Ana Sol Gutierrez is the former Maryland' District 18 in the state House of Delegates. She is the first Latina to be elected to the Maryland General Assembly. She is a member of the Appropriations Committee and has chaired the Delinquency Prevention and Diversion Services Task Force since 2006.
Outside of her political career, Guitierrez was director of quality management for Computer Sciences Corporation. She is also president and CEO for Sol Quality Systems, Inc. She has served as deputy administrator of the U.S Department of Transportation's Research and Special Programs Administration (RSPA). Prior to accepting the RSPA position, Ms. Gutierrez was a senior consulting engineer for Computer Sciences Corporation in Rockville, Maryland. She also worked as a senior systems engineer at Loral Aerosys (formerly Ford Aerospace) from 1988 to 1992. From 1986 to 1988, Ms. Gutierrez was a senior associate in the Information Technology Center at Booz, Allen & Hamilton, Inc. She received a BS in Chemistry from Pennsylvania State University and a MS from American University in management technology and scientific and technical information systems.

André Mendes is chief information officer at the Department of Commerce, International Trade Administration. He previously served as chief information officer/chief technology officer at the Broadcasting Board of Governors (BBG), which oversees U.S. international media initiatives such as the Voice of America, Radio Free Europe/Radio Liberty, and Radio Free Asia.
Template has developed and fielded large, distributed, mission-critical software solutions including near real-time command and control, enterprise integration, process automation, sensor data fusion, and decision support.

Prior to joining Capitol Technology University Professor Burke was Director of the Office of Professional Education at Embry-Riddle Aeronautical University - Worldwide. He was responsible for streamlining existing operations, identifying new markets and business opportunities, providing strategic and operational leadership as well as developing mission, strategy, and business planning for program development and implementation. Additionally, development and coordination of courses for corporate partners, government, and industry associations.
Prior to joining Embry-Riddle Professor Burke was an instructor in the Department of Construction Management at Western Carolina University in North Carolina from 2004-2013. He was the faculty advisor for numerous student organizations and competition teams as well as chapter advisor for Sigma Lambda Chi International Honor Society. He was also responsible for coordinating student internships and working with industry partners for job placement and business development.
Professor Burke is a Licensed General Contractor and owned and operated a construction and development firm in North Carolina from 1990-2004. In 1989 he graduated from Southern Methodist University, Cox School of Business with a Master's degree in Business Administration. From 1984-1988 he was a Construction Manager with Oxford Commercial Development in Dallas, Texas and was responsible for residential and commercial development projects in Texas and California.
Professor Burke also has international construction experience as an engineer with Blount International on the King Saud University Project in Riyadh, Saudi Arabia from 1981-1983. He completed his Bachelor of Science in Building Science at Auburn University in Auburn, Alabama in 1981.

Craig is a 1981 graduate of Carnegie Mellon University and a recently retired advertising and marketing executive living in Pittsburgh. Over the course of his 40 years in the business, he worked as an art director, writer, producer, creative director, brand strategist and agency owner/partner.
Mr. Daniel is the former CEO of Audio Video Solutions, which he acquired in January of 2009. The company provided audio, video, low voltage, power management and network technology solutions to commercial, residential and government clients primarily in the Maryland, Virginia and Washington, DC areas.
He was also the Founder and CEO of Scientific and Engineering Solutions, Inc. (SES), a leading provider of Information Technology and Security solutions to the U.S. Government (both civilian, DOD and intelligence agencies). While running SES the company averaged growth of 35% per year since its inception in 1996 through 2003. Under Mr. Daniel's leadership, SES won contracts valued in the hundreds of millions, delivering unsurpassed quality and support to all their clients. SES was sold to a strategic buyer in 2003.
He began his career in 1979 as a Communications Analyst in the U.S. Air Force. Next, his career path included duties as a Systems Analyst at Cray Research and an Account Manager at Silicon Graphics.
In 2004, the Maryland Technology Council, Prince George's County Chapter, named Mr. Daniel Entrepreneur of the Year. In 2001 and 2002 the company SES earned a position on the prestigious Deloitte & Touche Fast 500/Fast 50 list, as well as, the 2001 Inc. 500 list (#151). In addition, the National Black Chamber of Commerce recognized him as the organization's 2001 Entrepreneur of the Year. Ernst & Young named Mr. Daniel the 2001 IT Consulting Services Entrepreneur of the Year for Maryland.
Mr. Daniel earned a bachelor's degree in computer science from the University of Maryland and obtained an MBA from Loyola College of Maryland through its Executive MBA program.

Dr. Bharat S. Rawal is full Professor & Chair Computer and Data Science at Capitol Technology University, USA. His research focuses on network security, cloud computing and security, blockchain, Big Data and analytical modeling, smart grid and health informatics for the development of next-generation cyber defense and operation technologies. He has published about hundreds of peer-reviewed conference proceedings, and journal publications, and has two patents. He is a member of (ACM, IEEE, IET, etc.). Dr. Sims has always been involved with technology starting with receiving a Commodore 64 for his birthday and teaching himself basic programming to do more with the Commodore 64. He went on to obtain a BS in Building Construction Management from Purdue University and worked coast to coast in the United States and briefly in Europe in the project management area of industrial construction and by default of his experience with technology being involved with the computer systems as well at each company. Later, he went back to Higher Education to obtain an MS in Building Construction from the University of Florida and a Ph.D. in Curriculum & Instruction from Purdue University that lead him to his first position as an Assistant Professor at the University of Florida. As he moved to different universities, he advanced in the administrative positions becoming a Department Head, Dean, Chief Academic Officer, and President. Now at Capitol Technology University, he is bringing together his background in construction and technology along with Capitol Tech's strong cybersecurity to build the first degree programs in Critical Infrastructure design to help protect the nation. This is an area of special interest to Dr. Sims as he sees the needs of those protecting are critical infrastructure from cyber attacks to also understand how these facilities operate to better defend against such attacks.
Dr. Bradford L. Sims is president of Capitol Technology University. An educator, administrator and construction project manager, Dr. Sims has extensive experience both in academia and industry.
Dr. Bradford L. Sims became Capitol Technology University's eighth president on June 1, 2017. An educator, administrator and construction project manager, Dr. Sims has extensive experience both in academia and industry.
Prior to his appointment as Capitol's president, Dr. Sims was interim chancellor and chief academic officer at Embry-Riddle Aeronautical University's Worldwide campus, based in Daytona Beach, FL. In his role as chancellor, Dr. Sims had responsibility for administrative and fiscal oversight of a complex, global academic institution encompassing 130 locations worldwide and serving 22,000 students annually. As chief academic officer, Dr. Sims held primary responsibility for the academic performance of the Worldwide campus. He led and managed academic affairs at the campus, spearheaded scholarly and research activities, and led the expansion of over 20 new degree programs.
Before moving to Embry-Riddle, Dr. Sims was dean and professor at Indiana State University. As dean of the College of Technology, he was responsible for oversight of degree programs, human and fiscal resources, strategic planning, external funding and faculty programs. He boosted enrollment at the College of Technology by 75% and increased the number of international students. He also raised alumni participation and built a social media presence for the college, establishing its first Facebook and LinkedIn pages.
From 2002 through 2009, Dr. Sims was professor and department head at Western Carolina University, where he founded the construction management program. Under his direction, the undergraduate degree program grew from zero to 400 majors over a five-year span, while an online master's program in the field was successfully established in collaboration with the College of Business. Dr. Sims first launched his academic career as an assistant professor at the University of Florida, serving also as a consultant in lean construction to industry.
Prior to transitioning to academia, Dr. Sims built a successful career in the industrial construction industry, He was a project controls supervisor for Cherne Contracting in California, a cost engineer for Badger Engineers, a subsidiary of Raytheon Engineering, in Massachusetts and started his career as a project controls engineer with the Westinghouse Savannah River Corporation in South Carolina.
Dr. Sims earned a Ph.D. in curriculum and instruction in 1999 from Purdue University, which is also his undergraduate alma mater; he received his B.S. in building construction management there in 1990. He also holds a master's of science degree in building construction from the University of Florida. He is a member of the Sigma Lambda Chi International Construction Honor Society and the American Institute of Contractors, among many other honors and professional affiliations.
Dr. Charles Conner has worked in industry and academia since 1980. His specialty is digital signal and image processing and has worked with Catholic University as well as many government agencies. He started teaching (part-time) in 1984.
Dr. Charles (Chuck) Conner is Chair of Engineering at Capitol Technology University. He previously served as both an adjunct and full-time professor of Engineering at Capitol Technology University and has been instrumental in securing numerous ABET accreditations for the University.

An internationally recognized leader in research and expert on low-speed flight, Dr. McAndrew has five degrees: a PhD, two master's degrees and two bachelor's degrees. He is a Fellow of the Royal Aeronautical Society. Dr. McAndrew chairs several international conferences and journals and is invited to give keynote speeches all over the world. He started his career in the automotive industry as an engine designer, and has worked at several universities across the globe. Dr. McAndrew is Dean of doctoral programs at Capitol Technology University. Dr. Jamie Teeple is the General Education Director and an Assistant Professor at Capitol Technology University. He earned his Bachelor of Arts degree, with concentrations in philosophy, sociology, and linguistics, from McGill University in 2008. He taught as a substitute for Toledo Public Schools from 2008 to 2011 before earning a Master of Education degree, with a concentration in educational theory and social foundations of education, from the University of Toledo in 2013. He earned his Doctor of Philosophy degree in educational studies from The Ohio State University and has served as a Visiting Assistant Professor at both Denison University and Dickinson College. Dr. Sinai is a prolific author of numerous academic publications. He is the author of the Active Shooter - A Handbook on Prevention (ASIS International, May 2016, 2 nd edition) , as well as dozens of articles in journals and edited volumes. He serves as Book Reviews Editor of the bi-monthly on-line and peer reviewed academic journal, Perspectives on Terrorism, for which he also produces the regularly published "Counterterrorism Bookshelf" review column, which capsule reviews numerous books in each column. He also writes the regularly published "Homeland Security Bookshelf" review column for each issue of the quarterly The Journal of Counterterrorism & Homeland Security International. He also writes book reviews on terrorism and counterterrorism-related issues for newspapers such as The Washington Times.
Based in the Washington, DC region, Dr. Sinai has more than 30 years' experience in international security/national security/homeland security studies, assessments, and curriculum development for the U.S. government, academia, and the corporate sector.
For the U.S. Government, he began his career as a Senior Intelligence Analyst at the Federal Research Division of the Library of Congress. On behalf of various corporate firms, he has worked as a contractor supporting the Department of Defense (including the Joint Chiefs of Staff, J-34, the Combating Terrorism Sub-Directorate, and the Office of the Assistant Secretary of Defense for Special Operations/Low-Intensity Conflict), the Department of Homeland Security (including its National Operations Center when it was first stood up, the Science & Technology Directorate, the active shooter prevention training program, and the Federal Protective Service's training branch), as well as at the Federal Bureau of Investigation (the Foreign Terrorist Tracking Task Force).
In the corporate sector, Dr. Sinai serves as a part-time senior analyst to TorchStone Global (TSG), a U.S. firm that provides proactive risk identification, consultation, and protection services for corporate and family clients. For TSG, Dr. Sinai has produced analytic articles and reports, including supporting corporate clients in safeguarding its employees against workplace violence and in responding to how the COVID-19 pandemic is affecting their business operations.

Dr. Juanita Butler is Doctoral Faculty and the Assistant Dean of Doctoral Programs at Capitol Technology University. Dr. Kellep Charles completed his Doctorate in Cybersecurity at Capitol Technology University. Dr. Jones is an award-winning, risk strategist who helps others think strategically about the future of technology and cybersecurity, and how to address potential barriers to success. Laura also served for 10 years as a global management consultant where she developed quality assurance and risk management programs for organizations such as The Pentagon, Department of Homeland Security, Department of the Treasury and various Army agencies. In the corporate sector, Laura led the development of cybersecurity risk management programs for two publicly traded companies; a Fortune 500 company, a newly publicly traded company experiencing hyper growth in their industry and a privately held conglomerate organization comprised of over 360 businesses. She is known driving programs from conceptual framework to global execution. Dr. Jones previously served as an Associate Dean of Students for Academic Affairs. A United States Army veteran, Dr. Jones served 21 years on active duty and earned the rank of Master Sergeant/E8- before achieving an honorable retirement. Dr. Mary Aiken serves as Chair and Professor of the Cyberpsychology Department. She holds a Ph.D. in Forensic Cyberpsychology. Professor Mary Aiken is a world leading expert in Cyberpsychology - the study of the impact of technology on human behaviour and is a Professor of Forensic Cyberpsychology in the Department of Law and Criminology at the University of East London. Dr. Aiken is a member of INTERPOL's Global Cybercrime Expert Group and an Academic Advisor to Europol's European Cybercrime Centre (EC3). She is a Fellow of The Royal Society of Medicine, Global Fellow at the Washington DC Wilson Center, a member of the Medico-Legal Society, an International Affiliate Member of the American Psychological Association (APA) and a Fellow of the Society for Chartered IT Professionals.
Dr. Aiken is recognised as an international expert in policy debates at the intersection of technology and human behaviour. In 2013 she co-led a White House research team focused on tackling 'Technology Facilitated Human Trafficking'. In 2016 she was named as one of the top 50 most inspiring women in technology in Europe. In 2017 she was inducted into the Infosecurity Europe Hall of Fame, in recognition of her contribution to the information and cybersecurity sector. In 2019 she was named in the top 50 women in GovTech in the Asia Pacific region and acts as an Advisor on online safety technologies ("Safety Tech') to the UK Department for Digital, Culture, Media & Sport (DCMS). Professor Aiken is currently UEL co-lead on a five million euro EU Horizon 2020 research project investigating human and technical drivers of cybercrime, supported by INTERPOL, Europol and the United Nations Office on Drugs and Crime (UNODC).
Dr. Aikens work as a Cyberpsychologist inspired the CBS primetime television series CSI:Cyber, she was a producer on the show. Her best-selling book ‘The Cyber Effect' was selected by the Times as a 2016 ‘book of the year' in the Thought category, and was listed in the top twenty science books by Nature the International Journal of Science. He previously served as interim Vice President of Academic Affairs, Associate Vice President of Academic Affairs and Executive Assistant to the President for Senior Leadership Development for the College of Southern Maryland. Dr. Levy holds a Ph.D. from Florida State University in addition to a Master of Education and B.A. from Boston University. In 2021, Dr. Levy completed a Harvard University Graduate School of Education Institute for Higher Education Certificate program.
Dr. Levy currently serves on the Editorial Board of the Journal of Behavioral Intervention Teams (J-BIT) and as Editor of the NASPA Student Affairs Partnering with Academic Affairs Knowledge Community (SAPAA-KC) professional publication, Synergy. Dr. Richard Baker is Associate Dean of Graduate Programs at Capitol Technology University. Before entering the academic world, he was the chief consultant systems engineer for Electronic Data Systems (EDS) and General Motors. Over that time, he worked with a number of Fortune 500 clients, governments and alliance partners such as Microsoft, SAP, PeopleSoft, Hewlett-Packard, and Oracle.
After leaving EDS, Richard served as the director of human factors and safety for American Airlines where his responsibilities included crew resource management, safety, and recurrency training for all pilots and flight attendants.
Richard retired as a colonel from the U.S. Air Force and Indiana Air National Guard with over 2,000 hours as a weapons systems officer in the F-4 Phantom II. He held several command positions and worked extensively with rapid response teams for counter-terrorism, counterdrug operations at the U.S. Joint Forces Command, and the Air National Guard's domestic preparedness operations.

Dr. Robert Steele serves as Chair and Professor of the Computer Science Department. He holds a Ph.D. in Computer Science, has authored more than 140 peer-reviewed publications, and his work has been patented and successfully commercialized. He also has extensive administrative experience in large, complex and leading institutions nationally and internationally and at all levels of program leadership, curriculum development and teaching.
Dr. Steele has extensive experience partnering with industry in teaching and research initiatives and in securing industry and competitive external research funding. His areas of interest include applied machine learning, mobile information systems, artificial intelligence and health informatics. He has also served as the Vice Chair of the ACM Special Interest Group on Mobility of Systems, Users, Data and Computing, ACM SIGMOBILE.

Through his consultancy, Dr. Ron Martin maintains professional relationships with a diverse mix of businesses. He served as a board of directors for-profit and non-profit organizations. Dr. Martin retired from the United States (U. S.) Army in 1999 and the U. S. Government in 2011. In between his tours of Federal Service, he served five years as a civilian police officer in the Commonwealth of Virginia. During his Federal Service, he served with the U. S. Dr. Ronald Wakeham's career encompasses over 40 years working and teaching emergency and protective services. After joining law enforcement following military service, his career track shifted to fire and emergency services. As his formal education progressed further opportunities led him into emergency management and teaching. From 1996 - 2016 he was a course developer and contract faculty member (1996 - 2016) for the Department of Homeland Security/National Emergency Training Center/National Fire Academy. He also served as undergraduate faculty at several universities before taking a position as Department Chair of Security Emergency Services for Embry-Riddle Aeronautical University from 2011-2019. Dr. Vijay Kowtha is a strong and visible leader in the support and encouragement of young people in their studies in Engineering and specifically in formulating areas of responsive research. He was a leader in STEM education endeavor long before it became a national acronym, and his accomplishments stand as a foundation to the quest in the promotion of STEM since 1980s in the inner cities. Shortly after returning from England in 2007, he promoted basic research within DOD establishment using undergraduates who visited basic research facilities both in US and abroad. Several midshipmen completed their doctoral work under his guidance at Oxford, Cambridge, Imperial College in UK and Chalmers in Sweden. These doctoral students worked in basic research in USA and mentored US college students locally in diverse engineering fields. Dr. Kowtha has organized STEM events promoting basic research at the USA science festival, US Navy, Sea and Air Exposition and Sigma Xi annual research meetings. His efforts resulted in responsive research and workforce development. Recently he formed a new non-profit called MASER (Mentors Advancing STEM Education and Research) with two MOUs with local universities. Dr. Kowtha also mentored high school students in First Robotics competitions for two decades, teams won national level competitions and many students have graduated and are now gainfully employed in federal workforce.

Born in the great state of Hawaii while my mother was stationed on the Naval base. I have always enjoyed science from a young age, my uncle introduced me to space while we were watching an Apollo documentary. Since then, I always knew a career in space is something that I wanted to do. While in Elementary school I would read any book I could about space, I even could tell you the names of all the space shuttles, what year they built and there first launch, I also began learning about astronomy and became fascinated in the field. On my 5th bday my godparents gifted me my first telescope and on that same night we looked at the planet Saturn, small in size that telescope allowed me learn more about astronomy and take what I learned in books and see them in real life. My junior year of high school, I wanted to get an early start to my college search, I knew astronomy and space were my ideal fields but many colleges and universities I attended open houses seemed too large and I felt I wouldn't get the exposure I required in the field. I attended an open house at Capitol Technology University (then Capitol College) and knew their AE program would be my best track to working on a NASA mission. In fall of 2006 I was selected as a flight operator on NASA's TOMS-EP mission and that was my stepping stone to greater missions. Since graduation I have worked on over 12 NASA and commercial missions, attended various conference and help run the Space Flight Operations Training Center (SFOTC), to train the next generation of spacecraft operators.

Andr é Mendes is Chief Information Officer at the U.S. Department of Commerce. Previously, he served in multiple leadership roles at the Broadcasting Board of Governors (BBG), which oversees U.S. international media initiatives such as the Voice of America, Radio Free Europe/Radio Liberty, and Radio Free Asia. In most recent role as chief information officer/chief technology officer, he was responsible for all IT and infrastructure support services required by the media networks under the BBG's purview.
During 2015, Mendes served as the agency's interim CEO and director. Prior to that, Mendes directed the BBG's Office of Technology, Services and Innovation, tasked with executive-level decision-making concerning the engineering and technical systems needed to communicate globally across a variety of media platforms.
Mendes has also served as senior vice president, strategic planning and global CIO for Special Olympics International, with responsibility for global technology infrastructure and the development of the organization's 2011-2015 strategic plan. Mr. Patrick retired from the United States Air Force with 24 years of active military service. During his career, he was assigned to the North Atlantic Treaty Organization (NATO) where he managed 17 Airborne Warning and Control System (AWAC) aircraft and was routinely requested by name by the Supreme Headquarters to inspect the component and all NATO Forward Operating Bases throughout Europe. During the last 10 years of his Air Force career, Mr. Patrick directly served two sitting U.S. Presidents, managing a fleet of aircraft to ensure safe and reliable transportation and the advancement of diplomacy throughout the world.
Following his military career, Mr. Patrick was sought and hired by Lockheed Martin IS&GS, and has provided an additional 12 years of service to our nation to-date, providing support to defense and intelligence programs for each of the military services and agencies.
