David directly oversees all business operations for Dean Health Plan and leads the organization's senior management team. In addition, he collaborates with SSM Health's care delivery leaders to develop and execute key strategic, clinical and operational priorities.
Since joining Dean Health Plan in 2007, David advanced to chief growth officer where he oversaw strategy, business development, network development, product development (commercial and government programs), sales and retention functions. Prior to joining Dean Health Plan, David served multiple roles at Fortune 500 organizations specializing in leading large strategic programs and merger/acquisition integration. David earned a Bachelor of Business Administration from the University of Wisconsin-Whitewater.
Outside of the office you can find David spending time with his wife, son and daughter. He also enjoys soccer and fly fishing on the many streams of Wisconsin.

Dean manages Dean Health Plan's Legal Division. Dean's focus includes provision of counsel on various corporate and legal matters, corporate governance, corporate contracting (including negotiation of licenses and leases), subrogation and third party recoveries, regulatory filings, insurance defense, special investigations, and administrative appeals.
Dean has been an insurance/health attorney for the past 15 years. Prior to his current role, Dean held health insurance positions with Massachusetts Mutual and Wisconsin Physicians Service, along with audit responsibilities for the Wisconsin Department of Revenue. He also assisted with lobbying for The Equity Center in Austin, Texas.
In 1990, Dean received his undergraduate degree in Behavioral Science & Law and Social Welfare from the University of Wisconsin - Madison. In 2003, he received his law degree from Marquette University. During law school, Dean interned for Judge Timothy Dugan at the Milwaukee County Circuit Court. Dean is a member of the State Bar of Wisconsin, State Bar of Missouri, and the Dane County Bar Association. He is also admitted to practice before the United States District Court, Western District (Wisconsin). Dean is a graduate of the CIVITAS leadership program. He lives in Stoughton, Wisconsin, with his wife and two sons. Dean also served as a committee member for the Stoughton Youth Hockey Association.

Representing Operations on our Executive Team, Kathy's responsibilities include oversight of Benefits, Provider & Pricing Administration, Claims, Customer Service (including Grievance and Appeals), Enrollment & Billing, and Coding/Payment Integrity.
Prior to her current role, Kathy's extensive experience at Dean Health Plan includes serving as Director of Provider Services, Network Services, PSO Operations and Benefits, Provider & Pricing Administration. She chairs the Customer Experience Council and served as a leader in claims platform reconstructions and numerous Continuous Quality Improvement (CQI) activities.
Kathy grew up in Minnesota and has resided in Madison since graduating from the University of Wisconsin - Madison with a Bachelor of Science degree.
Kathy enjoys spending time with her husband, two daughters and son, supporting their athletic and academic events, as well as yoga, kayaking, biking and travel.

Dr. Eichhorn is a Medical Director with Dean Health Plan, having been promoted to Senior Medical Director in the fall of 2018. In his new role as Chief Medical Officer, he is accountable for the organization's quality assurance, medical decision making and medical policy development. He also is responsible for developing and leading strategies that make health care more affordable and our members healthier.
Dr. Eichhorn's focus is to partner with leaders and providers within our Integrated Delivery Network (IDN) to achieve meaningful and measurable improvements in clinical quality/outcomes, clinical efficiency and appropriate use of care.
Previously, Dr. Eichhorn served as Division Chief for Hospital Medicine at SSM Health St. Mary's Hospital-Madison. He is board-certified in Internal Medicine.
He is a graduate of the Indiana University School of Medicine and a member of the Society of Hospital Medicine.
In his spare time, Dr. Eichhorn volunteers as a math and reading tutor at his children's schools and enjoys running and hiking.

Loretta Lorenzen's responsibilities include oversight of health plan provider networks strategy, development and ongoing management.
Loretta and her team designed and implemented our current value-based pay-for-performance provider contracting model, which aligns provider incentives and health plan goals relating to increased provider quality outcomes, patient satisfaction and effectiveness of care.
Prior to joining SSM Health-Dean Health Plan in 2011, Loretta held health plan and payor operations and contracting leadership roles at a number of leading managed care and provider organizations including Aetna, CIGNA, Ascension/Wheaton Franciscan Services Inc., and Assurant.
Her educational background is as varied as her professional experience, having earned her bachelor's degree from the University of Wisconsin-Milwaukee where she majored in International Relations/Economics and German. Loretta also attended Marquette University, studying law and earning a Certificate in Management.
In her spare time, Loretta enjoys spending time with family, entertaining friends, traveling and enjoying yoga. She is also active in a number of community and church volunteer activities.

Michael Weber leads teams representing fully insured and self-funded health insurance products to large, midsize, and small employers, as well as to individuals on and off the Federally Facilitated Marketplace exchange. In addition, Michael oversees the Medicare sales team at Dean Health Plan and the Health Promotion staff.
A professional in the insurance industry for about two decades, Michael was previously the Director of Sales and Manager of Group Retention where he over-saw the service and renewals of Dean Health Plan's 1400 + employer groups. Prior to joining Dean Health Plan, Michael successfully ran a restaurant and received the Restaurateur of the Year award from the Wisconsin Restaurant Association.
Michael has a Bachelor of Science Degree in Hotel and Restaurant Management from the University of Wisconsin-Stout and a Master's Degree from Edgewood College in Social Innovation and Sustainability Leadership. He also serves on the Board of Directors for Ronald McDonald House Charities in Madison, Wisconsin and is active in numerous community organizations.

Randy Ruplinger is responsible for financial planning, budgeting and analysis, financial reporting, and accounting and treasury operations. Prior to his current role he held the position of Director of Financial Planning and Analysis, where he developed and maintained complex and integrated financial models for the health plan and the Commercial, Medicare, and Medicaid Risk Pools.
Randy is a life-long resident of the state of Wisconsin. Prior to joining Dean Health Plan in 2008, he held several actuarial and non-actuarial roles at CUNA Mutual Group in Madison.
Randy has a Bachelor of Science degree in Mathematics from the University of Wisconsin - Madison and earned his Fellowship in the Society of Actuaries in 1998. Randy enjoys spending his spare time with his wife, son, and two daughters. He also enjoys supporting the athletic teams of his children and alma mater, as well as attending live music performances of several local musicians.

Stephanie Cook leads the teams responsible for support of Dean's compliance with contractual and regulatory requirements, risk assessment and Model Audit Rule (MAR) programs, corporate information governance, public policy matters, regulatory audit coordination, and oversight of Medicare and Medicaid products.
Prior to joining Dean in 2015, Stephanie led the compliance team at WPS Health Insurance in Madison, Wisconsin, and was a health insurance regulator for the State of Wisconsin Office of the Commissioner of Insurance (OCI). While at OCI, Stephanie played a key role in health care reform implementation in Wisconsin. Stephanie earned a Bachelor degree from the University of Wisconsin - Madison and a Master of Business Administration degree from the University of Wisconsin - Whitewater.
When Stephanie is not in the office, she enjoys spending time with her husband, son, and two daughters.
