Aaron Cooper serves as Senior Vice President, Global Policy. In this role, Cooper leads BSA's global policy team and contributes to the advancement of BSA members' policy priorities around the world that affect the development of emerging technologies, including data privacy, cybersecurity, AI regulation, data flows and digital trade. Aaron Cooper serves as Senior Vice President, Global Policy. In this role, Cooper leads BSA's global policy team and contributes to the advancement of BSA members' policy priorities around the world that affect the development of emerging technologies, including data privacy, cybersecurity, AI regulation, data flows, and digital trade. He testifies before Congress and is a frequent speaker on data governance and other issues important to the software industry.
Cooper previously served as a Chief Counsel for Chairman Patrick Leahy on the US Senate Judiciary Committee, and as Legal Counsel to Senator Paul Sarbanes. Cooper came to BSA from Covington and Burling, where he was of counsel, providing strategic guidance and policy advice on a broad range of technology issues.
Cooper is a graduate of Princeton University and Vanderbilt Law School. He clerked for Judge Gerald Tjoflat on the US Court of Appeals for the Eleventh Circuit.
Abigail Wilson serves as Manager, State Advocacy. Wilson will monitor, analyze, and report on state legislative issues as well as assist in strategic engagement efforts with state elected officials related to BSA members' priority policy issues. Read more
Abigail Wilson serves as Manager, State Advocacy. Wilson will monitor, analyze, and report on state legislative issues as well as assist in strategic engagement efforts with state elected officials related to BSA members' priority policy issues. In addition, she plays a critical role in helping build and maintain BSA's brand and relationships with key legislators in state capitals around the country.
Wilson was most recently Advocacy and Policy Manager for the International Interior Design Association, where she led legislative strategy and lobbyist management with active legislation in six states and building relations with existing and new stakeholders. Previously, Wilson was Special Project Assistant with the Chicago Park District, where she managed stakeholder relationships with government agencies and NGOs, as well as grant reporting and applications.
Wilson holds a Master's in Public Policy from Loyola University Chicago in Chicago, IL, and a BA in Political Science from the University of Louisville in Louisville, KY.

Adam Coates leads BSA's domestic and international compliance solutions programs, including end-user copyright enforcement, educational programs to promote software license compliance and respect for intellectual property, and BSA's efforts to prevent the spread of unlicensed and malware-infected software on the Internet. Adam Coates leads BSA's domestic and international compliance solutions programs, including end-user copyright enforcement, educational programs to promote software license compliance and respect for intellectual property, and BSA's efforts to prevent the spread of unlicensed and malware-infected software on the Internet. As general counsel, Coates oversees BSA's and its affiliates' worldwide legal, corporate, and compliance affairs. Previously at BSA, Coates served as deputy general counsel and helped drive significant operational improvements in BSA's compliance & enforcement programs worldwide.
Prior to joining BSA in 2011, Coates was a litigator in the Washington, DC, office of O'Melveny & Myers LLP, an internationally prominent law firm, representing and counseling clients around the world on a diverse array of litigation, enforcement, and regulatory compliance matters.
Coates holds both a law degree and a bachelor's degree in international relations from the University of Pennsylvania and is admitted to the bars of the District of Columbia and the Commonwealth of Pennsylvania. He is based in BSA's Washington, DC, office.

Prior to joining BSA, Miller was Director of Federal Legislative Affairs at Kyndryl and was part of the team to launch the company's Washington, DC, Government Affairs office. Before that, Miller spent nearly two decades working in the United States House of Representatives in various capacities including as a Senior Legislative Assistant for Rep. Tim Walberg of Michigan, a Professional Staff Member for the Republican Study Commitee under the Chairmanship of Congressman Jim Jordan of Ohio, and Chief of Staff for Congressman Mark Amodei of Nevada.
Miller is a native of the Boston area and holds a BA in Policial Science from the University of Colorado-Boulder. He currently sits as a co-President of the University of Colorado DC Buffs Alumni Board and lives with his wife, daughters, and dog in the Capitol Hill area of Washington, DC.

Craig Albright serves as BSA's Senior Vice President for US Government Relations. In this role, he leads BSA's team that drives engagement with Congress, the Administration, and all US states. Prior to joining BSA, Albright spent four years as the World Bank Group's Special Representative for the United States, Australia, Canada and New Zealand, managing relations with government officials, private sector executives, think tank academics, civil society leaders and others. Before that, Albright spent more than 12 years in the US government. He served in the White House as Special Assistant to President George W. Bush for Legislative Affairs and Deputy Assistant to Vice President Dick Cheney for Legislative Affairs. In Congress, his positions included Legislative Director and Chief of Staff for former Congressman Joe Knollenberg of Michigan and Chief of Staff for Congresswoman Kay Granger of Texas.
Albright has been identified as one of the Top 100 association lobbyists by The Hill news organization and one of Washington's Most Influential People by Washingtonian magazine. He is a native of the Detroit area and holds a BA in Economics from Michigan State University.

Brown is a seasoned Capitol Hill veteran and political strategist with 20 years of experience serving in senior roles on two House Committees, most recently as General Counsel to the House Ways and Means Committee. Brown possesses wide subject matter experience spanning tax, trade, intellectual property, antitrust, health, criminal justice, and immigration.

Prior to joining BSA, Lett launched and led California operations for Monument Advocacy, served as a longtime government affairs and growth executive at TechNet, and advanced global fair tech and social impact initiatives as a Senior Advisor for Access Partnership.
Earlier in his career, Lett served as a senior political aide to congressional leadership and state attorneys general, directed political operations for the National Association of Home Builders (NAHB), and advised clients on issues management and strategic communications campaigns at the global public affairs consultancy, APCO Worldwide.
Lett holds a degree in Public Administration from Samford University. He resides in San Francisco, California.

Before joining BSA, Valembois was a Policy Officer at the Europe Office of the International Trademark Association (INTA), where he advocated issues pertaining to intellectual property, the fight against counterfeiting, the digital single market, cybersecurity, Brexit, AI, and blockchain in front of EU institutions and Member States. Previously, Valembois was a Senior Manager at the Brussels-based lobbying firm Europtimum.
Valembois holds an LL.M. in International Legal Studies from Georgetown University Law Center in Washington, DC He also holds a master's degree in law, a master's degree in international relations, and a certificate in philosophy from the Catholic University of Louvain in Belgium.

Before joining BSA, Gudziunaite was a diplomat at the Permanent Representation of Lithuania to the European Union, where she negotiated EU policy on data protection, fundamental rights, judicial cooperation, and criminal matters. She previously served as Lithuania's Justice Vice-Minister, coordinating national policy on EU law, civil law and IP, international cooperation, fundamental rights, and privacy. As Vice-Minister, Gudziunaite also led the implementation of the EU's data protection reform into Lithuania's national legal system.
Gudziunaite is a graduate of the Faculty of Law at Vilnius University. She is fluent in English and Lithuanian.

Before joining BSA, Ragland served as the US Patent and Trademark Office (USPTO) Intellectual Property Rights (IPR) Attaché in the Shanghai Consulate General. Before that, he served as Director in the Office of Intellectual Property and Innovation in the Office of the US Trade Representative. From September 2005 to November 2007, Ragland served as the Science Policy Advisor to the U.S. Ambassador to APEC in the State Department's Office of Economic Policy in the Bureau of East Asian and Pacific Affairs.
Ragland received a Doctorate in Molecular and Cellular Biology from the University of Washington in 2004, a Bachelor of Science in Biochemistry, and a Bachelor of Arts with a double major in East Asian Studies and Anthropology from the University of Arizona. He is based in BSA's Singapore office.

Jesse K. Martin leads BSA's compliance solutions efforts in the Americas and the Europe, Middle East, and Africa (EMEA) regions by managing BSA's internal legal affairs team, as well as its outside enforcement counsel. In her role, Martin helps develop and drive awareness campaigns and educational activities throughout each region.
Before joining BSA, Martin spent five years in the Washington, DC, office of Troutman Sanders LLP, serving as BSA's outside enforcement counsel and litigating insurance coverage disputes.
Martin holds a law degree from the University of Maryland School of Law and a bachelor's degree from Sweet Briar College. She is admitted to the bars of the District of Columbia and the Commonwealth of Virginia. Martin is based in BSA's Washington, DC, office.

A former Chief Acquisition Officer and Associate Administrator for the General Services Administration, Salmoiraghi brings nearly 20 years of experience with trade associations focused on financial services and infrastructure, and has worked on government contracting and procurement issues before Congress and the Executive Branch for the past 15 years. She most recently served as Executive Vice President of Shared and Managed Services at Golden Key Group.

Joe DeSalvio is BSA's Chief Financial Officer. In this role, he leads our finance team in planning, implementing, managing, and controlling all financial-related activities of BSA, including BSA Software Services, Inc. Based in Washington DC, Whitlock develops and implements strategies to advance cross-border data policies that help build digital trust and that support the secure and responsible movement of information across transnational IT networks. Whitlock also works on other digital trade, competition, and patent policy matters.
Whitlock was most recently Senior Director for Innovation and Intellectual Property (and, prior to that, Associate General Counsel) in the Office of the US Trade Representative, where he drafted provisions and managed US government deliberations related to several proposed trade agreements. Whitlock also managed teams in World Trade Organization disputes and coordinated US trade policy processes. Previously, Whitlock was an associate at Covington & Burling, LLP where he handled matters related to international trade and IP litigation and advised clients on WTO matters.

Kate Goodloe serves as Managing Director with BSA | The Software Alliance. She works with BSA members to develop and advance policy positions on privacy, as well as artificial intelligence and law enforcement access.
Goodloe has also served as an adjunct faculty member at the George Washington University Law School, where she taught a seminar on artificial intelligence law and policy. Before joining BSA, Goodloe was a senior associate in the Privacy & Cybersecurity practice at Covington & Burling LLP. In that role, she counseled technology companies on a range of privacy and law enforcement access issues and represented companies in privacy-related litigation, as well as in investigations by the Federal Trade Commission and by Congress. She previously served as a Law Clerk for the Honorable J. Frederick Motz of the U.S. District Court for the District of Maryland.

Prior to that, Stone worked to advance the California Life Sciences advocacy priorities, including implementation of strategy, member relationship development, and business advancement initiatives with state policymakers. Stone also has experience working as a legislative aide in the California State Assembly and a field representative for a California State Senator.

Prior to joining BSA, Quattrocchi was a Public Affairs Specialist at the U.S. Mission to the EU where he coordinated the outreach to EU stakeholders on Economic Affairs, with a focus on digital, energy, trade and environmental issues.
Quattrocchi earned an LL.M. in International Legal Studies at the Georgetown University Law Center, and a Master's degree in International and European Law at LUISS Guido Carli, in Rome, Italy. Quattrocchi speaks English, Italian and French. He is based in BSA's Brussels office.

Matthew Lenz serves as Senior Director, State Advocacy. In this role, he leads BSA's state advocacy program and drives engagement with state elected officials on important software policy issues.
Before joining BSA, Lenz was Director of State Government Affairs for the Entertainment Software Association (ESA), where he helped promote the video game industry and the positive impact of play with state elected officials. He has experience advocating on key policy issues, including intellectual property, first amendment rights, digital privacy, incentives, and innovation.
Prior to ESA, Lenz served as Director of State Government Affairs for the Toy Association, leading the association's legislative and regulatory efforts at the state level on issues related to product safety and environmental sustainability across multiple states in the northeast region.
Lenz currently serves as a member of the Board of Trustees for the University of Rhode Island and as a member of the State Government Affairs Council's (SGAC) Board of Directors.
Lenz started his career as the Senior Policy Advisor and Special Assistant Attorney General for the Rhode Island Office of Attorney General. He drove the Attorney General's legislative priorities on issues ranging from consumer protection to criminal justice. A native Rhode Islander, he holds a Bachelor of Arts degree in Political Science and Public Relations from the University of Rhode Island and a Juris Doctor from New England Law in Boston, MA.

She also served as a Manager in Deloitte's Cyber & Strategic Risk practice, leading teams supporting complex technology projects in privacy and cybersecurity for homeland and national security clients. Medina's background also includes experience advising on homeland security issues in government, having served as Counsel to Senator Dianne Feinstein and Senator Patrick Leahy on the U.S. Senate Committee on the Judiciary.

Shaundra Watson serves as Senior Director, Policy, in Washington, DC, and is responsible for providing counsel and developing policy on key issues for the software industry, with an emphasis on artificial intelligence.
Watson rejoined BSA after serving as a corporate in-house senior privacy counsel. In her first stint at BSA, Watson led engagement on privacy issues. Prior to joining BSA, Watson served as an Attorney-Advisor in the Office of Chairwoman Edith Ramirez at the US Federal Trade Commission (FTC) in Washington, DC, where she advised Chairwoman Ramirez on privacy, data security, and international issues and evaluated companies' compliance with privacy and data security laws in numerous enforcement actions. During her FTC tenure, which spanned more than a decade, Watson also served as an Attorney-Advisor in the Office of Commissioner Julie Brill, Counsel for International Consumer Protection in the Office of International Affairs, and an attorney in the Divisions of Privacy and Identity Protection and Marketing Practices.
In her various positions, Watson played a key role on notable privacy and security initiatives, including the negotiation of the EU-U.S. Privacy Shield; implementation of the APEC Cross-Border Privacy Rules; and policy development on privacy and technology issues and the expansion of the global domain name system. In recognition of her leadership on Internet policy issues, Watson received the agency's Paul Rand Dixon award. Prior to joining the FTC, Watson was an Associate at Hogan & Hartson, LLP (now Hogan Lovells) in Washington, DC, and clerked for Justice Peggy Quince at the Supreme Court of Florida.

Tarun Sawney has been driving all compliance and enforcement activities in Asia-Pacific (APAC) for BSA since 2001. He has developed a unique expertise in this field and built lasting working relationships with various enforcement and regulatory bodies in APAC. In close consultation with BSA members, he has developed customized compliance solutions on a country-by-country basis across APAC. He has negotiated over five hundred successful settlements with end-user companies that have infringed the use of BSA members' software, and he has helped drive considerable value to the members.
Prior to joining BSA, Sawney served as the deputy director of APAC for the Motion Picture Association of America (MPAA), where he represented leading Hollywood studios including Sony Pictures, Twentieth Century Fox, Universal Studios, Warner Bros., Paramount and MGM in the anti-piracy space. Sawney holds a Bachelor of Social Science in politics from the University of Hong Kong. He is fluent in Hindi and conversant in Cantonese. Sawney is based in the BSA APAC Regional Office in Singapore.

Tham Shen Hong is Senior Manager, Policy - APAC at BSA. In this role, he works with BSA members to develop international strategies and policy positions on key issues in APAC markets, such as data privacy, cross-border data transfers, and digital trade.
Prior to joining BSA, Tham was a Senior Assistant Director in Singapore's Ministry of Trade and Industry (MTI), where he held portfolios in Digital Economy, Investments, and Asia Pacific Economic Cooperation (APEC). He was involved in drafting and negotiating the Digital Economy Partnership Agreement (DEPA) - Singapore's first digital economy agreement. Tham also led Singapore's investment negotiations with China and Mercosur, and worked closely with MTI's senior management and Ministers to represent Singapore's economic interests in APEC. Before his stint in public service, Tham practiced as a litigation lawyer, with a focus on trust and property disputes.
Tham graduated from the National University of Singapore with a Bachelor of Laws (Hons) and was called to the Singapore Bar in 2017. Tham is based in BSA's Singapore office.

He advises BSA members on public policy and legal developments and advocates the views of the ICT sector with both European and national policy makers. He leads on security and privacy issues as well as broader efforts to improve levels of intellectual property protection and to promote open markets, fair competition, and technology innovation in new areas such as cloud computing. He leads on security and privacy issues as well as broader efforts to improve levels of intellectual property protection and to promote open markets, fair competition, and technology innovation in new areas such as cloud computing.
Prior to joining BSA, Boué served as a consultant in Weber Shandwick where he advised clients on a wide range of technology and ICT-related policy issues and represented them before the EU institutions and industry coalitions. In this role, he also served as policy and regulatory adviser for both EU and US telecom operators. Prior to that Boué worked for the EU office of the Paris Chamber of Commerce and Industry where he was responsible for the lobbying activities towards the EU Institutions in the areas of trade, education, and labor, as well as for the organization and running of seminars on EU affairs for SMEs and business professionals.
Boué holds a Master of Business Administration from the Europa-Insitut (Saarbrücken, Germany), a Certificate of Integrated Legal Studies (trilateral and trilingual Master's degree in French, English, German and European Law, from the Universities of Warwick (UK), Saarland (Germany) and Lille II (France) as well as a Bachelor of Arts in Law from the University of Lille II, France. He is based in BSA's Brussels office.

Tomoko Naoe works with BSA members to advance positions on key policy issues including privacy, cybersecurity, digital trade, and emerging technologies such as artificial intelligence, Internet of Things (IoT), and cloud computing in Japan. She has organized and developed a series of BSA-hosted international conferences involving policy makers, industry associations, and academics in Japan and abroad to advocate the views BSA members, encouraging policies that drive technological innovation and digital implementation in society.
Prior to joining BSA, she worked at Warner Music, leading strategic planning to market and license music of international artists in Japan, US, and Asia.
She holds a BA from Aoyama Gakuin University.
Venkatesh Krishnamoorthy leads on policy issues around personal data protection, privacy, cybersecurity, cloud adoption, and emerging technologies in India. At BSA, one of his key focus areas is to promote cross-border data flows, enable data transfers, and pushback against data localization mandates.
He has specialized in roles that play at the intersection of business, government, and society for a decade.
He is an engineering graduate from the National Institute of Technology, Calicut, India, and is an alumnus of the Indian Institute of Management, Bangalore.

As CEO of BSA | The Software Alliance, Victoria has grown the organization's worldwide presence in over 30 countries, distinguishing BSA as the leader for enterprise software companies on issues including artificial intelligence, privacy, cybersecurity, and digital trade. She launched the Digital Transformation Network and the Global Data Alliance, flagship BSA initiatives to further BSA's collaboration with 15+ industry sectors globally. Victoria founded Software.org, the enterprise software industry's nonprofit partner that educates policymakers and the public about the impact of software and careers within the industry.

Wong Wai San is Senior Manager, Policy - APAC at BSA | The Software Alliance. She works with BSA members in the APAC region to develop policies and strategies on a range of data governance issues, including privacy and AI.
Before joining BSA, Wong served just under two decades in the Singapore public service, including at the Personal Data Protection Commission and the Infocomm Media Development Authority. In the former capacity, she helped to shape national policies on cross border data flows, data breach notifications, and children's data protection. Prior to this, she also held key roles in the TechSkills Accelerator Programme, a national infocomm talent development programme, and the Next Generation Nationwide Broadband Network that brought broadband fibre connections to every Singapore home and business.
Wong received a MA and a BA (Hons) in Natural Sciences from the University of Cambridge, UK. She holds the Certified Information Privacy Professional/Europe credential by the International Association of Privacy Professionals.
