ken's leadership, organizational skill and downright unflappability enable him to operate as F&R's Chief Administrative Officer. It turns out that no matter what the problem - technological, inter-relational, professional or personal, Ken is just one of those people that helps you find a solution to every conundrum…it may not be the one you thought of or in the way you thought it, but somehow it always works out.

Larry Day

Job Titles:
  • Roanoke and Crozet Business Development
Larry is a New River Valley native, having grown up on his family's farm in Giles County, Virginia. He has over twenty years of experience in the professional engineering industry, with extensive work experience on transportation, industrial, commercial, government, and residential projects. Larry followed his father's footsteps into the world of engineering and construction. His father spent 38 years doing design and contract administration for VDOT, where Larry himself began working at age 19. He recalls "My first assigned project was as the lead inspector for a bridge replacement. It was a huge responsibility at such a young age." Larry had many excellent mentors who encouraged him to continue his education and study engineering and design, which he did through the Civil Engineering Technology program at Old Dominion University. Paying forward the mentorship that influenced his own path, Larry personally spearheaded the creation of a vocational school for high school students. Together with Habitat for Humanity, Larry worked to create this program to attract young people to the building trades. "I wanted to be part of inspiring our next generation of architects, builders, and engineers," he says. Larry is also passionate about affordable housing. He has served with Habitat for Humanity since 2012. He is also now part of the "Aging in Place Committee" in New River Valley, working together with Virginia Tech on a project to develop affordable micro-homes.

Mary Vreeland

Job Titles:
  • Marketing Manager
Mary first entered the AEC field in Upstate New York in 1992, working for The Sear-Brown Group, which was later bought by Stantec. Before joining F&R, she spent 11 years on the marketing team of another well-known local A/E firm. Mary says she really enjoyed learning about everything the engineers did during the course of her career. "I'm a bit of a science geek," she explains. Mary grew up "in snow country," in the small Erie Canal village of Brockport, New York. She also earned a Bachelor of Science in English in her hometown from the State University of New York (SUNY Brockport). Mary and her husband John relocated to Virginia in 2005 when he was offered the Director of Music Ministries position at St. George's Episcopal Church in Historic Fredericksburg. After a three-year stint working as the Business Manager for the Fredericksburg Festival of the Arts, she became the Senior Public Relations Coordinator for the American Traffic Safety Services Association. Beyond the world of marketing, Mary's passions include poetry and music! "Writing poetry is the ultimate exercise in ‘constructing a narrative,' she says. "Every word counts, and brevity coupled with deeper meanings is the ideal. It's a great discipline." Mary also enjoys making music with her husband, performing as a duo in local eateries, and singing in two choirs at St. George's.

Michael Florence

Job Titles:
  • Dulles Branch Manager

Noah Roberts

Job Titles:
  • Vice President of Information Technology
  • F & R in 2010 As a System Support Specialist
Noah Roberts joined F&R in 2010 as a System Support Specialist after being honorably discharged from the United States Marines Corps. Noah served 5 years with two overseas deployments in the Marine Corps where he designed, implemented, and maintained computer systems all around the world. This knowledge coupled with his motivation, strong work ethic, and critical thinking abilities quickly advanced him through the ranks in IT while establishing himself as a reliable and responsive problem-solver for F&R. Noah's strong background in Networking and Security has played a key role in the evolution of F&R's IT infrastructure over the last ten years, which allows us to communicate seamlessly and serve clients efficiently every day. In his initial interview, Noah was asked where he saw himself in the future (or 5 years from now depending on who you ask). Noah quickly responded to Ken Dalton, the CTO at the time, "in your chair". Today he is one step closer to that goal, but has not shown any signs of slowing down that we can detect. Already certified in Cisco, Microsoft, A+ and CompTA, Noah is now working towards earning his B.S. in Information Systems. As a youngster, Noah's curiosity lead him to dismantle everything he could get his hands on from electronics to engines. If you ask his parents, this was a very rough time, as it was not until later in life that he actually learned to re-assemble these items. He thoroughly enjoyed these problem-solving exercises, and his ability to understand and dissect technology came naturally, which lead him down the path he is on today. When Noah is not saving the world one keystroke at a time, you can bet he is either spending valuable time with his beautiful wife and two adorable little boys, or enjoying some "me" time riding his motorcycle down some back country roads.

Paul Bryan

Job Titles:
  • Vice President of Marketing and Business Development
Growing up, Paul Bryan couldn't pass a construction site without wanting to get up on the big equipment and see the view from on high. On occasion, and before OSHA was present, it actually happened in the late evening at new home sites in the neighborhood after the workers had departed. Later on, the fascination turned to even bigger objects; bridges and roller coasters. On more than one occasion he used these as his topic for a science fair or research study in his honors physics classes. Coupling these technical interests with the love of the outdoors that he garnered on the way to becoming an Eagle Scout, it was obvious to all around that Paul was destined to become an engineer. While pursuing his degree in civil engineering at VMI, Paul interned with F&R during two summer breaks as an engineering technician where he worked in both concrete and soils by providing laboratory and field testing. After graduation, he came on board as a full time staff engineer and managed testing and IBC special inspections for public and private sector projects. During the first few years though, Paul could not resist the opportunity to do more than just the day-to-day engineering duties, so he began interacting with clients and prospective clients on a non-technical level. Paul was never the typical, introverted engineer. As a boy, he went door to door to sell popcorn and peanuts to raise money for the Boy Scouts, was voted "Friendliest Male" by his high school class, and in college he led a student public relations staff that interacted regularly with visitors, elected officials, and the media. We should have known that in addition to the love for the technical side of the business, he was also the right fit for business development. So in 2008 Paul became the Business Development Manager for F&R's Roanoke branch. The new position came with a baptism by fire as his arrival was followed one month later by the global financial collapse and the effects were felt far and wide by the engineering and construction community. Not one to back down from a challenge, Paul dug in and assisted the office to find new client relationships to sustain the business level. As a result of his efforts, Paul was recognized as F&R's Business Development Professional of the Year three times in a seven year period. Due to his dedication to the entire client nurturing process he has since taken on direction of business development activities for our entire company and now oversees clients and prospects from Maryland to South Carolina.

W. Patrick Alton

Job Titles:
  • Raleigh Assistant Branch Manager
As a kid, Patrick Alton was obsessed with Legos (Legos are a THING with engineers), mainly constructing castles and pirate ships. After graduating from NC State in 2003 with a BS in Civil Engineering, Patrick turned that passion for construction into a career. Being turned down by Lego did not dissuade Patrick from continuing his search for career satisfaction and he began his work focused mainly on construction materials testing and special inspections projects. Once Patrick joined F&R to contribute to large budget materials testing and special inspections projects, the lure of geotechnical engineering became a permanent hook. In 2011, Patrick fully transitioned into the geotechnical department and began supervising large scale transportation projects (design-build & design-bid-build) and NCDOT projects through our on-call contract with the agency. Now, Patrick wears numerous hats - along with Santhosh Mahavadi, he manages the VERY busy Raleigh office, oversees the geotechnical services department and handles our geotechnical on-call contract with NCDOT for subsurface investigation and design services. While Patrick has determined that complex transportation projects are very rewarding he hasn't given up hope of F&R winning the next awesome castle construction project or perhaps conducting some over water barge drilling aboard a pirate ship.
