Comments following decision VIII/30: Interpretation of paragraph 5 of Article 17 of the Basel Convention... The Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal was adopted on 22 March 1989 by the Conference of Plenipotentiaries in Basel, Switzerland, in response to a public outcry following the discovery, in the 1980s, in Africa and other parts of the developing world of deposits of toxic wastes imported from abroad... Before agreement was reached at the tenth meeting of the Conference of the Parties in 2011 on the interpretation of paragraph 5 of Article 17 of the Basel Convention, in particular the interpretation of the expression "accepted them" in this paragraph, decisions were adopted on the issue at the eighth and ninth meetings of the Conference of the Parties, as well as at the sixth and seventh meetings of the Open-ended Working Group.
