Archbishop Vacca Ramirez

Archbishop Vacca Ramirez was ordained Priest in 1983, Bishop in 2001, and Archbishop in 2023. He is currently Archbishop of Villavicencio, Colombia. Archbishop Vacca Ramirez served as a member of the Episcopal Commission for the Family and the Episcopal Council for Peace of the Episcopal Conference of Colombia. He has also been the Episcopal Conference Delegate for Migrants. Archbishop Vacca Ramirez was Professor at the Major Seminary of Tunja, Director of Religious Sciences and Ethics Studies and Rector of the University Institute Juan de Castellanos of Tunja, and Delegate for the Youth and Vocations Ministry in the Diocese of Garagoa. He holds Bachelor's Degrees in Philosophy and Religious Sciences from the University Santo Tomás in Bogota, in Sacred Theology from the Roman Athenaeum of the Holy Cross and in Theology from the Salesian Pontifical University of Rome as well as a Master's Degree in Theology from the Colombian Institute for the Promotion of Higher Education (ICFES). Bishop Bertin

Bishop Bertin was ordained as a Priest in 1975. He has been the President of Caritas Djibouti and also of the Diocese of Djibouti's Catholic Schools since 2001. A qualified schoolteacher, Bishop Bertin graduated with a Master of Theology degree from the Pontifical University Antonianum in Rome and a Licentiate in Arabic and Islamic Studies from the Pontifical Institute for Arabic and Islamic Studies. Bishop Bertin's long service in Somalia has included positions as Caritas Primary Health Care Director for the Gedo Region and Director of Caritas in Mogadishu (1978-1985); Director of Caritas Somalia (1985-1988); Professor of Latin at the Consular Italian School in Mogadishu (1986-1989); and President of Caritas Somalia (1989-1990). Bishop Torres Campo

Bishop Torres Campo is the President of the Episcopal Commission of Pastoral Care for Human Mobility (DEPMH) of the Episcopal Conference of Mexico. DEPMH coordinates pastoral support to the ecclesiastical provinces and dioceses to ensure care and assistance for people on the move. Corinne Brodeur

Corinne Brodeur joined the ICMC team as a Communications Officer in 2018. Before working with ICMC, Corinne gained experience in the non-profit sector in Geneva, and as a reporter for various Canadian media outlets. Corinne holds a Graduate Diploma in Journalism from Montreal's Concordia University, as well as a Bachelor's degree in International Studies and Political Science from the Université de Montréal. She speaks English, French, and Spanish. Corinne holds the position of Senior Communications Officer since the summer of 2021.

Florence Joigneault

Florence Joigneault is a consultant with the Administration and Finances department. She was ICMC's Director of Administration and Finances between 2007 and 2020. Between 2001 and 2006, Florence was Director of Finance at the Pilot Corporation of Europe at its French headquarters. Previously, she managed her own auditing practice for several years and served as a Senior Auditor for Price Waterhouse Coopers (PwC). She also taught Auditing and Management as an external lecturer at the University of Savoy's Management Institute (IMUS). Florence is a qualified chartered accountant and holds a doctoral degree in Accounting issued by the Ordre des Experts Comptables (France). In 2013, she pursued further education and obtained a Bachelor's degree in International Humanitarian Law from the Sophia Antipolis University in Nice (France). Fr. Fabio Baggio

Fr. Fabio Baggio is a missionary priest of the Scalabrian Order. Since January 2017, he has served as Co-Under-Secretary of the Migrants & Refugees Section of the Holy See's Dicastery for Promoting Integral Human Development (DPIHD). He holds a License in Church History from the Pontifical Gregorian University in Rome. During his early missionary work, Fr. Baggio worked as a consultant on migration with the Chilean Bishops Conference; he subsequently was Director of the Buenos Aires Archdiocese's Department of Migration. Fr. Baggio has taught at several European, Latin American and Asian universities. He directed the Scalabrini Migration Center in Quezon City, Philippines and was responsible for the Asian and Pacific Migration Journal (2002-2010). Fr. Habib Kalakech

  • General Secretary of the Episcopal Committee for Missionary Cooperation
Fr. Kalakech was the former director of the Voice of Charity radio station, and the superior of the Monastery of the Holy Savior. He is the President of the Law commission and has acted as an ecclesiastical judge for many years in the Unified Maronite Ecclesial Court. Fr. Kalakech is the General Secretary of the Episcopal Committee for Missionary Cooperation between Churches and the Care of Migrants, a committee emanating from the Assembly of Catholic patriarchs and bishops in Lebanon.

Monsignor Robert J. Vitillo

Monsignor Robert J. Vitillo is the Secretary General of the International Catholic Migration Commission since June 2016. In June 2022, he was mandated by ICMC's Plenary Council for a second four-year mandate.

Mr William Canny

Job Titles:
  • Executive Director of Migration
Mr William Canny has been Executive Director of Migration and Refugee Services (MRS) of the U.S. Conference of Catholic Bishops (USCCB) since 2015. From 1983-1997, he managed and executed relief and development operations in Europe, Asia, Africa and the Middle East with Catholic Relief Services (CRS). As ICMC Secretary General (1998-2004), he was responsible for programs in war-torn communities in Kosovo, Albania, Afghanistan, Indonesia and East Timor. From 2006-2009, Canny served as CRS country representative in Haiti, where he oversaw programs in HIV-Aids, health, education, agriculture, disaster-preparedness and response, forced migration and human rights. From 2010-2012, he directed CRS emergency operations in global prevention, preparedness, protection and response operations including CRS's initial response to the Haiti earthquake of 2010.

Ms. Christine Nathan

Job Titles:
  • President, India
Ms. Nathan is from Mumbai, India. She has a long history of working in India and around the world to improve the rights and uphold the dignity of migrant workers. She has been an active trade unionist for more than 40 years. Her early work focused on union organization in India's construction and forestry sectors, and predominantly with the migrant and unskilled workers that make up the majority of the workforce in these sectors. From 2006 to 2014, Ms. Nathan worked as a regional specialist for workers' education at the International Labor Organization (ILO). During this time, she was responsible for directing ILO activities across 21 countries in the Asia-Pacific region and worked extensively on international migration governance and cooperation issues. Ms. Nathan is a member of the Migrant and Labour Commission of the Archdiocese of Mumbai. Ms. Nathan holds a Bachelor of Arts with a focus on sociology and psychology from Mumbai University and studied law at the Government Law College in Mumbai. She was elected President of the International Catholic Migration Commission in June 2022, during the organization's quadrennial Plenary Council Meeting. Ms. Marie-Christine Ries

Ms. Ries is a delegate for diocesan pastoral social care in the Archdiocese of Luxembourg. She coordinates the project «Reech eng Hand» (Extended hands), a reception initiative for migrants that mobilizes the community to welcome and accompany refugees and migrants in their daily integration. Ms. Ries has worked for the Catholic Church in Luxembourg since 1986, serving as a pastoral assistant since 1997. She was the first women's representative in the archdiocese. Today she is the representative of the laity in the Episcopal Council of Luxembourg. She is President of the Caritas Luxembourg Confederation and of the Board of Directors of Christian Action for the Abolition of Torture (ACAT). She is also a member of the Board of Directors of the Elisabeth Stëftung Foundation. She is also a member of the Board "Fondation Caritas". Msgr. J. Guadalupe Torres Campos

His Excellency Bishop Torres Campo was ordained as a priest in July 1984. He served as a parish priest in Irapuato, Guanajuato until December 2005, when Pope Benedict XVI appointed him Auxiliary Bishop of Ciudad Juárez. He was ordained a bishop in February 2006 by Mons. Renato Ascensio León. In November 2008, he was appointed first bishop of the Diocese of Gómez Palacio, a position he held until December 2014. Since then, he has been serving as Bishop of Ciudad Juárez.

Msgr. Robert J. Vitillo

A national of the United States of America, Msgr. Vitillo is a trained social worker with a broad expertise in migration and refugee services, child protection, social services, human rights, HIV/AIDS and global health. From 2005 to 2016, he served as Head of Delegation of Caritas Internationalis in Geneva and as Special Advisor on HIV and AIDS. From 1997 to 2005, Msgr. Vitillo held the position of Executive Director for the Catholic Campaign for Human Development of the United States Conference of Catholic Bishops. During the 1980's, as Director of Catholic Charities in the Diocese of Paterson, New Jersey, he coordinated the resettlement of Southeast Asian, Ethiopian, Eritrean, Haitian and Cuban refugees to the United States and assisted ICMC in the design of cultural orientation programs for refugees in Bataan, Philippines. Msgr. Vitillo pursued graduate studies in theology and psychology; he completed a Master of Social Work degree with concentrations in clinical social work and management. He is a Catholic priest and served in Catholic Church-related charitable agencies at local, national, and global levels. He speaks English, French, Spanish and Italian.
