Aaron Cooper serves as Senior Vice President, Global Policy. In this role, Cooper leads BSA's global policy team and contributes to the advancement of BSA members' policy priorities around the world that affect the development of emerging technologies, including data privacy, cybersecurity, AI regulation, data flows and digital trade. He testifies before Congress and is a frequent speaker on data governance and other issues important to the software industry. Cooper previously served as a Chief Counsel for Chairman Patrick Leahy on the US Senate Judiciary Committee, and as Legal Counsel to Senator Paul Sarbanes. Cooper came to BSA from Covington and Burling, where he was of counsel, providing strategic guidance and policy advice on a broad range of technology issues. Cooper is a graduate of Princeton University and Vanderbilt Law School. He clerked for Judge Gerald Tjoflat on the US Court of Appeals for the Eleventh Circuit.

Abigail Wilson

Abigail Wilson serves as Manager, State Advocacy. Wilson will monitor, analyze, and report on state legislative issues as well as assist in strategic engagement efforts with state elected officials related to BSA members' priority policy issues. Wilson was most recently Advocacy and Policy Manager for the International Interior Design Association, where she led legislative strategy and lobbyist management with active legislation in six states and building relations with existing and new stakeholders. Previously, Wilson was Special Project Assistant with the Chicago Park District, where she managed stakeholder relationships with government agencies and NGOs, as well as grant reporting and applications. Wilson holds a Master's in Public Policy from Loyola University Chicago in Chicago, IL, and a BA in Political Science from the University of Louisville in Louisville, KY.

Prior to joining BSA in 2011, Coates was a litigator in the Washington, DC, office of O'Melveny & Myers LLP, an internationally prominent law firm, representing and counseling clients around the world on a diverse array of litigation, enforcement, and regulatory compliance matters. Coates holds both a law degree and a bachelor's degree in international relations from the University of Pennsylvania and is admitted to the bars of the District of Columbia and the Commonwealth of Pennsylvania. Watson rejoined BSA after serving as a corporate in-house senior privacy counsel. In her first stint at BSA, Watson led engagement on privacy issues. Prior to joining BSA, Watson served as an Attorney-Advisor in the Office of Chairwoman Edith Ramirez at the US Federal Trade Commission (FTC) in Washington, DC, where she advised Chairwoman Ramirez on privacy, data security, and international issues and evaluated companies' compliance with privacy and data security laws in numerous enforcement actions. During her FTC tenure, which spanned more than a decade, Watson also served as an Attorney-Advisor in the Office of Commissioner Julie Brill, Counsel for International Consumer Protection in the Office of International Affairs, and an attorney in the Divisions of Privacy and Identity Protection and Marketing Practices. In her various positions, Watson played a key role on notable privacy and security initiatives, including the negotiation of the EU-U.S. Privacy Shield; implementation of the APEC Cross-Border Privacy Rules; and policy development on privacy and technology issues and the expansion of the global domain name system. In recognition of her leadership on Internet policy issues, Watson received the agency's Paul Rand Dixon award. Prior to joining the FTC, Watson was an Associate at Hogan & Hartson, LLP (now Hogan Lovells) in Washington, DC, and clerked for Justice Peggy Quince at the Supreme Court of Florida. Watson is a graduate of the University of Virginia School of Law in Charlottesville, VA.

Tarun Sawney has been driving all compliance and enforcement activities in Asia-Pacific (APAC) for BSA since 2001. He has developed a unique expertise in this field and built lasting working relationships with various enforcement and regulatory bodies in APAC. In close consultation with BSA members, he has developed customized compliance solutions on a country-by-country basis across APAC. He has negotiated over five hundred successful settlements with end-user companies that have infringed the use of BSA members' software, and he has helped drive considerable value to the members. Prior to joining BSA, Sawney served as the deputy director of APAC for the Motion Picture Association of America (MPAA), where he represented leading Hollywood studios including Sony Pictures, Twentieth Century Fox, Universal Studios, Warner Bros., Paramount and MGM in the anti-piracy space. Sawney holds a Bachelor of Social Science in politics from the University of Hong Kong. He is fluent in Hindi and conversant in Cantonese. Sawney is based in the BSA APAC Regional Office in Singapore.

Tham Shen Hong is Senior Manager, Policy - APAC at BSA. Prior to joining BSA, Tham was a Senior Assistant Director in Singapore's Ministry of Trade and Industry (MTI), where he held portfolios in Digital Economy, Investments, and Asia Pacific Economic Cooperation (APEC). He was involved in drafting and negotiating the Digital Economy Partnership Agreement (DEPA) - Singapore's first digital economy agreement. Tham also led Singapore's investment negotiations with China and Mercosur, and worked closely with MTI's senior management and Ministers to represent Singapore's economic interests in APEC. Before his stint in public service, Tham practiced as a litigation lawyer, with a focus on trust and property disputes. Tham graduated from the National University of Singapore with a Bachelor of Laws (Hons) and was called to the Singapore Bar in 2017. Tham is based in BSA's Singapore office.

Thomas Boué oversees the BSA | The Software Alliance's public policy activities in the Europe, Middle East and Africa region. He advises BSA members on public policy and legal developments and advocates the views of the ICT sector with both European and national policy makers. He leads on security and privacy issues as well as broader efforts to improve levels of intellectual property protection and to promote open markets, fair competition, and technology innovation in new areas such as cloud computing. In this role, he also served as policy and regulatory adviser for both EU and US telecom operators. Prior to that Boué worked for the EU office of the Paris Chamber of Commerce and Industry where he was responsible for the lobbying activities towards the EU Institutions in the areas of trade, education, and labor, as well as for the organization and running of seminars on EU affairs for SMEs and business professionals. Boué holds a Master of Business Administration from the Europa-Insitut (Saarbrücken, Germany), a Certificate of Integrated Legal Studies (trilateral and trilingual Master's degree in French, English, German and European Law, from the Universities of Warwick (UK), Saarland (Germany) and Lille II (France) as well as a Bachelor of Arts in Law from the University of Lille II, France. He is based in BSA's Brussels office.

In the former capacity, she helped to shape national policies on cross border data flows, data breach notifications, and children's data protection. Prior to this, she also held key roles in the TechSkills Accelerator Programme, a national infocomm talent development programme, and the Next Generation Nationwide Broadband Network that brought broadband fibre connections to every Singapore home and business. Wong received a MA and a BA (Hons) in Natural Sciences from the University of Cambridge, UK.
