Adam Palmer

Adam Palmer is Chief Constable of the Vancouver Police Department. Active in his community, Chief Palmer serves on the Criminology Advisory Committee at Kwantlen Polytechnic University, and was on the Homelessness Solutions Committee through the Streetohome Foundation. Chief Palmer holds his Bachelor of Arts from Trinity Western University, Executive Certificates from the FBI National Executive Institute, and the FBI Leadership in Counter Terrorism, as well as having completed numerous policing courses through the Justice Institute of British Columbia. He is the recipient of nine Vancouver Police Department commendations and is a former Police Officer of the Year. He has been invested as a Member of the Order of Merit for the Police Forces by Her Excellency the Right Honourable Michaelle Jean, Governor General of Canada.

Anita Furlan

Deputy Anita Furlan joined the RCMP in 1997 where she held a variety of positions, including being part of the Border Integrity Team, the Integrated Gang Task Force, the Combined Forces Special Enforcement Unit (CFSEU) - Organized Crime section, and the provincial Major Crime Section. In 2016, Anita was commissioned to the Inspector rank where she oversaw the Real Time Intelligence Centre-BC, and in 2018 to the rank of Superintendent as the RCMP Division Intelligence Officer. Deputy Furlan holds a Bachelor in General Studies (Applied Studies) with Distinction from Athabasca University. She completed a Certificate in Equity, Diversity and Inclusion from the University of British Columbia in March 2023. In 2012, Deputy Furlan received an Officer's Certificate of Appreciation for her participation in the "It Gets Better Video" aimed at 2SLGBTQ+ youth. Deputy Furlan is a strong proponent of increasing the number of women in policing, specifically in the Executive ranks and has been on the Advisory Committee for BC Women In Law Enforcement (BCWLE) since its inception in 2019. She is also a member of Out on Patrol and is a proud member of the 2SLGBTQ+ community. Deputy Furlan leads the Operations Division in the provision of primary response and crime prevention policing. In addition to Patrol Operations, she oversees Stakeholder Relations and Community Policing, the General Investigation Unit, the Intelligence Unit, the Operations Communication Centre and the Explosive Detection Dog Unit.

Bill Chan

Bill Chan currently sits on the Board of Directors of Vancity Credit Union, Canada's largest community-based credit union with over 560,000 members and $33 billion in assets. He is Chair of the Audit Committee and member of the Governance and Risk Committees. Mr. Chan has over 25 years of executive management experience with Encorp / Return-It depots and was their Senior Vice President and CFO. He directed, managed and led a dynamic team to deliver a convenient, effective recycling network of Return-It depots for beverage containers, used electronic products and other consumer packaging. Mr. Chan's career path has focused on building a successful program that brings together financial sustainability and being environmentally and socially responsible. His formal education includes a Chartered Professional Accountant designation (CPA), a MBA from Asia Pacific University and the Institute of Corporate Directors designation (ICD.D).

Bryce Graham

Deputy Graham began his career with Transit Police in 2007 as a Recruit Constable where, upon graduation, he received the class Academic Award. From 2007 to 2011 he worked as a Constable in patrol, working throughout the entire transit system. In 2011, Deputy Graham was seconded to the Integrated Gang Task Force (IGTF) where he took part in multiple, multi-jurisdictional investigations involving high level gang related targets. In 2013, Deputy Graham returned to Transit Police and worked as a detective, conducting complex investigations, before being promoted to Sergeant in 2015. While in this role, he was one of the founding members involved in the creation of our Union, the Transit Police Professional Association (TPPA). While with the TPPA he led all Collective Bargaining processes and was TPPA President from 2017 to 2021. Deputy Graham was also a Director for the British Columbia Police Unions (BCPA). In 2018 Deputy Graham was promoted to Staff Sergeant and was seconded to the Combined Forces Special Enforcement Unit (CFSEU) where he went on to lead the Uniform Gang Enforcement Team (UGET). In 2022, Deputy Graham was promoted to Inspector, Administrative Services and has recently been Acting Deputy Chief Officer, Administrative Services. In his role, Deputy Graham oversees Finance, IT, HR, Information Management, Recruitment, Training, Facilities and Fleet.

Christina J. Cook

Christina J. Cook is a First Nations woman; specifically, she is Status Indian and a proud member of Brokenhead Ojibway Nation. Ms. Cook is a lawyer and was called to the bar in 2010. During her legal practice Ms. Cook has worked as in-house counsel for a large national insurer; private practice in both British Columbia and Manitoba; and most recently as a senior policy lawyer. Her past experience is broad, including work in the areas of civil litigation, regulatory matters, and policy. She has appeared at all levels of Court in Manitoba and has appeared in the BC Supreme Court and BC Provincial Court. Active in her community Ms. Cook has extensive board experience, community service and volunteer experience including Founder and Co-Chair of the Aboriginal Lawyers Forum (CBABC), Current Bencher of the Law Society of British Columbia, Director of the Pacific Association of First Nations Women, Past Chair of the Canadian Defence Lawyers D&I Committee. She holds her Bachelor of Arts from University of Winnipeg and her Bachelor of Laws Degree from University of British Columbia.

George Madden

George Madden is a long-standing veteran of the executive search industry as well as a successful entrepreneur and business leader. Prior to co-founding PFM Executive Search, Mr. Madden held various senior leadership roles with Canada's The Jim Pattison Group, was a VP with the 1986 World Exposition (Expo 86 Corporation), and was Chief of Staff to two Mayors at the City of Vancouver. Mr. Madden currently serves on the E-Comm 911 Board of Directors as the nominee of the Independent Police Boards (Abbotsford, New Westminster, Port Moody, Transit Police, West Vancouver). His past board experience includes: Panorama Partners Global Search (2012-2019); Association of Executive Search Consultants (2009-2014); Jack Webster Foundation (2007-2017); EMA Partners International (2002-2009). Mr. Madden is Chair of the Transit Police Board Governance Committee and a member of the Finance Committee.

Marnie Larson - Chairman

Marnie Larson is the Vice President, Human Capital Management Practice for OnActuate, a Global Information Technology and Consulting Firm. She has 25 years of operational, consulting, and sales experience in the technology industry focusing on delivering quality product and a quality customer experience. She currently serves on the Community Living BC Board. Previous board experience includes the Better Business Bureau of Mainland BC Board, presiding as a Director and Treasurer of the Wired Woman Society (2005-2013) and the Simon Fraser University MBA Alumni Board (2005-2012). Her community experience includes providing mentorship at the SFU Beedie Graduate School of Business (2010-present). Ms. Larson holds a Bachelor of Commerce from UBC and an MBA from SFU.

Maureen Levy

Assistant Commissioner Maureen Levy has been a member of the Royal Canadian Mounted Police (RCMP) for over 33 years and is currently the District Commander for "E" Division's Lower Mainland District. During the span of her career, Assistant Commissioner Levy has served in five different RCMP divisions including Alberta, BC, Saskatchewan, Nunavut and the Northwest Territories. Throughout her career to date, she has worked in frontline policing, plainclothes, detachment command, Human Resources, and Criminal Operations. Assistant Commissioner Levy was also privileged to serve as the Canadian Police Contingent Commander and the Chief Gender Advisor for the Coalition Joint Task Force - Operation Inherent Resolve for a period of one-year from September 2018 to September 2019. As a result of her dedication and service in Iraq, Assistant Commissioner Levy was awarded three medals: the Canadian Armed Forces General Service Medal; the French National Defence Medal and US Legion of Merit Medal. Assistant Commissioner Levy holds a Bachelor's Degree in Commerce from Dalhouise University, a Diploma with Distinction in Human Resources from Grant MacEwan University, a Chartered Professional Human Resources Designation (CPHR) and has also completed the RCMP International Executive Development Program.

Murray Dinwoodie

Murray Dinwoodie retired from the position of City Manager (Chief Administrative Officer) with the City of Surrey in 2014. Prior to holding the position of City Manager, Mr. Dinwoodie held the position of General Manager of Planning and Development with the City of Surrey. During his term of service, the City of Surrey grew from a population of just over 300,000 in 1998 to a City of over a half a million people by 2014. In the position of City Manager, Mr. Dinwoodie was responsible for overseeing the delivery of municipal services to the City's residents and businesses by over 4000 employees. Mr. Dinwoodie has served in local government for over 30 years, which included management positions with the City of Winnipeg and with the Township of Langley prior to his work in Surrey. Mr. Dinwoodie has served as a director on the Board of the Surrey City Development Corporation, is a founding member of the Surrey Housing and Homelessness Society, and was a member of the Advisory Council of the Sophie's Place Child Advocacy Centre. He was also a member of the Simon Fraser University Surrey President's Advisory Council from 2006 to 2014 and served as a member on the Provincial Development Finance Review Committee. Mr. Dinwoodie has also served as a member of the Metro Vancouver Regional Administrators Advisory Committee, which addresses pan-Regional issues and opportunities. Mr. Dinwoodie has a Bachelor of Science degree in Civil Engineering and a Master of Business Administration degree both from the University of Manitoba and is a registered Professional Engineer. Mr. Dinwoodie is the Chair of the Transit Police Board Finance Committee and a member of the Governance Committee.

Shan Parmar

Shan Parmar is the President of Fire-Pro, a leading BC-based fire protection company. Previously, Mr. Parmar was the Head of Evo Car Share and was responsible for the design, development, launch, and operation of Evo. Mr. Parmar holds an MBA from Yale University, an HBA from the Richard Ivey School of Business, and a BA in Political Science from the University of Western Ontario. Mr. Parmar resides with his wife and kids in Burnaby and can be found on the 112 to Edmonds Station.

Suzanne Muir

Following over 28 years of policing experience at Vancouver Police Department, Chief Officer Suzanne Muir joined Transit Police in 2022, overseeing key areas that included the Operations Communications Centre, Explosive Detection Dog Team, Community Engagement Team, Targeted Mobile Enforcement Team, Finance, Human Resources, Recruitment and Training, Facilities and Fleet. Chief Muir also served as a Transit Police representative on the TransLink, CACP and BCACP Equity, Diversity, and Inclusion (EDI) Committees. Chief Muir joined the VPD in 1995, and gained diverse policing experience, having worked with the VPD Strike Force, the General Investigation Unit, Robbery, Assault and Arson Unit, Major Crime Section and Special Investigation Section. In 2015, she was promoted to Inspector and remained as the Officer-In-Charge of the Special Investigation Section, before transferring in 2017 to the Diversity, Inclusion and Indigenous Relations Section and Victim Services Unit. In 2021, she joined the Operations Division as a District Commander. Chief Muir is the recipient of nine VPD Commendations, including three Chief Constable Commendations. She holds a Master of Business Administration degree from the University of British Columbia and is an inductee into the Canada Soccer Hall of Fame.
