Amy Gober

Since 2002, Amy has been a senior associate and management consultant at Public Knowledge®. Amy is currently responsible for working with federal staff to determine access to the data held by the federal Office of Child Support Enforcement (OSCE), Division of Federal Systems and protecting the privacy of individuals whose personal confidential data is held in those systems. Amy has also worked at OCSE on the Employer Services team and as a liaison to courts. Amy has 36 years of experience working with child support programs at the local, state, and federal level and her areas of expertise include privacy and data access, policy and procedures development, intergovernmental case processing, training, business process re-engineering, and change management. She started her career as a Special Counsel to the Attorney General in Maryland, representing the state and the children's interests in child support cases. From there, she moved to the federal Office of Child Support Enforcement's National Training Center, helping states implement changes brought about by the Personal Responsibility and Work Opportunity Reconciliation Act of 1996, better known as PRWORA or welfare reform. Amy has helped over a dozen states implement new systems, develop policies and procedures for child support cases, and has assisted with interjurisdictional case processing. Amy is an active member in the child support advocacy community and serves on the board of the Eastern Regional Interstate Child Support Association (ERICSA). Amy received her J.D. and A.B. degrees from Indiana University in Bloomington IN and is a trained mediator. Elizabeth Morgan

Elizabeth has more than 30 years of experience in the child support program, where she has worked in field operations, policy, legal, and legislative analysis for both the public and private sectors. Beginning in 1987, she worked for Washington State's child support program, where she first worked in the field, and later managed the program's Legal, Legislative and Policy section. She also later served as Chief of the program's information technology office, providing leadership to more than seventy staff who manage the statewide child support enforcement management system, and serving as a key member on the child support program's Senior Management Team. In 2000, Elizabeth joined the Center for the Support of Families, where she currently holds the position of Senior Associate. She serves as a legal consultant and subject matter expert on child support fiscal management issues, statutory compliance, and legislative analysis. She serves as CSF's lead subject matter expert on child support financial and distribution issues and has been a lead author of federal policy guidance and training for the distribution requirements contained under the Deficit Reduction Act of 2005, and Tribal child support distribution. She has also served as a team leader and key staff member on federal, state, and local projects analyzing child support policy, legislation, performance, systems, privacy, and fiscal issues. Elizabeth holds a B.A. from Whitman College, M.S. from Western Washington University, and J.D. from Seattle University School of Law. She is also a certified PMP.

Prior to her state retirement in 2018 after 32 years, Nancy was responsible for legal and attorney supervisory services to a state child support enforcement agency. She also provided 5+ years in direct services with a local social services agency as an eligibility worker and a foster care social worker. Nancy was an associate attorney with the Internal Revenue Service for 3 years. Nancy is also a past president, and has been, since 1991, a board member of, the Eastern Regional Interstate Child Support Association (ERICSA). She is a native Northern Virginian and resides with Trixie, a tuxedo cat, and Ricky, a sable ferret.

In addition to her management consulting work, Naomi oversaw and developed training programs for two organizations, including a state health plan.
