Andrew Large

Andrew Large is an Associate of Brevia Consulting and brings a wealth of trade association experience in both leadership and advocacy roles at UK and EU level. Since 2002, he has held senior leadership roles at trade associations in the construction, industrial cleaning, food manufacturing and paper sectors. Andrew currently serves as Director General of the Confederation of Paper Industries (CPI), the UK's trade association for the manufacturers of pulp and paper, products such as corrugated cardboard and tissue, and the recycling of those products. Andrew is also Chair of the Energy Intensive Users Group (EIUG) - an umbrella organisation that represents the interests of intensive industrial energy consumers. He was appointed to this role in September 2019. Andrew's career began as a UK European Fast Stream civil servant, followed by a four-year stint in Brussels as a European Commission official working on steel and EU/US trade policy. On returning to the UK, Andrew joined British Steel/Corus Group focusing on EU Regulatory affairs. He then, from 2002, has worked for a number of trade associations including the Federation of Master Builders, the Cleaning and Support Services Association, and the British Poultry Council. Andrew joined CPI in 2016. In a career that spans over 25 years, Andrew has demonstrated a strong commitment to the role of trade associations in civil society. He served as Chairman of the Trade Association Forum between 2008 and 2011, and continues to lead the Forum's Association Chairmanship Seminar. Andrew was educated at Manchester and Warwick Universities and has BA in Geography and an MBA with distinction.

Andrew Maugham

Andrew is an Associate Director at Brevia Consulting. An economist by background, he spent twelve years from 1997 to 2009 as a Special Adviser to the Rt Hon Alistair Darling MP, the Chancellor of the Exchequer under the Brown Government. Most recently he worked on the Council of Economic Advisers at HM Treasury, dealing primarily with issues around fiscal policy, the funding of industry, and taxation. He also worked at the Department for Work and Pensions, the Department for Transport, and the Department of Trade and Industry. Prior to being a Special Adviser, Andrew spent several years at the Bank of England as an economist, mainly specialising in public finance issues. This included a period on secondment to the Reserve Bank of New Zealand. Andrew graduated with First Class Honours in Economics from University College, London, and also has an MSc in Economics from LSE. An economist by background, Andrew spent twelve years from 1997 to 2009 as a Special Adviser to the Rt Hon Alistair Darling MP.

Angela Love

Angela Love is member of the Brevia Energy Advisory Board. Angela has worked in the energy sector for over 30 years holding senior roles at ScottishPower, the Energy Networks Association (ENA) and Elexon. During her career, Angela has represented FTSE100 companies with key stakeholders in 10 Downing Street, UK Government, Regulators, UK Parliament, European Commission and European Parliament, often covering complex and technical energy policy issues. Angela started her career at ScottishPower where she spent 15 years working mainly in its Retail business before moving to cover strategy for the Retail, Generation, Trading and Renewables businesses. Angela then established her own consultancy company that provided energy and water clients with public and regulatory affairs, strategy and communications, and stakeholder engagement services. In 2009, Angela was appointed Director of Gas, Communications and European Affairs at the ENA where she set up and managed the new function for gas distribution members, attracting new member companies from the UK and Ireland. Her role brought together members to establish new services sharing best practice in innovation, operation and health and safety, whilst lobbying on their behalf with Regulators (Ofgem/HSE), Government, MPs, Peers, the European Commission and consumer interest groups. Angela was also responsible for the European function for gas and electricity Transmission and Distribution for members in the UK, Eire and Channel Islands. Angela went on to join Elexon in 2018, the electricity market central body responsible for the Balancing and Settlement Code, where she was Director of Future Markets and Engagement and set up the Market-wide Half Hourly Settlement central programme and directed it for 18 months. Angela has been a member of the Ofgem Stakeholder Engagement and Vulnerable Customer Panel since 2017 and is the Independent Chair of the SP Energy Networks Net Zero Advisory Council. In January 2023, Angela was appointed as the Smart Energy Code (SEC) Panel and Board Chair designate. Angela has worked in the energy sector for over 30 years holding senior roles at ScottishPower, the Electricity Networks Association (ENA) and Elexon.

Ben Coker

David Odling

David Odling is an Associate of Brevia Consulting. He is a mechanical engineer by profession, specialising in oil and gas. David was educated at Tonbridge School and Cambridge University. The first eight years of his career were spent with GEC in Manchester where he was engaged in the design, manufacture and installation of steam turbines for power generation and marine propulsion. Thereafter, he was in the offshore oil and gas industry for 37 years, initially with the Fred. Olsen group of companies, including 14 years as Sales & Commercial Director of AOC International which provided offshore engineering, construction and maintenance services to the operating companies in the North Sea and other oil and gas provinces. During that time, he was also chairman of the Offshore Contractors' Council for three years, a member of the Oil Industry Advisory Committee of the Health & Safety Commission and a member of the Engineering Construction Industry Training Board for five years. In 1998, he joined the UK Offshore Operators Association (UKOOA), the main trade body for oil and gas companies operation in the UK, as Assistant Director of Policy. From 2001 until 2009, he was also Chairman of the industry's Standard Contracts Committee. UKOOA became Oil and Gas UK in 2007, with membership open to all companies in offshore oil and gas; David was appointed its Energy Policy Manager. During this time, he represented Oil & Gas UK at the European Committee of the International Association of Oil & Gas Producers (OGP) and on the committee of DECC's Energy Emergency Executive and was responsible for compiling and editing Oil & Gas UK's annual Economic Report. David Odling specialises in oil and gas policy, having spent 37 years in the industry, with senior roles in various bodies.

David Porter

David is the Chair of Brevia Energy, a dedicated division at Brevia Consulting that focuses on energy and sustainability issues. He has been dealing with UK energy policy issues for over 25 years and is well-known as a trade association Chief Executive and a commentator on energy issues in the press, radio, TV and at conferences. In 2007, he was appointed OBE by Her Majesty the Queen, for services to the Power Generation Industry. He began his career in local government, before running businesses of his own, including a successful restaurant. He went on to become an adviser to the Association of Independent Electricity Producers (AIEP) from 1987 and became its Chief Executive in 1991. In 1995, it became the Association of Electricity Producers (AEP) where he was Chief Executive until 2012. In 2010-12, David led the work to merge AEP, the Energy Retail Association and the UK Business Council for Sustainable Energy to become Energy UK. The merger took effect in April 2012 and David served as Energy UK's first Chief Executive until September 2012. He has previously served as a member of a number of committees including the Executive Committee of the Electricity Pool of England & Wales, the UK Government's Renewable Energy Advisory Committee, the UK Government's ‘Foresight Energy Futures Task Force', the Board of the pan-European electricity body ‘Eurelectric', and was formerly a Director on the Boards of AIEP and AEP. David also served as President of the UK's ‘Energy Industries Club' from 2003-05 and is a former Director of the UK Parliamentary Renewable and Sustainable Energy Group (PRASEG). David has been dealing with UK energy policy issues for over 25 years and is a trade association Chief Executive and commentator on energy in the press, radio, TV, and at conferences.

Ella Dutton

Ella is a Senior Account Executive on Brevia Consulting's fast track management programme. Prior to joining Brevia, Ella studied Politics and Social Policy at the University of Bristol. Where possible Ella specialised her degree towards climate policy and current UK party politics. She was also an active member of the Bristol Politics Association and Bristol University Conservative Association. Before going to University, Ella spent a year working as a Junior Secretary in the office of Rt Hon David Gauke MP, where she drafted responses to a wide range of policy and individual casework correspondence from constituents. From day to day Ella researched both local and national issues to respond to constituent needs. Whilst at University, Ella worked for Jamie Wallis MP, where she compiled briefing packs, assisted in writing external communications for Jamie, including speeches and researched relevant subjects as directed. Ella was responsible for interview preparation covering a wide range of issues from the Internal Market Bill to COVID-19 recovery. Ella also assisted Jamie with his select committee work, including drafting report amendments.

Gillian Leng

As a member of the Brevia Health Advisory Board, Professor Gillian Leng CBE brings a wealth of experience from her background in healthcare and the life sciences sector. She was on the Board of the National Institute for Health and Care Excellence (NICE) for over 20 years and most recently as its Chief Executive. She previously worked as a consultant in public health medicine. Gillian has close knowledge of the health and care system, both as a frontline clinician and through her work to improve patient access to effective new treatments and interventions. She has worked closely with government on new policy developments, including the Office for Life Sciences, BEIS, DHSC, the Department for Education and the What Works Centres. She has extensive media experience, including appearances on the Today programme, BBC Breakfast, Radio 5 Live and Woman's Hour. This has covered a range of topics such as e-cigarettes, the funding of expensive new medicines and the provision of social care. She has also appeared in front of Health Select Committee inquiries and engaged with All Party Parliamentary Groups on a range of subjects. With a passion for using evidence to improve healthcare, Gillian is a trustee of the Guidelines International Network and a member of the Global Evidence Commission. She is a visiting professor at King's College London and an affiliate professor at the University of Singapore. Gillian read medicine at the University of Leeds and is a fellow of the Royal Colleges of Physicians in London and Edinburgh. She was awarded an honorary degree of Doctor of Science by the University of Leeds in 2022, and a CBE in 2012 for services to healthcare.

Before this, she worked for the Association of British Insurers (ABI) where she assisted with event coordination and member engagement. She also provided research support for consultation and inquiry responses. Ioli graduated with a first in Politics from Newcastle University and spent a semester abroad studying in South Australia. Prior to joining Brevia, Ioli worked for the ABI, providing essential political intelligence on key policy developments.

Iona James

Jake Ballantyne

Before joining Brevia Consulting, Jake worked at Populus, a research and strategy consultancy, where he provided corporate clients with research-led advice to help them influence and improve relationships with their key stakeholders and audiences. Clients supported included Network Rail, Centrica, Radioactive Waste Management, Heathrow Airport and The Premier League. At Populus, Jake also worked closely with the Head of Analytics to develop statistical models which informed electoral targeting for the Britain Stronger in Europe Campaign and political parties in the UK and France. In previous roles at Network Rail and AECOM, Jake worked to engage elected and unelected stakeholders in order to facilitate the development of infrastructure projects. Jake managed the delivery of local stakeholder engagement and consultation activity. He also helped advance a Nationally Significant Infrastructure Project through the planning process to secure a Development Consent Order. Jake read Politics with International Relations at the University of Bath and graduated in 2014. Before Brevia, Jake worked for a research and strategy consultancy, where he provided corporate clients with research-led advice to help them influence and improve relationships with their key stakeholders.

John Clarke

John has worked in the civil nuclear industry for over 40 years and is regarded as a leading expert on nuclear decommissioning policy and delivery. A chemical engineer by background, he has held a number of executive roles including Deputy Managing Director of Sellafield Ltd, Managing Director of International Nuclear Services Ltd and CEO of the UK Nuclear Decommissioning Authority. In the latter role, he was accountable to Parliament for annual expenditure of more than £3bn per annum across 19 nuclear sites. John retired from executive life in 2017. He now holds a number of non-executive and advisory roles in the transport, energy, manufacturing and charitable sectors. John served as President of the Nuclear Institute from 2018-19.

John Fitzgerald

John is an Associate of Brevia Consulting. His extensive experience in the port industry spans over 30 years. Having worked for the UK's two largest privatised port businesses, Associated British Ports and MDHC (now Peel Ports), John went on to run the country's largest and most commercially successful port complex, ABP's Humber Ports. Through the period 2008 to 2014, John grew Humber's EBITDA by £60 million. He was involved in the transformation of the UK ports sector from a heavily union dominated and inefficient, to a privatised market-led infrastructure business. As a Board member of the UK's largest ports operator for 12 years, he is an experienced leader in building collaborative political, trade union and wider stakeholder relations. His aptitude for governance and strategic business issues is borne through influential chairing. John has worked with organisations such as the CBI Yorkshire & Humber, the nationwide Coal Industry Society, and was an active Board member of the Humber Local Enterprise Partnership. John Fitzgerald has been in the port industry for over 30 years, having worked for the UK's two largest privatised port businesses.

Jonathan Mogford

Jonathan Mogford is a member of the Brevia Health Advisory Board. He brings a career's experience of health, life sciences and regulation, both nationally and internationally. This includes more than 10 years corporate executive leadership as Policy Director in the UK Medicines and Healthcare products Regulatory Agency (MHRA), alongside wider experience in the Department of Health and Social Care, and the European Commission. Jonathan's regulatory experience includes leading the MHRA's work to prepare for exit from the European Union, working with the NHS and industry representatives to stand up regulatory responses to supply chain risks in the early stages of COVID, and leading the policy aspects of the authorisations of the first COVID vaccines. He has also worked across government on new policy developments to accelerate patient access to quality therapy including with the Office for Life Sciences, BEIS, the NHS and regulatory bodies. Internationally, he has represented the UK at Ministerial meetings, at EU meetings such as the management board of the European Medicines Agency and has led the support to the work of the CEO-level International Coalition of Medicines Regulatory Authorities. He has represented the MHRA and the UK government in many external networks, boards and meetings, giving him substantial insight into critical but complex interfaces both within government and also out into industry, health services and the third sector; he has also experience in giving evidence to UK Parliamentary Select Committees. Jonathan has also been a Ministerial private secretary and worked for the FCO and the European Commission in Brussels on health, pharmaceutical and life sciences. Joseff graduated with a first in Philosophy and German from the University of Oxford and spent a year abroad working in Berlin. He then went on to complete a Master's Degree in International Politics and Europe at the University of Warwick, where he specialised in normative political theory. Alongside his studies, Joseff acted as Trustee for the educational charity European Youth Parliament United Kingdom, where he was responsible for event coordination and volunteer management. Joseff Reed is on Brevia Consulting's fast track management programme. Prior to joining Brevia, he worked in various administrative roles across the not-for-profit sector.

Lesley-Anne Alexander

Lesley-Anne has held leadership roles in local government, housing associations and at the Royal National Institute of Blind People (RNIB) where she served as CEO from 2004 - 2016. She was Chair of the Association of Chief Executives of Voluntary Organisations (ACEVO) for six years. At the RNIB, Lesley-Anne was instrumental in uniting the fragmented sight loss sector through the development of the UK Vision Strategy. Following an extensive merger programme, she created the RNIB Group of charities. Before joining the RNIB, Lesley-Anne was Director of Operations for the Peabody Trust, a leading housing association in London and the South East. In local government, she served as Director of Housing for the London Borough of Enfield. Lesley-Anne holds non-executive positions at the Royal Brompton and Harefield NHS Foundations Trust, Metropolitan Thames Valley Housing Association, and Big Society Capital. She is also a trustee of the MicroLoan Foundation - a development charity providing small business loans to women in Malawi, Zimbabwe and Zambia. Lesley-Anne was awarded a CBE in the Queen's 2012 birthday honours list. Lesley-Anne has held leadership roles in government, housing associations and at the RNIB (Royal National Institute of Blind People).

Mike Kay

Mike is an Associate of Brevia Consulting who has worked in the electricity network sector for over 30 years. His expertise and experience covers all aspects of power engineering associated with the distribution and transmission of electricity, and also the economic regulation of network utilities. Mike worked for Electricity North West for more than 30 years. In that time, he was responsible for many engineering and regulatory aspects of Electricity North West's business. In his role as Network Strategy and Technical Support Director, he was responsible for specifying and securing the capital investment programmes in the Distribution Price Control Reviews of 2010 and 2015. In this role, he was also solely responsible for Electricity North West's Information Technology investment and services. Mike chaired the Distribution Code Review Panel of Great Britain for 14 years, and led on technical interface issues with National Grid for the GB Distribution Companies collectively for the same period. He is active in many industry forums and over the last decade until leaving Electricity North West led the development of standards for connecting renewable and other generators to the GB distribution system. He has chaired the Engineering Committee of the Energy Networks Association (ENA), co-ordinating the technical policy approaches of the GB Distribution Companies. In recent years, Mike has been part of the IET's and Energy Systems Catapult's steering group for the Future Power System Architecture project. He has also been advising the ENA and distribution companies on the implementation of the EU Network Codes. He is a chartered electrical engineer and a Fellow of the Institution of Engineering and Technology (IET). Mike's expertise and experience covers all aspects of power engineering associated with the distribution and transmission of electricity.

Mike Thompson

Mike is Chair of Brevia Health, a dedicated division at Brevia Consulting that focuses on Life Sciences and Healthcare issues. He brings twenty-five years of experience in the Life Sciences sector including serving as Chief Executive of The Association of the British Pharmaceutical Industry (2016-19), and previously in senior roles at GlaxoSmithKline (1995-2015). Mike was intimately involved in ensuring that the country could continue to supply medicines through any Brexit scenario, and worked in partnership with the DHSC to bring forward policy proposals to ensure the system would cope. He oversaw the negotiations which secured the industry's VPAS (Voluntary Pricing and Access Scheme), which replaced the PPRS, and gained agreement over £60bn of expenditure on Branded pharmaceuticals over 5 years. Mike has worked closely with No 10, Treasury, DHSC, BEIS and the Office of Life Sciences, including serving on Government/Industry engagement forums with the Health and Business Secretaries. This has delivered tangible policy outcomes such as the Life Sciences Industrial Strategy, which ultimately secured two Sector Deals bringing billions of pounds on new investment to the UK. He has appeared before a number of Select Committees in both the Lords and the Commons, and has extensive broadcast experience including the Today programme, Newsnight, Sky, the BBC and LBC. Senior roles at the Global, European Regional, and UK levels at GSK gives him insight into the dynamics and interplay of complex organisations. He ran the global Commercial Analytics, Digital, Payer, and Launch Excellence teams. As a classically trained marketer at Unilever, where he rose to be Marketing Director of their UK Toiletries Division, he naturally integrates a consumer and patient perspective into the regulated mindset of Life Sciences. He is a Trustee of the Follicular Lymphoma Foundation; sits on the Life Sciences Advisory Board of the British Growth Fund; and is a ‘non-exec' at The Wine Society. He read Politics, Philosophy and Economics at Oxford. Mike was awarded an MBE for services to medicines supply resilience and development in the Queen's Birthday Honours List 2021. Mike brings 25 years of experience in the Life Sciences sector including serving as CEO of the ABPI and in senior roles at GSK.

Mike Tynan

Mike Tynan is an experienced leader in the civil nuclear sector spanning fuel manufacture, waste management, decommissioning, and a new build. He has worked in the sector for over 40 years including as the former CEO of Westinghouse UK. Mike worked on the formation of Site License Companies for the Nuclear Decommissioning Authority, and the creation of joint venture companies for nuclear new build programmes. At Westinghouse, Mike led the introduction of the AP1000 reactor in the UK. He spent much of his early and mid-career at the Sellafield nuclear complex. After leaving Westinghouse, Mike was appointed CEO of the University of Sheffield's Nuclear Advanced Manufacturing Research Center (Nuclear AMRC) and a Visiting Professor in nuclear manufacturing at the University. He was a founder Board member of both National Skills Academy for Nuclear (NSAN) and the Lancashire Enterprise Partnership (LEP). In August 2021, Mike was appointed by the Welsh Government as the inaugural CEO of Cwmni Egino Ltd to lead the start-up and early development of the former Magnox Power Station at Trawsfynydd in Snowdonia as a pioneer site for Small Modular Reactors (SMR) in the UK. Having firmly established the company, this role concluded in March 2022. Mike has also served as Chair of the Nuclear Innovation Research Advisory Board and was recently awarded an Honorary Doctorate at the University of Central Lancashire for his services to the Nuclear Industry.

Peter Morgan

Peter has spent the last 16 years as Group Communications Director at two of Britain's biggest Industrial and Technology companies. He worked under two Chief Executives at BT from 2001 to 2009, and then for three Chief Executives at Rolls-Royce from 2009 to 2017. In his roles at BT and Rolls-Royce, Peter was responsible for all elements of corporate communications including government relations, press, internal communications, corporate and social responsibility, digital communications, brand and Group marketing. Before moving to BT, Peter worked for three years at Weber Shandwick where he held a number of roles including Managing Director of Strategic Media Communications. He worked with major international brands including Unilever, Coke and Oracle. Peter spent the first twenty years of his career with the BBC. After working briefly in local radio and regional television, he became Business Correspondent for BBC TV News in 1989. He spent ten years in this role, specialising in global business. He also worked as a foreign correspondent, travelling extensively and reporting from more than forty countries. Peter spent his final years in the BBC as Berlin Correspondent reporting on all aspects of German current Affairs and travelling extensively through the Balkans and across Eastern Europe.

Richard Arnold

Richard Arnold is Head of Energy at Brevia with over 10 years of energy policy, public affairs and communications experience. He is also active in the Labour Party and served on Liz Kendall's campaign team when she ran for Leader of the Party in 2015 and currently sits on the Labour in Communications Net Zero, Energy and Infrastructure Group. Since 2011, Richard has worked both in-house and at consultancies supporting organisations in the energy sector including SSE plc and the UK Marine Energy Council. At SSE plc, Richard was appointed Head of External Relations (Networks) in 2018 where he oversaw policy, public affairs and communication engagement strategies for its network business, created the International Community for Local Smart Grids, and established key policy positions on the electrification of transport and heat. Prior to this, he was SSE's European Affairs Manager where he influenced the outcome of the EU's Clean Energy Package, led SSE's Brexit preparations, and managed the company's vice-presidency of Eurelectric. Richard joined the UK Marine Energy Council (MEC), the trade association for tidal stream and wave energy, as its Policy Director in January 2022. He managed the MEC's transition to a membership-fee organisation whilst establishing it as the trusted industry voice for the UK Government and devolved administrations. As Policy Director, he gave evidence to the BEIS Select Committee, secured policy support to advance industry interests including a ringfence in the latest renewable auction and presented at conferences across Europe. Richard began his career at a global communications agency where his clients included Centrica, Veolia, Good Energy and Tidal Lagoon Power. He has an MPhil in International Relations from Cambridge University and a first in Modern History and Politics from Cardiff University.

Robyn Durie

Robyn is an Associate of Brevia Consulting. She has been involved in regulatory affairs for over 30 years, working extensively on telecommunications and broadband policy. Most recently, Robyn was Head of Legal and Regulatory of eir, the incumbent Irish telecommunications operator. Prior to this, she worked as an infrastructure specialist at HMT and spent over 10 years at a senior level as a regulatory specialist in telecommunications companies including T-Mobile and then EE. In these roles, Robyn has maintained stakeholder relations through negotiations with regulators and competition authorities within the UK and Irish Governments, and the EU Commission. Prior to joining T-Mobile, Robyn was a partner at Linklaters, a multinational law firm. Here she worked on mergers and acquisitions of telecommunications companies and broadcasters, spectrum auctions, privatisations, and large commercial contracts. Robyn was educated at Sydney University and the London School of Economics. She has degrees in Politics as well as a Bachelors and Master's degree in Law. Robyn is an associate of Brevia Consulting. She has been involved in regulatory affairs for over 30 years, working extensively on telecommunications as well as broadband policy.
