She served as Budget and Policy Analyst for the Massachusetts State Legislature - House Ways and Means Committee, focusing on health and human service issues, and as Director of Health Programs for the Massachusetts Department of Medical Security (now the Massachusetts Health Policy Commission), managing affordable health insurance and education grant programs.
