DEBBIE BROWN

Debbie qualified as a Registered Nurse in 1982 and is also a Registered Health Visitor and Practice Teacher. Her academic qualifications include a BSc in Health Studies and an MSc in Health and Social Care. Debbie has a wide range of clinical nursing, specialist nursing and Health Visiting experience . Since 2008 she has specialised in the area of child death reviews and currently works as a Safeguarding Specialist and Lead Nurse for Child Mortality in a large CCG. Debbie has undertaken Individual Management Reviews and has also contributed as a panel member in numerous Serious Case Reviews and Domestic Homicide Reviews. The expertise she gained from child death reviews led her to initiate campaigns to disseminate learning and raise awareness including Safer Sleeping, Shaken Baby Awareness and Car Seat Safety campaigns.

EILEEN WELCH

Eileen qualified as Registered Nurse in 1980 and is also a Registered Midwife and Health Visitor. She has a wide range of clinical and managerial experience and since 2001 has specialised in the area of safeguarding. Initially Eileen was employed as a Named Nurse for a Community Trust and since 2005 has worked as a Designated Nurse for Safeguarding. Eileen completed a Masters in Health Care Policy and Management in 2000 and has continued her professional development since then in the area of Safeguarding. She has undertaken Individual Management Reviews, contributed to numerous Serious Case Review/Child Safeguarding Practice Review panels and more recently Domestic Homicide Review Panels. Her specific interest in this area has led to her drafting practice guidance for Child Safeguarding Practice Reviews and Child Protection Incidents and establishing robust mechanisms for monitoring the implementation of recommendations into practice. She also contributed to the development of a combined Section 11 and CQC Standard 7 audit tool to monitor compliance of Commissioning and Provider Organisations.
