Laura Milford

​Laura Milford is a business advisor with 28 years' strategic development, marketing and grant seeking experience. Responsible for M3 Training and Consulting business operations, she has demonstrated success developing and executing market strategies for emerging companies seeking public safety market share. She has worked exclusively in the public safety domain since 1990, contributing directly and indirectly to growth and sale of three technology ventures. Laura holds a Bachelor's Degree from Northwestern University.

mark Green

Mark Green has 24 years' experience teaching behavioral observation, airport and parcel interdiction, commercial carrier investigations, court testimony and K9 concerns and evidence classes. In addition to instructing, he has contributed to the development and implementation of courses related to criminal behavior and characteristics that have been taught both domestically and internationally. Contracted through the U.S. Department of State Anti-Terrorism Assistance Program, he has led classes in Mexico, Panama and the Dominican Republic. He has also instructed through the International Narcotics Interdiction Association. Mark is a is a retired 32-year veteran of the Phoenix Police Department. He has 23 years' experience in narcotics, commercial interdiction investigations, canine narcotics and cadaver odor investigations. He worked drug interdiction as a Detective and Canine Handler at the Phoenix Sky Harbor International Airport from 1991 to 2005. During this assignment, he developed expertise regarding criminals and their co-conspirators, detecting illicit activity by interpreting criminals' actions, behaviors and tendencies and their verbal and nonverbal communication. A recognized subject matter expert, Mark has provided expert opinion and testimony in commercial/airport interdiction, narcotics detection, money laundering investigations and canine reliability involving canine evidence. Mark received three Medal of Lifesaving awards from the Phoenix Police Department.

Mark Parker

Mark Parker has taught behavioral observation and interdiction classes domestically and internationally since 2000. As a U.S. State Department and Drug Enforcement Administration (DEA) contractor, he has instructed military, immigration, customs, border, dignitary security and local law enforcement personnel in 13 countries. He has taught interdiction skills through the DEA-sponsored Operation JETWAY program and behavioral characteristics and interdiction classes at numerous state police academies, community colleges and narcotics conferences. He has over 20 years of local, state and federal law enforcement experience. As an agent with the North Carolina State Bureau of Investigation, he focused on drug interdiction, including airport, train, bus, hotel/motel, parcel and highway investigations. Through this investigative experience, Mark emerged as a recognized expert proficient in using behavioral observational techniques to identify the criminal element in varied environments. Mark has worked extensively with the US Naval Research Laboratory to study and refine the technique of employing behavioral characteristics as a first line of defense for law enforcement and security personnel. He is a past President of the International Narcotics Interdiction Association. Mark holds a Bachelor's Degree from North Carolina State University.
