Chris Barker

Chris is Managing Director of ECE Planning. Chris has worked previously for Berkeley Homes Hampshire, Mid Sussex, Wealden and Lewes District Councils, and DMH Stallard. Chris provides expert town planning advice to a full range of clients, working across many sectors on private and affordable housing, education and commercial development. Chris has an excellent track record at appeal with recent successes for Roffey Homes and Martin Grant Homes.

Chris has recently joined ECE from the Frankham Consultancy Group where, in his capacity as Architect he was responsible for managing a team of professionals undertaking a varied public and private sector workload in the education and residential sectors. Prior to this Chris worked at Peter Taylor Associates and with Alec French Architects in Bristol, working on a number of residential, education and commercial schemes. Chris has extensive experience of all stages of project delivery, concept design through to detail design, co-ordinating tender packages, contract administration and quality control and sign off procedures.

Craig has been a Director of ECE Architecture since 2008. He is highly experienced in leading the technical development, procurement and contract administration of major new build and refurbishment projects within residential, commercial and industrial sectors. Craig has provided exceptional technical leadership for clients on Design and Build projects including Bouygues UK on the Mary Rose Museum and Queen Mary University. Craig is responsible for production information and IT for the practice.

David Upton

David joined ECE in 2017 with over 14 years of experience at practices in Oxford and London such as Berman Gueddes Stretton, Colwyn Foulkes and Trehearne Architects. David has held varying roles, typically specialising within residential and commercial developments. He also has a good degree of experience working within the educational sector as part of the Imperial College and Oxford University Framework. This has included schemes such as lecture theatres, student accommodation, research and laboratory facilities. David studied at London Metropolitan University gaining a distinction in his Part II studies, and completed his architectural training at Westminster University in 2011.

Dean trained at Oxford Brookes and the Bartlett School of Architecture and has strong experience across many sectors. He also worked as an architect and team leader for a restoration temple project in Kathmandu, Nepal for two years and has tutored at Newcastle University.

Till is Managing Director of ECE Westworks. Till has a track record for delivering highly sustainable projects both on an individual building and masterplanning scale in a number of sectors. Till is passionate about understanding how a client aims to use their development which has a direct impact on sustainability, ensuring activities such as Value Engineering or Planning Policy do not have an adverse impact on the performance and quality of the design. Till's previous projects have won a number of sustainability awards, and he has spoken at a variety of conferences on sustainability. Lee has a proven track record of delivering high quality design and detailed projects from inception to completion. His experience encompasses a variety of sectors, which include residential, commercial, creative re-use and regeneration. His more recent experience has seen Lee managing projects focusing on adapting and re-using existing buildings as well as new building designs in sensitive settings. James is a Director and founder member of ECE Westworks and has a track record of designing and delivering projects from conception to completion. His experience includes a variety of sectors including residential, student residential, commercial, leisure and masterplanning. James has a successful track record in the understanding and development of the client's brief to maximise the commercial reality of a scheme. He believes in a strong client relationship and has the ability to turn their aspirations into reality by developing innovative but realistic and deliverable solutions. Charles is a Project Architect and was made an Associate at ECE Westworks in 2017. He has had previous experience in several significant Bristol practices and has worked on and led projects from conception to completion. His experience includes a variety of sectors including residential, student housing, University academic buildings, amongst others such as mixed use schemes with commercial and retail elements. Charles has a particular passion for urban rejuvenation and high density projects which have a positive effect on their local surroundings within a town or city context. Andy is a Chartered Architectural Technologist and was made an Associate at ECE Westworks in 2017. With over 18 years' experience, he has an excellent understanding of the architectural and construction industry and has extensive project running experience across a number of different sectors including residential, student residential, education, healthcare, office, mixed use and heritage buildings.

Sam Sykes

After leaving University, Sam worked for several Local Authorities including Arun District Council, Adur District Council and Adur & Worthing Councils, leaving as a Senior Planning Officer in 2015 to join ECE Planning. In addition, Sam worked closely with a number of other Local Authorities including Brighton & Hove City Council, West Sussex County Council and East Sussex County Council on the Shoreham Harbour Regeneration Joint Area Action Plan. Having worked on large and medium scale regeneration projects and planning applications, Sam has broad experience of residential and mixed-use regeneration schemes as well as commercial, infrastructure and education sector planning experience. Sam has also dealt with major planning applications, including discharging of conditions and reserved matters, undertaking public consultation exercises and preparation of Appeals. Sam has extensive Planning Policy experience. Including promoting sites through the local planning and Neighbourhood planning process. Sam is a Chartered Town Planner and full member of the RTPI.
