Kim Penfold

Kim operated at Director level in a large UK not-for-profit registered social landlord (RSL) for nineteen years and prior to that led a team in local government. He has built partnerships with public, private, and not-for-profit bodies and delivered major regeneration and development schemes. His analytical approach results in clear written reports for both technical and promotional purposes. He is used to making presentations to different sizes and types of audience and has acted as a witness at public inquiries. Kim is an active member of the Barbados Town Planning Society and has served as BTPS Secretary and represented BTPS as a Vice President of the Commonwealth Association of Planners. Kim was a Director of a large UK not-for-profit registered social landlord (RSL) - Harvest Housing Group - for nineteen years. He led the majority of growth projects and the Group grew from 3,000 to 18,000 homes in that period. Kim's projects included three large scale voluntary stock transfers (LSVTs), two housing PFIs, and two housing association mergers. Kim also made major contributions to the Group's internal development, particularly with work on the Corporate Plan, Investors in People, Equality & Diversity, and Environmental Strategy. Kim previously worked for nine years in the Chief Executive's Department at Manchester City Council where he led a co-ordination and resource procurement team responsible for the Council's Capital Programme, Urban Programme, Housing Investment Programme, and European funding. Kim had originally trained as a planner and worked for Lancashire County Council and Salford City Council in planning roles. Much of Kim's work in both local government and the not-for-profit sector was concerned with improving people's housing conditions and putting right mistakes made in the past. Kim's consultancy assignments have included environmental scanning services for UK housing associations and planning casework for the Chief Town Planner in Barbados (writing reports on cases referred to the Minister and on appeals, and giving evidence at hearings). Jointly with Sandy Penfold, he carried out full process review of the systems for Ministerial decisions and appeals and recommended improvements. Kim was also a member of the small consultancy team responsible for reform of town planning legislation in Barbados which resulted in the Planning and Development Act 2019. Working in a voluntary capacity, Kim has been Secretary of the Barbados Town Planning Society and represented BTPS as a Vice President of the Commonwealth Association of Planners. Kim was educated at Cambridge, Sheffield and Manchester Metropolitan Universities with qualifications in Geography, Law, and Town Planning. He is a Chartered Town Planner.

Sandy Penfold

Sandy was a Service Director with Stockport Council - a 4* (Excellent) rated Council. Stockport is a metropolitan authority of just under 300,000 population in the Greater Manchester conurbation. While it shares many of the characteristics of an inner-city authority, it is generally prosperous with a buoyant economy. During her 32 years at Stockport Sandy had wide ranging management responsibilities in fields as diverse as transportation strategy, property and estates management, environmental health, waste management and recycling. However, the main focus of her career has been urban regeneration. Her ability to develop long term strategies and translate these into deliverable projects has resulted in a number of award winning developments. Sandy is passionate about regeneration and has worked hard to establish a wide range of partnerships with other public sector agencies and private sector partners to bring about change. Since returning to live in Barbados Sandy has worked as a consultant for the Government of Barbados preparing S18 and S19 reports on behalf of the Chief Town Planner and jointly with Kim Penfold undertook a review of the procedures governing S18 and S19. Sandy was also part of a small consultancy team responsible for the reform of the town planning legislation in Barbados which resulted in the Planning and Development Act 2019. In 2014 Sandy was appointed Visiting Planning Inspector by the Government of Bermuda. In Bermuda she hears appeals and advises the Minister on appeals against planning decisions. Sandy is an active member of the Barbados Town Planning Society, taking a lead in organising their seminars and events programme. Sandy was educated at Queens College Barbados, Girton College Cambridge and Sheffield University. She has degrees in Geography and Town & Regional Planning and is a Chartered Member of the Royal Town Planning Institute.
