GOVERNMENTS

Governments play an important role. Driven by strategic issues, such as import dependency, defence, economic stimulus, capacity and infrastructure development, they will provide the right incentives and champion the efforts. Administratively they will play an important role, as they can accelerate or delay efforts when dealing with changing regulation, old and new rules, permits, and allocation of land. Probably those least affected by the crisis have the greatest opportunities to create sustainable competitive advantages.
