Ellie joined Lewis & Co Planning in March 2022 as an Assistant Town Planner after the completion of a master's degree in Urban and Regional Planning at the University of Westminster. Ellie has a particular interest in regeneration projects especially new housing schemes and delivering affordable housing. We look forward to supporting Ellie in her development and providing her with the opportunity to further her promising career in Planning.

Joseph Pearson

Joseph Pearson is an Associate and joined Lewis & Co in 2016 having previously worked as a private consultant and in Local Government. He has significant experience acting as a lead consultant delivering major residential and mixed use developments for both public and private sector clients. Joseph previously worked for Mid Sussex District Council as a Planning Policy Officer and brings a range of experience in more specialist areas such as land promotion, strategic planning, habitat regulations, and housing needs. Joseph is a Chartered Member of the Royal Town Planning Institute and an occasional lecturer at the University of Brighton.

Luke Carter

Luke Carter is a Chartered Town Planner and has been a member of the Royal Town Planning Institute since 2001. He has worked in the private sector since 2004 and prior to that worked in Local Government from 1997 rising to Principal Planning Officer for East Sussex County Council. Luke occasionally tutors postgraduate architecture students and is involved in the mentoring programme for postgraduate planning students at the University of Brighton.

Paul Burgess

Paul Burgess is a Chartered Town Planner and has been a member of the Royal Town Planning Institute since 1999. He has worked locally for Brighton & Hove City Council and DMH Stallard Solicitors and nationally for larger consultancies including RPS Planning & Indigo Planning. Paul has appeared as an expert planning witness at a number of Public Inquiries and is a member of the Brighton & Hove Economic Partnership.

Paul Joyce

Paul Joyce has been with L&C for 7 years starting as a Graduate Planner straight from his Masters Degree at Brighton University. During his 7 years he has seen two promotions and now is a Senior Planner within the practice. When speaking of how he came to embark on a career as a planner he talks of his BA degree in History inspiring an interest in how towns and cities are put together. Paul has always had an interest in how impressive architectural buildings speak of their era. Much like the renowned Architect, Frank Gehry's inspiring quote "Architecture should speak of its time and place, but yearn for timelessness." Within L&C Paul specialises in small to medium housing schemes on infill or redevelopment sites, extensions and alterations to public houses, as well as developments in heritage areas and is a new member of the IHBC South East (Institute of Historic Building Conservation). Paul has also developed himself to be quite the expert in HMO developments and has a myriad of successful applications across the country! When Paul isn't writing planning statements and studying the Town and Country Planning Act, he enjoys socialising (in the many extended public houses he has achieved permission for), reading, sports and plotting out his life long ambition to own a vineyard.

Simon Bareham

Simon Bareham is a Chartered Town Planner and has been a member of the Royal Town Planning Institute since 1998. He has worked in both the public and private sector, and has advised private, national and international clients on a range of development projects throughout the south east of England. Simon also tutors postgraduate architecture students at Southbank University London and Brighton University.
