Allan Offringa

Allan retired in 2002, after 31 years as a Special Agent with the United States Treasury Department, Bureau of Alcohol, Tobacco and Firearms, and he holds a BA in Sociology and Political Science from the Central University of Iowa, He is considered an elite authority on the topic of firearms, and is a graduate of ATF's; Mr. Offringa has for over 50 years, had a personal interest in the history of firearms and ammunition. He retired in 2002 after 31 years of service with ATF as a Special Agent, and holds a Bachelor's Degree from Central University of Iowa. He has done research at government reference collections of firearms and ammunition in England, Hong Kong, Australia, and Germany, as well as several in the U.S. He began his career as a Special Agent with the U.S Custom's Service, and prior to that was a Police Officer. During his tenure with ATF, Mr. Offringa served as the Lead Firearm Instructor for the Boston Field Division, and has taught at the International Law Enforcement Academies in Europe, Africa, Asia and South America. He is considered an international authority on firearms. He has completed numerous Armorer Courses, and continues to operate as an experienced licensed dealer, specializing in NFA firearms.

Bret Bartlett

Bret Bartlett retired from the Tampa Police Department at the rank of Captain with almost 32 years of service. Some of his assignments at TPD included the Commander of the Criminal Intelligence Bureau, Major Crimes Bureau, and Internal Affairs Bureau. He was the agency's lead firearms instructor for many years. Bret remains certified as a firearms instructor by the Florida Criminal Justice Standards and Training Commission, by the State of Florida as a firearms instructor for armed guards and private investigators, and by the National Rifle Association, both for civilian and law enforcement courses. He also certified as a Firearm Specialist by the IFSA. He holds a Master's Degree in Education (concentration in adult education) from Northwestern State University (Louisiana), and is an adjunct instructor for both the Hillsborough Community College and Pasco/Hernando State College for basic recruit academies and for-credit classes. He is a Florida-licensed Private Investigator and is the owner of Ex Umbra Defense Solutions, a Florida LLC that offers private investigations, executive protection, private security, and firearms training.

Daniel G. O'Kelly

Having been a life-long student of firearm design, history, manufacture and use, Mr. O'Kelly began his professional career with 10 years experience as a Police Patrolman and Detective in Northwest Indiana. Having been a certified firearm range instructor since 1981, including being a builder and collector of firearms and ammunition, he is a factory trained Armorer for thirteen gun companies. He has toured and done research at numerous firearm and ammunition factories and firearm reference collections across the U.S., Europe and Africa, and regularly presents seminars on firearm enforcement / technology / markings / ammunition to law enforcement, licensed dealers and collectors. Having earned a Bachelor's Degree from Indiana University, he became a Special Agent in 1988 for the Bureau of Alcohol, Tobacco and Firearms (ATF). His duties were the investigation of criminal law violations relating to arson, bombings, explosives, organized crime, drug trafficking, and alcohol/tobacco diversion. In 1996, he was assigned as the Lead Instructor of Firearm Technology on staff at the ATF National Academy. Special Agent O'Kelly was placed in charge of the ATF Undercover Training Program in 1998-99, and has successfully worked undercover netting international gun traffickers in Europe, as well as having infiltrated organized crime groups in the U.S. One of his most recent cases was covered by the New York Times and Rolling Stone magazine. He has been qualified as an expert firearm witness in U.S. District Court since 1990, and has been qualified to teach firearm interstate nexus and testimony for ATF since 2001. In 2000, he became ATF's Resident Agent in Charge of the State of Delaware, and in 2002 he was appointed as the Firearm Instructor Coordinator of the Tampa Field Division for ATF. Mr. O'Kelly also served as an interim Federal Air Marshall for months after 9/11, and has served on personal protection details for the President of the United States, and several Foreign Ministers. He has also served at the United Nations General Assembly. His extensive experience as a subject matter expert and trial witness has resulted in his being commended by the U.S Attorneys' Office. In two cases he broke new ground, being able to testify to the interstate nexus of firearms that only appeared in evidence as photographs, resulting in federal felony convictions, including multiple bank robberies. Daniel has taught several times at the International Law Enforcement Academies in Europe and Africa, and has taught firearm technology and markings seminars to thousands of law enforcement personnel and licensed dealers nationwide. In 2003 he co-wrote the program establishing the Certified Firearm Specialist program for ATF at the U.S. Military Academy at West Point. Dennis Healy

Gary W. Mayer

Mr. Mayer has 25+ years of experience in Forensic Ballistics and has been a recognized expert witness within the discipline over 300 times in both State and Federal courts. He has extensive experience in firearms identification, operability testing, distance determinations and has conducted hundreds of microscopic comparisons of discharged projectiles, discharged casings, cartridges and shot shells. Mr. Mayer has test fired and identified over 4,000 cases to date. Hendrick J. Odendaal

Detective Captain Hendrik J Odendaal (Hennie) is a career Detective with the South African Police Service. He has 25 years of service with the national police service in South Africa. Captain Odendaal is a career Detective with 28 years of service in the South African Police Service. James E. Yurgealitis

Mr. Yurgealitsis holds a Bachelor's degree in Political Science and Psychology from St. John Fisher College. He retired as a Senior Special Agent from ATF after 23 years, having served for over 10 years as the Program Manager for Forensic Services at the ATF National Laboratory Center, where he directed the administration of ATF's forensic training programs, including the National Firearms Examiner Academy's for State and local Forensic Firearm Examiner Trainees and two additional forensic training programs. Earlier, James was the Violent Crime Coordinator for ATF's Baltimore Field Division, managing a joint law enforcement initiative between ATF, the United States Attorney's office, the Baltimore City Police Department, Baltimore City States Attorney's Office and the Maryland State Police. There, he reviewed over 400 State and local firearms arrests annually for referral to the USAO and Federal prosecution. He testified before Federal Grand Juries over 75 times annually, and was recognized as an expert witness in the identification, operability and origin of firearms and ammunition in three Federal Judicial Districts.

Mr. Gannalo is a practicing forensic firearms examiner/training consultant in the fields of firearm operability, microscopic analysis of ballistics evidence and shooting incident reconstruction. He provides professional assistance to attorneys, municipalities and law enforcement agencies for case evaluation, courtroom and trial presentation in both criminal prosecution and civil litigation.He has been recognized as an expert witness in trials linked to firearms and their operability, ballistics, and identification, as well as microscopy, shooting incident reconstruction, gunshot-residue analysis and muzzle-to-target distance determination examinations. Mr. Subic served as a uniform patrol officer with the Monroe County, Florida Sheriff's Offiice, Detective, and as a Special Agent with the Florida Department of Law Enforcement. John conducted various investigations to include property crimes, homicides, domestic and international narcotics investigations, officer involved shootings/ use of force as well as firearms investigations. Joseph M. Rustick

Dr. Rustick holds a Bachelor's degree from Seton Hall University, and graduated Georgetown School of Medicine. He has 36 years of medical practice, with clinical experience at Georgetown University Hospital, National Naval Medical Center, Walter Reed Army Hospital, D.C. General Hospital and Sirroca Medical Center (Beersheva, Israel). He practiced Emergency Medicine, with a further Anesthesiology Residency Training Program. His tenure as Chief Resident included teaching and supervision, consultation with the surgical services, and working in the Intensive Care Unit. Dr. Rustick has also practiced Anesthesia. He joined the Trauma Team at St. Joseph's Hospital, with over 94,000 hours of practice. He later joined Public Safety Group of Woodbridge, VA., as Director of Military Medicine. His duties involved lecturing to US Government and military on the medical aspects of chemical and biological warfare. He has also received a Letter of commendation from the American College of Physicians. He then served on the trauma team at John C. Lincoln Hospital, and joined the anesthesia staff of the Arizona Heart Hospital, where he continued until 2004. Marc also serves as Legal Council to several prominent firearm companies and organizations. Mr. Adler has a passion for the firearm industry, and is constantly working to ensure compliance with all applicable laws. Michael P. Keefe

Mr. Keefe began his law enforcement career in 1981 with the Houston Police Department. After seven years, and having served as a Sergeant, he joined the Evanston, Il Police department where he served an additional six years as an Officer, Evidence Technician and Range Instructor. In 1994 he joined the Chicago Police Department, where he has served an additional 20 years, and has become a nationally known firearm expert with numerous certifications and awards. He was Promoted to Sergeant in 1984, at 21. One of the youngest promoted to this rank. He was voted by peers to the position of Range Master, and he re-wrote and updated all firearms procedures, including coordinating transition from revolvers to semi-automatic pistols. He served as Captain and a shooting-member of the Chicago Police Dept. bulls-eye police pistol team, as well as assisting in the research and development and implementing of Glock pistol tests.

Mr. Edward W. Wallace Jr.

Mr. Edward W. Wallace Jr. has served the NYPD for over 20 years and retired April of 2004. During his tenure with the NYPD, Mr. Wallace performed various law enforcement duties including, Unformed Patrol, Plain Clothes Patrol, Training Officer, Crime Scene Investigator, and finally Counter Terrorism Investigator. Mr. Wallace held the coveted NYPD rank of Detective First Grade. Mr. Wallace spent 15 years in Crime Scene Investigations and investigated 2649 crimes scenes including both World Trade Center Attacks, the October 2001 Anthrax Attack, and has given testimony as a forensic expert in 393 trials. Mr. Wallace holds certifications in teaching, hazardous materials/weapons of mass destruction, fire investigations, post blast investigations, crime scene investigations, and homeland security. Mr. Wallace has over 26 years of experience as an instructor and has performed numerous training lectures, nationally and internationally, on arson investigations, post blast investigations, crime scene investigations, DNA/biological evidence recovery, WMD/Haz-Mat, and latent fingerprints. During the Anthrax Attack of 2001, Mr. Wallace was assigned to the Bio-Terrorism Task Force investigating the attacks. During his assignment, amongst his other duties, he was tasked to design and build a Bio-Safety Level 3 Mobile Laboratory to support the use of a presumptive field identification of possible biological agents utilizing PCR DNA technology. Currently Mr. Wallace is the Director of Forensic Training at the New York City Office of Chief Medical Examiner.

Teresa Ficaretta

After law school Ms. Ficaretta joined the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) and spent 28 years learning the complex federal firearms and explosives laws from the agency's experts. During her ATF career, she was involved in implementing major policy initiatives in every area of the firearms and explosives laws, including the Firearms Owners Protection Act of 1986, the firearms import bans of 1989 and 1998, the 1989 Chinese embargo, 1996 Russian VRA, the Brady Law, the 1994 assault weapons ban, the 1996 Antiterrorism and Effective Death Penalty Act, and the Safe Explosives Act. She held positions at ATF as Deputy Assistant Director, Deputy Chief Counsel, and Associate Chief Counsel (Firearms & Explosives). After leaving ATF in 2012 she went into private practice and have over 35 years of experience with the federal firearms and explosives laws. Her practice focuses on regulatory compliance issues arising under the Gun Control Act, National Firearms Act, Arms Export Control Act, and the federal explosives laws. She also has significant experience with firearms and ammunition excise tax (FAET), as she coordinated ATF's FAET program for 12 years. Her government experience gives her unique insight into administration and enforcement of the federal firearms and explosives laws that provides an extraordinary resource for clients.
