Kevin Patrick Dougherty

Mr. Dougherty's practice focuses on Chapter 7 Bankruptcy. Over the past ten years, Mr. Dougherty has represented clients before the United States Bankruptcy District Court and the Office of the United States Trustee in all aspects of debtor's rights, including the preparation of bankruptcy petitions and schedules, 341 creditor meetings, adversarial proceedings, and reaffirmation agreements. Mr. Dougherty understands the strain of overwhelming debt, including lawsuits, foreclosures, garnishments, bank levy, and repossessions, and seeks to provide his clients with a second chance at financial freedom. Mr. Dougherty received his J.D. from Catholic University of America's Columbus School of Law, and a Bachelor's in Finance from George Mason University. Mr. Dougherty is licensed to practice in the Eastern District of Virginia and is a member of the Fairfax County Bar Association.

Mr. Daniel R. Oliver-Zhang

Mr. Daniel R. Oliver-Zhang is the Director of Administration and a founding Governor of Oliver-Zhang Law. Mr. Oliver-Zhang has over twenty years of experience in computing technology and is an expert in operational technology. He is responsible for the state-of-the-art business operations at Oliver-Zhang Law. His technologically focused specialization ensures that Oliver-Zhang law is on the cutting edge of legal and business technology so that our team works most efficiently, effectively, and renders the most cost-savings to our clients. He also directs the technical resources in order to administer the Firm's electronic discovery, mass torts litigation technology, computer technologies, and digital trial logistics to furnish skillful, persuasive presentations to the modern jurors. Mr. Oliver-Zhang earned his B.S. in Computer Science from the George Washington University.

Ms. Anna Yu

Ms. Anna Yu is the Chinese Language Legal Assistant at Oliver-Zhang Law. With an extensive background in legal practice in both China and the United States, Ms. Yu is experienced in Chinese client communications. Ms. Yu assists with client intake services and Chinese business development. She understands the linguistic, cultural nuances, treats our clients with careful attention and sensitivity, and assists our legal team in presenting our clients' best evidence to the decision-makers. For many years, Ms. Yu handled complex document productions and translations of work-product from Chinese into English in both the public and private sectors. Ms. Yu is also assisting client outreach in mass torts actions, such as asbestos, in an effort to help patients who suffered mesothelioma due to their exposure to asbestos to receive speedy settlements. She understands the importance of reaching the often forgotten, Chinese victims of negligence. Ms. Yu graduated from Hubei Directly Under Organ Yeyu University, and earned her Bachelor of Art in Law and Politics. She also holds a B.S. in Computer Science and Studio Art from Hollins University.

Ms. Marcela Beltran

Ms. Marcela Beltran, is the Managing Litigation Paralegal at Oliver-Zhang Law. Ms. Beltran provides comprehensive administrative, litigation, and trial preparation assistance at Oliver-Zhang Law. Ms. Beltran is also fluent in both Spanish and English, and supports our attorneys in providing caring legal service in immigration, personal injury, drug product liability, and other civil matters to our clients in the Hispanic community.

Ms. Rachel Wei

Ms. Rachel Wei is the Senior Associate Attorney at Oliver-Zhang Law. She earned her Master of Law degree from the College of William & Mary and Bachelor of Law degree from Nankai University in China. Ms. Wei is fluent in Mandarin Chinese (simplified and traditional) and English. The pursuit of justice and fairness for those in need led her to choose her career in law. Attorney Wei helps clients who wish to immigrate to the United States at Oliver-Zhang Law. With personal experience in immigration to the United States, Attorney Wei understand the serious impact and challenges of obtaining legal status for our clients and their family members. She is compassionate and effective in helping clients reach their goals, with a highly successful track record in winning approvals in marriage green cards, granting of asylum, and removal of conditions. Attorney Wei also focuses on Violence Against Women's Act green card self-petitions for foreign spouses suffering domestic violence, H-1b applications, EB-5 investor visa, and other employment related immigrant visas. Each day, Ms. Wei is motivated by the opportunity to help people, experiencing new and interesting challenges, and delivering successful results to our clients.

Oliver-Zhang Law

Committed to pro bono service, Ms. Oliver-Zhang has successfully represented clients in asylum, immigration, child custody, and domestic violence cases. As a native Chinese speaker, she has a special interest in representing those without legal access due to language barriers in the community. Ms. Oliver-Zhang earned her Juris Doctorate degree from The George Washington University Law School. She is a licensed member of the District of Columbia and Maryland Bar.
