Explains disproportionate responses of states through the concept of revenge. Argues that states are more likely to respond to crisis triggers with disproportionate responses when those triggers deviate from international norms of conflict behavior and produce high levels of perceived threat and fear. After exploring the causes of disproportionate responses, the second half of the dissertation focuses on their effects, particularly the increased likelihood of intervention by outside actors...
