Baroness Vere of Norbiton was appointed as a Parliamentary Under Secretary of State at the Department for Transport on 23 April 2019. She was previously a Government Whip (Baroness in Waiting) from 21 December 2016 to 26 July 2019.

Conrad Bailey is the Director General, Rail Strategy and Services Group at the Department for Transport (DfT).
In 2020 he led the department's response to COVID-19. Before that, he was the Director of Rail Strategy, Reform and Analysis and Senior Responsible Owner (SRO) for the Williams Rail Review.
Before joining DfT in 2018 he was the Director for the Strategic Defence and Security Review (SDSR) and Defence Director in the National Security Secretariat.
Earlier in his career, he was the head of the Foreign and Commonwealth Office's (FCO) conflict department and worked in the Ministry of Defence in a range of operational, business-facing and private office roles, including Director of Industrial Policy.
Conrad is also the co-champion of DfT's Fair Treatment Ambassadors and Neurodiversity Network.
Conrad has an Executive Masters in Public Policy and a B.Sc.(Econ.) in history from LSE.
As Director General for Rail Strategy and Services Group, Conrad will contribute to the collective leadership of the Department for Transport as Board and Executive Committee members and leaders of the Rail Group.

From September 2015 to April 2017, Bernadette Kelly was Director General, Rail Group in DfT. Prior to that she was a Director General at the Department for Business, Innovation and Skills (BIS) from April 2010.
Bernadette joined the Civil Service after graduating. She has spent most of her career working on public policy in relation to business and the economy. She has led work in government to reform the planning regime for major infrastructure; boost housing supply; establish the Competition and Markets Authority; strengthen utility regulation; reform corporate governance; and on industrial strategy and local growth and devolution.
In addition to DfT and BIS, Bernadette has worked in the Department for Communities and Local Government, HM Treasury, the Cabinet Office and the Prime Minister's Policy Unit; as well as on secondment to ICI plc.
Bernadette was awarded a Damehood (DCB) in the Queen's Birthday Honours in 2022. Prior, Bernadette was made a Companion of the Order of the Bath (CB) in 2010.

Emma Ward joined the Department for Transport as Director General for Roads, Places and Environment Group on Tuesday 17 March 2020.

James Norton was appointed Group Human Resources (HR) Director at the Department for Transport (DfT) in November 2021.
Prior to this, James was HR and Organisational Development Director for the Department for International Trade from July 2016. In that role, he led on establishing a new government department and building the workforce capability required to develop and implement an independent trade policy for the UK.
James also set up the HR function at DfT and developed the first people strategy.
His previous roles include responsibility for growing and developing in-house talent and recruitment services for the Civil Service including the award-winning Fast Stream and Fast Track apprenticeship programmes.
James initially joined the Civil Service on the generalist Fast Stream where he undertook placements in policy, operations and HR in the Department for Work and Pensions before specialising in HR.
James is a Fellow of the Chartered Institute for Personnel and Development.
Jesse Norman was appointed Minister of State in the Department for Transport on 26 October 2022.
He was previously Minister of State at the Foreign, Commonwealth & Development Office from 7 September 2022 to 26 October 2022. Before that, he was Financial Secretary to the Treasury from 2019 to 2021, where he managed the COVID-19 furlough scheme and set up the UK Infrastructure Bank.
Jesse has been the MP for Hereford and South Herefordshire since 2010.
Jesse was previously Paymaster General, and held ministerial roles in the Department for Transport, and the Department of Business, Energy and Industrial Strategy. As a backbencher, he was a member of the Treasury Select Committee 2010 to 2015, and Chair of the Culture, Media and Sport Committee in 2016 to 2017. Jesse was made a Privy Councillor in 2019.
Before entering politics Jesse was a Director at Barclays. He also researched and taught philosophy at University College London, and ran a charitable project in Communist Eastern Europe.
Jesse is the author of numerous books and pamphlets, including ‘Compassionate Conservatism', ‘Edmund Burke: Politician, Philosopher, Prophet' and ‘Adam Smith: What He Thought, and Why It Matters', which won a Parliamentary Book Award in 2018. Jesse was Spectator Parliamentarian of the Year and The House Backbencher of the Year in 2012.
Jesse has degrees in Classics (Oxford University: MA) and philosophy (University College London: MPhil, PhD). He has held various academic research fellowships, and was elected as a Two-year Fellow at All Souls College, Oxford in 2022. Jesse is an enthusiastic cyclist, hill-walker and amateur jazz musician.

Nick Joyce took up the role of Director General of Corporate Delivery in the Department for Transport (DfT) on 18 December 2017.
Nick joined DfT in 2005 having spent 13 years with Ernst & Young where he qualified as a chartered accountant and worked on a range of corporate finance transactions.
Nick was appointed Corporate Finance Director in 2012, working on a range of complex commercial transactions and developing the department's approach to managing its shareholder relationships with its major delivery bodies. Nick also covered the Director General Rail role for 6 months in 2017
