Brandon Ili

Brandon Ili is a second generation member of Local 3. He started in the apprenticeship program in 1992, then worked for Ron's Construction where he eventually became a foreman. He started working for the Hawaii Operating Engineers Industry Stabilization Fund as the Oahu Compliance Officer in 2013, then became a Business Agent for District 17 before becoming HOEISF's Executive Director in June 2021.

JUSTIN TANOUYE

Justin previously worked as a Labor Law Enforcement Specialist (Investigator) and then as the Intake and Certification Branch Chief for the Department of Labor and Industrial Relations Department for the State of Hawaii, where he would investigate, and enforce labor laws, including Hawaii Revised Statutes (HRS), Chapter 104, and prevailing wages on public works projects. He has a Bachelors Degree in Business Administration from UH Manoa, taking courses such as Business Law, Statistics, Information, and Computer Sciences, and Written Communication in Business. While working at the DLIR, Justin also conducted workshops and outreach events for government agencies, employers, employees and unions about the requirements of HRS 104.

WAYNE PERRIN JR.

Wayne worked in the public county sector for over twenty years before finally joining Local 3 in 2003, starting off as an oiler for Kobayashi. He eventually found himself working for Hensel Phelps in 2016, where he worked his way up to the Operator Foreman before joining the Hawaii Operating Engineers Industry Stabilization Fund as the Big Island Representative in June 2021. As the Stabilization Representative for Hawaii County, I will continue to ensure that prevailing wage laws are in compliance, maintain our relationships within government as well as with developers.
