Fernando Garcia

Mr. Garcia is a civil and geotechnical engineer who served as Chief Engineer for Hillis-Carnes Engineering Associates from 2003 to 2021. He has over 35 years of engineering experience in residential, commercial, transportation, and governmental projects. He received a Bachelor of Science in civil engineering from Universidad Militar Nueva Granada in 1989 and completed a Master of Science in civil engineering from Universidad Nacional de Colombia in 1991. He is past president of the American Society of Civil Engineers (ASCE) Maryland Eastern Shore Branch and an active member of the Deep Foundations Institute (DFI). He has also served as an engineering professor and researcher for more than 15 years.

Ryan Ward

  • Civil and Geotechnical Engineer
Mr. Ward is a civil and geotechnical engineer who served as both Staff Engineer and Project Level Engineer at Hillis-Carnes Engineering Associates from 2014 to 2021. His 10 years of experience includes advanced in-situ testing; settlement estimation; and bearing capacity evaluation for an array of commercial, governmental, industrial, and residential projects throughout the Mid-Atlantic region. Mr. Ward received a Bachelor of Science in mining engineering from Virginia Tech in 2013 and completed a Master of Science in engineering with a geostructural emphasis in 2019 from University of Wisconsin-Platteville. He is an active member of the ASCE Maryland Eastern Shore Branch and serves as the president of the branch's Younger Members Group.
