Moctar is a trained social insurance actuary with extensive experience developing actuarial models, setting health care product premiums, and finding actuarial solutions to emerging issues. For over two decades, he has worked with government institutions, private health care companies, and an actuarial consulting group helping state and federal governments. He is passionate about helping people, and works with integrity and the best interest of the stakeholders in mind.
His experience includes valuation of social security programs, actuarial cost projection of health care policy, rate setting for commercial and government sponsored health insurance programs such as Medicaid and Medicare, training of actuaries and non-actuaries, development of in-house actuarial functions, and business development.
Moctar holds an Associate's degree in Mathematics and Physics from Université Abdou Moumouni of Niamey, Niger, a Bachelor's degree in Actuarial Science from Université Laval in Quebec, Canada, and a Masters's degree in Statistical Computing / Actuarial Science from the University of Central Florida. He is a Registered Employee Benefits Consultant (REBC) and holds a Life and Health Producer License.
In his free time, he enjoys gardening and nature walks. He is a tireless traveler and human rights advocate. He is fluent in several languages including English and French.
