Andrew Siegel

Andrew Siegel-Credentialed Background Special Investigator. Prior to becoming a credentialed background investigator in 2017, Andrew spent 20 years with the NYPD conducting investigations into robberies, burglaries, Fugitive Enforcement, warrant apprehensions, and the Firearm Division of Organized Crime Division, he also served as a Detective Endowment Association Delegate and retired as a Detective in 2007. He then spent the next five years conducting forensic investigations for a NYC debt collection law firm. In 2012 he returned to working for NYC as an Investigative Consultant with the Administration for Children's Services, training, guiding and assisting case workers in their daily tasks. Andrew resides in Long Island, New York with his wife of 36 years. They have two grown children, a new first Grandchild, and three dogs. Andrew is humbled, and honored at being able to serve as an ACBI Director, and is looking forward to meeting and corresponding with its membership, and assisting the Board of ACBI in reaching new heights in the year ahead, and to make it an organization that's accessible, creative and helpful to its members.

Doug Greisen - Treasurer

Doug Greisen has been a Contract Investigators who has been conducting national security background investigations for federal agencies of the United States Government since 2014 after he had retired after 26- years in Oregon law enforcement with the past 14 years of his career as Chief of Police. Doug has a bachelor's degree in human development, Associates Degree Doug has been a member of ACBI for the past three years and is in good standing. Doug is also a life-time member of Oregon Executive Development Institute (OEDI) where he had served on the executive board for over 14-years as their Treasure; Life-time member Oregon Association Chief of Police and member of the FBI National Academy Association.

Director II Matthew Staples stepped down and President Anthony DiFede appointed Tisha Gaumer as the replacement Director II for the remainder of the term.

James "Tom" Mitchell

Tom's first position after having graduated from James Madison University in 1978 was as a fraud and OPM background investigator. Tom founded Capitol Investigations Unlimited, Inc, (Maryland), in 1987, taking on a variety of unique investigative work, including: complex criminal/civil cases; national political party analysis; insurance fraud; business integrity surveys; corporate due diligence; industrial espionage; under cover surveillance; feasibility studies; business plan development and consultation. Tom entered back into the security clearance industry in 2012, where he has been employed as a contract investigator/field mentor with MSM Security, SCIS and ADC. Tom lives with his wife of 28 years and two young adult children. A family man, involved with his Church and community. Serves as a board member for Togo Mission Africa and plays nationally competitive men's softball.

William (Bill) Preis - VP

William "Bill" Preis began his law enforcement and investigative career as a police officer on the Delaware seashore in the late 1980's. Bill later graduated from the Montgomery County, Maryland Police Academy, and worked a variety of uniform, training, and investigative assignments, with a career focus on criminal investigations, while attending college part-time. In 2005, settled into a growingly successful career, Bill started a family with his wife, and settled in a Maryland suburb of Washington, DC. He completed his Bachelor of Science degree from the University of Maryland in the same year. Bill retired from the Montgomery County Police at the rank of Sergeant, in 2009. Immediately prior to retiring from police work, Bill began investigating his next career move, and based on advice from colleagues who had transitioned into PERSEC and BI, work as a contract investigator seemed like a logical next step. As a contract investigator for Omnisec and MSM, seeing the work as exceptionally solitary, Bill sought out a professional group and thankfully found the ACBI. As a member, Bill was able to learn from other members, and to develop friendships with these colleagues. Responding to an emergency need, Bill became the newsgroup administrator for the ACBI, relinquishing this role when a new volunteer was found a few years later. Bill contracted with Department of State and ADC in addition to the aforementioned ISP's. In 2011, Bill unexpectedly became the only parent for his three young kids. Being Dad has always been Bill's most important and rewarding job, and his work in BI and PERSEC exceptionally compliments this role, with the unique ability to earn a living in service, with a flexible schedule, and to build upon decades of investigative experience. Today, Bill continues to take great pride in his work as the only parent of his three honor students and serving the security interests of our communities and our Nation. Bill contracts with USAID and Omnisec and continues to consult to the legal and law enforcement communities. He continues to express his thanks to the ACBI and is proud to serve the membership and Board as a Director. Bill is looking forward working with industry and government leaders to ensure that the work performed by the membership continues to attract the highest caliber investigators available, exceeds industry quality standards, and remains a meaningful way to serve the people of the United States of America.
