The Asia Pacific Association for Respiratory and Critical Care (originally the Asia Pacific Association for Respiratory Care was founded in 1991 by Elcee Cagas Conner, a professor of Respiratory Care, to provide education and training of physicians, respiratory therapists, nurses and other allied health professionals in the art and science of respiratory care. The founding meeting was held in Manila, Philippines through the help of the late Dr Herminia Cifra, a Pediatric intensivist at Philippine General Hospital and Philippine Children's Center.
