OBION COUNTY EMERGENCY COMMUNICATIONS DISTRICT - Key Persons
Mrs. Gaskins was appointed to the 911 Board in 2022. She is the Base Manager for Air Evac Lifeteam 143 in Troy and continues to be a flight nurse. She resides in South Fulton.
Mr. Reavis was appointed to the 911 Board in 1999. He serves on the Budget and Finance committee. Mr. Reavis retired as sales manager from Blackley Motors. He resides in Hornbeak and is the chief of Hornbeak Fire Department.

Ms. Easley is the Center Training Officer and a full-time dispatcher.
Mr. Boykin was appointed to the 911 Board in 1999. He serves on the Building Committee. Mr. Boykin retired after being the principal of Union City Middle School for many years. He resides in Union City.
Mr. Hudgins was appointed to the 911 Board in September 2021. He is a member of the Obion County Commission and resides in Obion.

Mr. Horner was appointed to the 911 Board in 2006. He serves on the Budget and Finance committee. Mr. Horner is a Senior Vice President at Security Bank/Reelfoot Bank and resides in Union City.
Mrs. Barker was appointed to the 911 Board in 2012. She is a local attorney and a former State Representative for Obion, Lake and Dyer Counties. Mrs. Barker resides outside Union City.
Mrs. Forrester was appointed to the 911 Board in 1999. She has worked in nursing and health care for many years. She is the chair of the Personnel Committee. Mrs. Forrester resides outside Rives.
Chairman Watson was appointed to the 911 Board in 1988. As chairman, he is an ex-officio member of all 911 committees. He is the fiscal director for the Lake County prison and is the chief of Troy Fire Department. He resides in Troy.
Mrs. Hanna has been with Obion County Emergency Communications District (E-911) since 1996, when she was hired as a part-time dispatcher. She accepted a full-time dispatch position in 2002. On May 1, 2005, she became Executive Director of the agency.
Mrs. Hanna holds the Emergency Number Professional (ENP) and Center Training Officer (CTO) certifications from NENA, along with having completed the NENA Center Manager Certification Program (CMCP).
She is currently serving on the Obion County Ambulance Oversight Committee. Past service includes: six years of service on the TENA executive Board; TENA ENP scholarship and Education committees; three year appointment to the Tennessee Emergency Communications Board (TECB) Training Advisory Committee; WTEMA LEPC conference planning; NENA Development Committee T-CPR Standards Workgroup; and several other appointments and committees.
Mr. Partin was appointed to the 911 Board in 2008. He serves on the Personnel committee. Mr. Partin is a farmer and resides outside Woodland Mills.
