Ms. Mason has over 24 years of experience in data mining and statistical analysis to identify and support healthcare fraud, waste, and abuse investigations and audits in the Medicare and Medicaid programs. Before leading the UPIC West team, Ms. Mason held the positions of Vice President of Analytics and Operations, Senior Scientist, and ZPIC Chief Statistician. Prior to joining Qlarant in 2013, she worked approximately fifteen years at the Medicare Administrative Contractor serving as the Data Analytics Manager overseeing the Data Team and as Statistician. She holds a Master's in Statistics and a Bachelor's in Applied Mathematical Sciences from Texas A&M University. She is a Certified Fraud Examiner. Ms. Mason has served as a statistical expert in appeals, provided testimony in many administrative hearings, and supported numerous law enforcement cases.

Amanda M. Neal

Currently the Donor Relations Coordinator for Beebe Medical Foundation in Lewes, Delaware, Ms. Neal has experience executing multi-million dollar, capital fundraising campaigns, designing and implementing donor stewardship programs and managing system-wide patient feedback programs. Her prior healthcare experience includes serving as the Director of Contracting and Procurement for United Medical Center in Washington, D.C. Ms. Neal has deployed her skills as a certified Six Sigma Green Belt, a Six Sigma Lean Professional, and a Change Management Specialist in multiple industries, including legal, information technology and finance. She has a bachelor's in Communications from the University of Maryland and, prior to joining the board, Ms. Neal served on the Board of Associates for Kids Peace Foster Care in Baltimore, Maryland.

Anthony (Tony) P. Kern

Tony Kern is a retired, Senior Managing Partner with global accounting and consulting firm Deloitte & Touche. His experience encompasses a broad range of industries with a concentration in technology, media, telcommunications, energy, and financial services. Tony has provided a wide range of consulting, management advice, and counsel including business strategy and planning, business development, innovation and disruption strategies, corporate finance and re-structuring, customer experience and retention, operational optimization, corporate governance and ethics, board of directors guidance, as well as merger and acquisition planning and integration. Tony served as US Deputy Managing Partner of the firm's Technology, Media, and Telecoms practice and was Global Managing Partner of Innovation and Managing Partner of Deloitte's Fast 50 program (recognizing the fastest growing companies in America). Prior to joining Deloitte & Touche, Tony was an Industry Global Managing Partner at PricewaterhouseCoopers. He was also previously a Regional Managing Partner at Arthur Andersen. After a career in Baltimore County government and economic development, Mrs. Crabbs worked as a consultant for the corporate business community in Owings Mills, Maryland. She served as a volunteer for the Arthritis Foundation for 15 years, both as Chair of the Maryland Chapter and on the Board of Trustees of the national organization with an emphasis on patient advocacy and medical research. Mrs. Crabbs was appointed as a member of the Maryland Stem Cell Research Commission by the Governor to help create a program for state-funded research and has also served on the Council for Arthritis and Related Diseases as well as the Board of Trustees of the Hannah More School-a school for developmentally and emotionally disabled youth.

Brian Cleary - CIO

Ms. Ward is an accomplished executive with over 25 years of extensive experience in healthcare management, investigative management, and production quality control. Prior to joining Qlarant in 2009, she spent seven years in both the private and public sector investigating fraud and abuse in healthcare. In addition, Ms. Ward spent eight years in the private sector investigating fraud for workers compensation, general liability, and auto insurance claims. She holds a master's in Health Administration with a concentration of Health Policy from American Public University. She is a Certified Fraud Examiner and is an Accredited Healthcare Fraud Investigator. Ms. Ward has spoken in many different forums on healthcare fraud.

Christopher E. Broomfield

Mr. Broomfield is a former US Government Intelligence Officer with over 20 years of experience in government and private sector intelligence. Currently, he is the Intelligence Manager for Royal Caribbean Group. Previously, he served Carnival Corporation and PLC as Intelligence Manager, Global Maritime Security Operations. His other experience includes Booze Allen Hamilton, Price Waterhouse Coopers, and the Central Intelligence Agency. Mr. Broomfield has used his skills to strengthen numerous corporations' security posture through the development of new cybersecurity, insider threat, geopolitical risk, and maritime threat intelligence programs. He has bachelor's degree in International Business and Russian Area Studies from the University of Iowa and completed graduate programs through both the University of Miami and Florida International University on the technologies, frameworks, processes, and structures to protect corporate systems.

Dana Fidler is an experienced finance professional with over 30 years of broad-based business knowledge with several Fortune 100 companies. Since 2013, he has operated his own financial consulting business providing operational and strategic support. With an emphasis on customer service and utilizing team-based engagement, Mr. Fidler is recognized as an effective, strategy-oriented leader with a strong process focus. Mr. Fidler received his Bachelors in Accounting from Virginia Tech and is a member and treasurer of St Paul's United Methodist Church in Rochester, Michigan.

Diane McComb

Ms. McComb is a former Qlarant Disabilities SME who provided technical expertise on disabilities. She has broad expertise in federal and state policy, Medicaid, quality improvement, community waiver programs, intermediate care facilities, managed care, and health disparities. She also worked with the American Network of Community Options and Resources (ANCOR) as their Liaison to State Associations across the country. Prior to her work with Qlarant, she was appointed by Maryland's governor as the Deputy Secretary of the Maryland Department of Disabilities. She oversaw the development of the Maryland State Disability Plan, covering a wide array of issues including children and families, long term services and supports, employment and training, housing, technology, Medicaid, transportation, and emergency preparedness. Ms. McComb was instrumental in initiating numerous policy shifts resulting in increasing person-directed supports and other levels of inclusion of people with disabilities in program evaluation and quality improvement. Ms. McComb was the CEO of a statewide association of community organizations supporting people with disabilities and their families for sixteen years. She was the principal legislative advocate on behalf of Maryland's programs and was a leader in the very strong collaborative growth of disability programs experienced in the state. The first decade of her career was devoted to building a community agency supporting people with intellectual and developmental disabilities and their families, including many who were deinstitutionalized. Her career gives her the unique perspective of a private community agency, the CEO of a statewide provider advocacy organization, and as a cabinet level governmental official. She brings her extensive knowledge of the disability community, her demonstrated track record of innovative problem solving, and lifelong commitment to creating improved capacity in the systems empowering individuals with disabilities to achieve their personal and professional goals in communities where they live. Ms. McComb holds a MS.ED. from the Johns Hopkins University in Severe and Profound Disabilities and has a long history working as an advocate for people with disabilities and nonprofit management. She joined the Qlarant Foundation board in 2023.

Dr. Satinder Ajrawat

Elizabeth (Betty) M. Hewlett

Elizabeth M. Hewlett, Esq. has practiced law and been a public servant for more than 40 years. She recently completed her second tenure as the Chairman of the Prince George's County Planning Board and The Maryland-National Capital Park and Planning Commission (M-NCPPC), the first African American and the first woman to serve in this position. A former principal at Shipley, Horne, and Hewlett, P.A., Ms. Hewlett has practiced law in both the public and private sectors and is licensed to practice in Maryland, the District of Columbia, Massachusetts, and before Federal Courts and the United States Supreme Court. In 2007, she was appointed by former Maryland Governor Martin J. O'Malley to represent Maryland on the Washington Metropolitan Area Transit Authority (WMATA), and, in 2022, was selected by President Biden to serve on the National Capital Planning Commission. Actively engaged in her community and profession, Ms. Hewlett serves/has served on numerous public boards, including the State Board of Law Examiners (Maryland), Catholic Charities, Federal Court, State Court & Gubernatorial Commissions, and has been widely recognized for her extensive community service. Harbhajan (Harry) Ajrawat

Dr. Ajrawat was born and raised in Amritsar, India. He received his BS in Anatomy, Physiology and Biochemistry in 1969 and his MD in 1974 from The Guru Nanak University in Amritsar, India. He immigrated to the United States in August 1976 and became a Naturalized Citizen in 1997. He did his Residency in General Surgery and Urology from the State University of New York at Buffalo, New York. Upon completion of his training he moved to the Washington Metropolitan Area in 1982 and set up his private practice in Urology in Prince Georges and Montgomery Counties. In May 2006 he joined several other urologists who came together to form the MidAtlantic Urology Associates LLC. He is currently the President and CEO of MidAtlantic Urology Associates LLC. Dr. Ajrawat is Board-Certified in Urology. He is a fellow of the American College of Surgeons and the International College of Surgeons. He is a member of the American Urological Association, American Association of Clinical Urologists, Mid-Atlantic Urology Association & The Indian American Urological Association (IAUA). Holly Pu

Jeff Weiss is a finance, accounting, and business management executive with over 17 years of progressive experience in Federal Government contracting. With finance at the core of his education and professional experience, he has thrived in high-growth environments at large and medium sized companies developing into a multidisciplinary business leader with deep knowledge of the full business development and project execution lifecycle. Prior to joining Qlarant, Mr. Weiss was Group Vice President of Finance and Business Operations at ASRC Federal Holding Company in Beltsville, Maryland. During his 9 years at ASRC Federal, the company more than doubled in annual revenue. This growth was achieved through organic successes, including on-contract growth in the backlog portfolio, winning new business, as well as M&A transactions where he provided due diligence and integration support. He previously worked at SAIC, where-during his tenure as Project Control Manager-the company grew from $6B to $11B in annual revenue and completed an IPO. Lamont Thompson

Lisa Preston - CHRO

Lisa Preston is a human resources (HR) and operations executive with more than 20 years of experience in human capital disciplines including HR, talent acquisition, staffing, performance management, and professional development. She is a change agent who serves as business partner and trusted advisor for executive leadership. Ms. Preston comes to Qlarant after 15 years at Guidehouse/Grant Thornton, LLC, Public Sector in McLean, Virginia. Most recently, she was Senior Director for Operations where she was leader of a 90-person internal client services (ICS) team comprising finance, compliance, HR, business development, marketing, contracts, reporting and analytics. In coordination with practice and firm leadership, she was responsible for setting ICS strategy, ensuring alignment with practice's go-to-market strategy, and optimizing function processes, systems and outputs. Ms. Preston earned a master's degree in American Literature from Salisbury University, a bachelor's degree in in English from Washington and Lee University, and has completed her coursework for a PhD in American Literature at George Washington University.

Mark T. Edney

Dr. Edney has extensive experience in health policy and advocacy. He is past president of Maryland's state urology coalition. He has served as Health Policy Chair for the Mid-Atlantic Section of the American Urological Association (AUA) and was the section's representative to the American Urological Association's Public Policy Council from 2012-18. He is also a former member of the AUA's legislative affairs committee. In that role, he led a successful, multi-year AUA effort to achieve Federal legislation improving the inter-agency care coordination of military victims of urological trauma. During this effort, he testified before both US House and Senate VA committees in support the Bill. Ultimately, the AUA urotrauma language was included in the 2013 National Defense Authorization Act. Dr. Edney is a Past-President of the American Association of Clinical Urologists and is currently the Chair of the American Urological Association's State Advocacy Committee. Dr. Edney served in the medical corps of the United States Army Reserve from 1999 to 2015. During that time, he served on the urology staffs of both Walter Reed Army Medical Center (2004), Tripler Army Medical Center (2009), and was deployed to Mosul, Iraq with the 399th Combat Support Hospital (2006). Dr. Edney graduated with a BA in biochemistry from St. Anselm College in Manchester, NH. He graduated from Dartmouth Medical School in 1998 and completed his urology residency at Dartmouth-Hitchcock Medical Center in 2004. He earned his MBA from Brandeis University in 2017. He is a former Chief of Surgery at TidalHealth Peninsula Regional Medical Center and is the Immediate Past President of the Medical Staff. He lives in Salisbury, MD with his wife of 20 years, Ashley (Shurtleff) Edney, and their three children.

Michael J. Fisher

Dr. Michael Fisher received his B.S. in Biochemistry (1978) and his M.D. (1983) from the University of Maryland. He has been a member of the medical community of the Maryland's Eastern Shore since 1989 as a gastroenterologist/internist in private practice and Attending Physician at Memorial Hospital at Easton, now University of Maryland/Shore Regional Health. He retired in 2018. Dr. Fisher is a Past President of the Talbot County Medical Society and the Maryland Medical Society. He is currently a member of the Shore Regional Health Strategic Planning Committee and the Shore Regional Health COVID-19 Incident Command. Dr. Fisher is also on the Talbot Hospice Board and a member of the Talbot County Public Schools Education Foundation. He and his wife of 36 years, Karen, raised two children in Talbot County Maryland, home to Qlarant's Easton Headquarters. In their free time they enjoy travel, reading, cooking, sports, biking, pickle ball, boating, fishing, hunting and a large circle of friends.

Midgett S. Parker

Midgett Parker has been practicing law in Maryland for 35 years. After passing the bar, he joined the law firm of Fossett & Brugger. In 1997, he joined and became a partner in the law firm of Linowes and Blocher, LLP where he remained for 22 years and was a member of the Land Use/Zoning Practice Group. It was at both of these private law firms where he refined his legal acumen in commercial real estate matters in Maryland. In February of 2020, he opened the Law Office of Midgett S. Parker, PA. Mr. Parker has won numerous land use cases before local zoning officers, boards, elected officials, and has consulted with officials at all levels of government on matters ranging from tax legislation to affordable housing and land use regulations. He has developed a niche representing houses of worship and non-profit entities in all aspects of their real estate and governance interests. In addition to real estate issues, he counsels clients on a broad range of issues from regulatory compliance to contract negotiations, and internal operations. Before becoming a lawyer, Mr. Parker spent eight years as a combat arms officer in the United States Army primarily in Air Defense Artillery. During that time, he commanded an Improved HAWK missile battery of 150 soldiers in Germany. He is a graduate of the University of Maryland Law School where he earned his Juris Doctorate and Morehouse College where he earned his Bachelor of Arts Degree, majoring in Political Science and Urban Planning. Outside his legal practice, Mr. Parker is an ordained minister and actively involved in all aspects of Community Baptist Church of Barclay located on Maryland's Eastern Shore. Mr. Parker has served on numerous non-profit boards and commissions and is viewed as a highly effective communicator who thrives in positions of leadership.

Molly Burgoyne-Brian

Dr. Burgoyne-Brian is board-certified rheumatologist living in Easton, Maryland. Her medical memberships include the American College of Physicians/American Society of Internal Medicine, the Arthritis Foundation - Maryland Chapter, the International Society for Clinical Densitometry (ISCD), and the Medical & Chirurgical Faculty of Maryland (MedChi). She currently works for Teladoc, Inc. a nationwide telemedicine company. She currently holds medical licenses in Maryland, North Carolina and Delaware. In retirement from office practice, Dr. Brian remains active in community service projects and has served on several nonprofit boards.

Mr. John Rudd

Mr. John Rudd, had a long history of receiving mental health services in the community. He was placed in a suicide-watch cell after expressing suicidal thoughts. He then attempted suicide. Nevertheless, prison staff determined that he was feigning his symptoms and kept his "care level 1" status, meaning that he had no significant mental health needs and would receive no mental health treatment.
