Anthony C Marsh - CEO

Anthony Marsh started his ambulance service career in Essex in 1987 within patient transport services. His career took him to Hampshire before taking up Director of Operations roles in Lancashire and Greater Manchester where he led he ambulance service during the Commonwealth Games. His first Chief Executive role was in Essex before coming to the West Midlands when the Trust was formed in 2006. He holds three Masters Degrees: an MSc in Strategic Leadership, a Master in Business Administration (MBA) and a Master of Arts. Mr Marsh holds the National Portfolio for Emergency Planning, Response and Resilience and is the lead for the National Ambulance Resilience Unit. He is also strategic ambulance advisor to the Department of Health, NHS England and NHS Improvement.

Dr Alison Walker

Alison has worked in the NHS for over 30 years. She is a Consultant in Emergency Medicine with a Specialist interest in Prehospital Care. She was a regional NHS Ambulance Service Medical Director from 2005-2013 and has worked with WMAS as an Interim Medical Director and Honorary Medical Advisor since 2010. She was the chair of the National Ambulance Services Medical Directors Group 2012-13. She is an examiner for the FIMC and DipIMC examinations for the Faculty of Prehospital Care of the Royal College of Surgeons of Edinburgh. She holds Clinical Research Network lead roles and has authored publications on ambulance service clinical pathways and other prehospital topics. She has also been a member of the JRCALC (Joint Royal Colleges Ambulance Liaison Committee) national committee since 2005 and is a member of the Trauma and Audit Research Network Committee (TARN).

Karen Rutter

Karen joined West Midlands Ambulance Service as Interim Director of Finance on the 1st March 2022. She is also currently Deputy Director of Finance at Health Education England (HEE) where she is responsible for the financial delivery and governance of NHS education and training resources. Karen is a qualified accountant with over 30 years' experience in NHS finance. She started her finance career in Worcestershire working in Community and Mental Health Trusts. Prior to HEE, Karen worked in the corporate finance areas of a number of Strategic Health Authorities across West Midlands, East Midlands and East of England.

Lisa Bayliss-Pratt

Lisa has worked in healthcare in both the private and public spheres and in higher education for over 20 years. She joined Health Education England in 2012 as a national director leading a transformation in nurse and midwifery education across the country and introducing the Nursing Associate into the English health system; the first new nurse role for a generation. In addition to her Chief Nurse role at Health Education England, Lisa became Interim Regional Director for London and the South East in 2017, where she was responsible for approximately £1 billion of investment in education, training and workforce development across London. Lisa is the Pro-vice Chancellor for the Faculty of Health and Life Sciences at Coventry University and was appointed as a non-executive director at Coventry and Warwickshire Partnership NHS Trust in May 2020. Lisa is an Advisor at a WHO Collaborating Centre and is leading the Nightingale Challenge, a Nursing Now project which aims to improve health globally by raising the profile and status of nurses around the world. Her international work includes work in West Bengal developing a global learner programme and a strategic leadership programme at Yale.

Mark Docherty

Mark graduated from Leeds with a First Class honours degree in Nursing in 1983. He has worked in a variety of acute clinical settings across Yorkshire and the Midlands. In 1997 Mark was a finalist in the Nurse of the Year Awards, and since then has held a variety of senior clinical posts in provider organisations, as well as a Director of Operations and Nursing Post. In 2009 Mark was appointed as the Ambulance Commissioning Director for the West Midlands, and in April 2012 he was elected to be Chair of the National Ambulance Commissioners Group. In December 2012 Mark was successful in being appointed to the Director of Ambulance Commissioning role in London. He has recently been awarded a MSc from the University of Birmingham and has co-authored a book on "Management of Emergency Ambulance Services" published by Springer Publication, USA. Mark is an active clinician who regularly spends time working with ambulance staff in the clinical environment.

Mohammed Fessal

Mohammed is no stranger to the Board having initially joined on the NExT Director scheme in 2019. The NExT scheme supports talented people to become the next generation of non-executives in the NHS. As a qualified pharmacist, Mohammed has over 15 years of experience across the NHS, private and voluntary sectors. Currently Chief Pharmacist at CGL, a voluntary sector organisation specialising in substance misuse, homelessness, domestic violence and young people's services, Mohammed is passionate about supporting the most vulnerable in society by empowering and tackling discrimination. Mohammed is a member of the Advisory Council of Misuse of Drugs, which is an advisory non-departmental public body that makes recommendations to the Home Office on the control of dangerous or otherwise harmful drugs. He also works as a specialist advisor for the CQC, sits on the CQC Controlled Drugs National Sub-Group and is a member of the Approved Premises Governance Board.

Murray MacGregor - CCO

Murray MacGregor has been working in the media and public relations since 1995 and has been Communications Director for West Midlands Ambulance Service since 2006. During that time he has overseen a significant development of the Trusts internal communications and helped raise the profile of the organisation within the Region and nationally. He has won commendations for work during the riots in 2011 and for the handling of the Smiler Ride crash at Alton Towers. Prior to moving to the West Midlands, Murray worked for three years with Essex Ambulance Service and two years with Cambridgeshire Police. He was heavily involved in the initial phases of managing the media around the Soham Murders of Holly Wells and Jessica Chapman. Murray's background is as a radio journalist and worked for both the BBC and independent radio stations in Scotland and the south east of England.

Mushtaq Khan

Mushtaq is a legal consultant to corporates. He is a highly regarded solicitor with more than 20 years' experience, including at a senior level as partner and head of department at top 50 national corporate law firm, Freeths LLP. He has worked with a wide range of enterprises spanning the private, public and the third sector. Mushtaq is a former President of The Birmingham Law Society, the largest UK regional law society established in 1818. He has been highly recommended as a leading lawyer in the globally renowned directory on lawyers - Chambers & Partners UK. He has been identified in the Birmingham Post, Power 250, as a senior figure who (with others!) is key to the future of Birmingham. Mushtaq supports values led social businesses and is a board director (non-executive) at the Accord Group, one of the largest housing and social care organisations in the Midlands, with an annual turnover of c£120 million, an asset base of c£700+ million, providing over 13,000 affordable homes and health care support to 60,000 people and employing over 4,000 colleagues. He is a board director (non-executive) at the Birmingham Education Partnership, a charity and company (not for profit) that is focussed on school improvement through partnership works including contractual or commissioned work, membership services and traded activities to over 500 schools in Birmingham.

Narinder Kaur Kooner

Narinder has been a local authority Councillor since 2006 and has held the prominent position of Assistant Leader of Birmingham City Council. Narinder is a Local Government Association Labour Peer and on the Executive of Sikh Council UK. She is also a qualified Neuro-Linguistics Programming Practitioner and Mental Health First Aider. Narinder was recognised as one of 350 influential Sikh Women across the world and has had numerous awards in recognition of her Leadership and Community Work. Narinder was instrumental in shaping devolution in Birmingham and is passionate about tackling unemployment and supporting and empowering local community groups. She has strong links with businesses, voluntary, third sector and community organisations within the city. She is a Director of Sikh Women's Action Network (SWAN), an organisation which provides one to one support to victims of abuse, Child Sexual Exploitation and Grooming. SWAN delivers workshops to raise awareness of the impact of abuse on families and children and works in partnership with statutory organisations to feed into policy, influence service delivery. Narinder also co-hosts a talk show on TV to address issues that exist within South Asian communities that are not openly discussed.

Wendy Farrington-Chadd

Wendy has over 25 years experience at Executive Board level within the NHS both in Finance and General Management, and has undertaken several Executive roles at Chief Executive and Finance Director level. She has worked across the complete spectrum of the healthcare system both in hospital providers and in commissioning, and has experience in both England and Wales. Wendy joined the NHS through the National Graduate Financial Management Training Scheme in the North West and undertook several senior roles prior to obtaining Finance Director positions. She has also undertaken several national and regional Chair and leadership roles including: Chairman of the West Midlands HFMA; lead Chief Executive for the National Specialist Orthopaedic Alliance; Chair of the Local Education and Training Committee informing workforce strategy for NHS providers, and Chair of NHS West Midlands Providers. Wendy has worked as a Management Consultant since 2015 and supports the British Academy of Audiology as Consultant CEO, as well as undertaking Financial Turnaround and Strategic Consultancy assignments for the NHS and private sectors. She is also a qualified Executive Coach. Wendy lives with her husband Trevor near Shrewsbury in Shropshire and has two grown up children.
