Beth Blumhoefer

Beth brings over 25 years of accounting and tax experience to the Bartkowski PLLC team. She has a BA degree from Carleton College, an active CPA license, and a Masters of Taxation degree from the University of Tulsa. Beth began her career at a Big 6 (now Big 4) accounting firm, where she served as a Tax Analyst, and later Senior Tax analyst, for five years, providing income tax accounting and compliance services to individual, partnership, and corporate clients. For the next eighteen years, Beth held roles of increasing responsibility in the finance/ tax departments of three publicly traded corporations. In 2019, she traded her corporate career for entrepreneurship, and has been with Bartkowski PLLC since its inception in 2021.

Emi Ito Ortiz

Emi focuses her practice on Section 337 litigation, Customs matters, and antidumping and countervailing duty law. She has represented clients before federal courts and various U.S. agencies, including the U.S. International Trade Commission, the U.S. Court of Appeals for the Federal Circuit, U.S. Customs and Border Protection, the Department of Commerce, and the Office of the U.S. Trade Representative. She has represented clients across many industries, including mobile communications devices, flash memory card readers, lighting control devices, plywood, and textiles. Emi is involved in all aspects of Section 337 investigations, from filing through appeals. She has experience researching and drafting dispositive motions and briefs, preparing attorneys for depositions of corporate witnesses, discovery, analyzing complex Section 337 issues, trial activity, and assisting with appeals of ITC decisions to the Federal Circuit. Emi also has experience with various Customs and antidumping and countervailing duty matters. In her Customs practice, Emi has advised clients on classification of merchandise and communicating with various government agencies on behalf of clients. In her antidumping and countervailing duty practice, Emi represents clients in the various procedures before the Department of Commerce and the ITC and has filed numerous AD/CV order scope ruling requests. Kelsey Curtis

Kelsey is an experienced paralegal whose decade-plus of experience has focused on Section 337 litigation at the International Trade Commission. Kelsey's knowledge of ITC rules, practice, and procedure allow Bartkowski PLLC to assist clients and co-counsel with filings, docketing, schedules, and more. Kelsey was previously at Adduci, Mastriani & Schaumberg, where the Bartkowski PLLC team worked on many high-profile Section 337 cases. Kelsey has worked at Bartkowski PLLC since its founding in January 2021.

Paul Bartkowski

Paul's practice focuses on Section 337 litigation before the International Trade Commission. A registered patent attorney, Paul combines technical knowledge with vast experience in Section 337 litigation to give clients the legal advice they need to achieve their goals. Paul began his career at Fulbright & Jaworski, now Norton Rose Fulbright, where his practice focused on patent litigation in district courts. Paul then served as an attorney in the Office of the General Counsel at the U.S. International Trade Commission, where he represented the Commission in multiple appeals of Commission cases before the Court of Appeals for the Federal Circuit and participated in Commission decision-making. After gaining that valuable experience, Paul re-entered private practice by joining the ITC boutique Adduci, Mastriani & Schaumberg, where he focused his practice on patent litigation at the ITC and related matters. Paul founded Bartkowski PLLC in January 2021. Over his approximately 15 years of experience in Section 337 litigation, Paul has been involved in many of the Commission's high-profile cases. Paul also specializes in advising clients, both during and after cases, regarding the effect of ITC remedial orders, including exclusion orders and cease-and-desist orders. Paul has participated in multiple inter partes proceedings before the U.S. Customs and Border Protection, which are conducted to determine whether imported goods are subject to Commission exclusion orders. Paul has also participated in enforcement proceedings, advisory opinion requests, and modification proceedings at the Commission. Paul's intimate understanding of the various proceedings available to both patentees and potential importers allows him to analyze clients' options to determine the best legal path to achieve their goals. Paul has been recognized in the field of Section 337 litigation by Chambers and The Legal 500 and has published many articles relating to Section 337 law. When he is not doing legal work, Paul enjoys vegetable gardening and coaching his kids' softball and baseball teams. Education B.S.
