Under the National "no net loss" policy concerning wetlands, mitigation banking gives land owners and developers who need to "mitigate", or compensate for developmental impacts to wetlands, the option of purchasing credits rather than restoring or creating wetlands on or near the development site. Mitigation banks offer improved habitat and long term management for the replacement of lost functions and values of wetlands, and are authorized under the Section 404 Permit Program. Wetland Mitigation Banks provide a win-win solution, allowing growth, while conserving and protecting our fragile environment. A federal guidance publication defined mitigation banking as "the process of preserving, enhancing, restoring, or creating habitat to compensate for unavoidable wetland impacts".
