The EHB initiative is governed through the Steering Committee, the chairwomen, and the secretariat. The Steering Committee consists of a representative of every EHB partner and is the main decision and governing body of the initiative. The chairwomen, who are also part of the Steering Committee, represent the initiative externally. The secretariat of the EHB initiative is run by Gas Infrastructure Europe, and is responsible for communication and coordination. EHB has grown as an initiative by a small amount of founding TSO partners to its current form in which near full coverage of the EU pipeline operator market is involved.
