Abigail is UKRI Policy Fellow on Cultural Placemaking and Levelling Up with Department for Culture Media and Sport, and a researcher of local strategies for arts, culture and placemaking for over twenty years, beginning with a PhD on urban music policies. Following her doctorate, she was founding Director of Northwest Culture Observatory working with local government, the arts and cultural sector and regional agencies from 2004-2009. Recent projects with the PEC include UKRI Covid-19 impact on cultural industries & policy implications, and ‘Beyond the Creative City', an international network on cultural districts with University of Manchester, University of Toronto and University of Melbourne. She has two books with Palgrave published in 2023: ‘Culture, Participation and Policy in the Municipal Public Park,' and ‘Cultural Policy is Local' (with Victoria Durrer, Leila Jancovich and David Stevenson), and ‘Pandemic Culture' (with Dave O'Brien and Ben Walmsley) with Manchester University Press in 2024.

Ben Evans is the Director of London Design Festival, which he co-founded with Sir John Sorrell in 2003. The Festival celebrates and promotes London as the design capital of the world and has inspired similar events in many international cities. It is an annual event involving 400 partner organisations and attracts almost 1 million individual visits.
As well as managing the Festival, Ben initiates, commissions and curates projects for the event including an annual residency in the V&A Museum. In 2016 he added a new activity - London Design Biennale - where countries, cities and territories present design installations to a theme taking over the entirety of Somerset House for three weeks. He is the Executive Director of the Biennale.
He has been a Governor of the University of the Arts London, a Board Member of the Roundhouse, and a Trustee of Artangel. Since 2017 Ben has been Chairman of the Mayor's Cultural Leaders Board - a statutory advisory group to the London Mayor. In 2010 he was awarded an honorary degree from the Royal College of Art and graduated there in 1989.

Conor Mitchell is the Founder and Artistic Director of The Belfast Ensemble, a pioneering music organisation in Northern Ireland that produces ‘new music' through cross sectoral practice.
A multi award-winning opera/theatre composer, librettist and stage director Mitchell is unique in his field, working towards a vision of ‘total theatre' through contemporary musical performance. His music blends the worlds of theatre and stage design with contemporary visual arts and finds new ways to engage his audience through socially relevant, politically charged subjects. Dr Alejandro Ramirez-Guerra is a Research Associate in the research unit Creative PEC based at Newcastle University. His work at Creative PEC focuses on the economic analysis of the Creative Industries. Alejandro has published papers on the analysis of the labour market and the financial sector. Additionally, his research interest covers topics such as the evaluation of public policy, productivity analysis and applied econometrics.
Alejandro holds a Ph.D. in Economics from Durham University and a Master in Economics from the National Autonomous University of Mexico (UNAM). Before joining Creative PEC and Newcastle University, Alejandro worked as an economist for the sectors of consultancy in the U.K. and the public administration in Mexico.

Dr Caitriona Noonan is lecturer in Media and Communication in the School for Journalism, Media and Culture at Cardiff University. Her expertise lies in the areas of television production, public service broadcasting, creative labour and cultural policy. Her work appears in academic journals such as the International Journal of Cultural Policy, Cultural Trends, and the European Journal of Cultural Studies. She has co-edited a book on Cultural Work and Higher Education and her book on Television Drama Production in the UK will be published in Spring 2019. Along with her role on the PEC, Caitriona is also principal investigator on an AHRC ECR funded project ‘Screen Agencies as Cultural Intermediaries: Negotiating and Shaping Cultural Policy for the Film and TV Industries within Small Nations' which examines the strategies for economic and cultural sustainability adopted by publicly funded screen agencies.
Dr Cath Sleeman is the Quantitative Research Fellow at Nesta. Her work shows new insights from novel sources of big data, such as using film credits to reveal the gender imbalance in UK film. She specialises in creating interactive data visualisations. In 2015 she won the Bank of England's data visualisation competition and in 2018 she won a special judges award for ‘A Forest of Funders' in 360Giving's data visualisation competition. She has been shortlisted twice for an Information is Beautiful award - most recently for Making Sense of Skills which shows how millions of job adverts can help to measure the demand for skills. Prior to Nesta, Cath was a Gates Scholar at Cambridge, completing a PhD in Economics. She has previously worked as a UK Economist at Morgan Stanley and as a Senior Economic Analyst at the Reserve Bank of New Zealand
