After some initial discussion in 2021, the project was born in earnest in 2022 when we started taking soundings with industry colleagues about the idea. Was it a sensible goal? Would you support it? Any thoughts on what IXP neutrality really means? The response was overwhelmingly positive, so we decided to become a bit more formal about it, and explore ways in which we could successfully deliver both a standard for IXP neutrality, and possibly (in a later phase) a certification scheme based on the standard... We needed a company, to serve as a vehicle - and we set up a not for profit one in the UK (acting like a foundation, although we couldn't yet use that term in the company name, because of the way the UK restricts usage in company name registration). We also hold a bank account at Metro Bank/UK... We established an outline process for completing the standardisation work, shared this with the WG - who were happy to adopt it.
