Ryan joined Balcomb & Green as an associate in September 2023. Ryan received his undergraduate degree in History and Political Science at the University of Michigan and decided to further his education by pursuing a Juris Doctor at American University Washington College of Law. During law school, Ryan was an executive board member of the Administrative Law Review and competed on the Alternative Dispute Resolution Team. Following law school, Ryan embarked on a two-year clerkship in Washington, D.C. with an Administrative Law Judge at the Federal Mine Safety and Health Review Commission. During this time, he gained an in-depth understanding of not only the laws and regulations surrounding mine safety and health, but also the adjudication and mediation processes. Ryan, who is native to the Roaring Fork Valley, looks forward to serving his local community. In his free time, Ryan enjoys skiing, hiking, golfing, and walking with his two dogs.

Sara M. Dunn

Sara is a partner at Balcomb & Green. She has extensive water law experience and can assist with the development and appropriation of new water rights; leasing, buying and selling of water rights; easement issues; and the management, protection and maximization of water resources. She also advises clients regarding water issues that arise in the course of real estate transactions and land use applications. Outside of the area of water law, Sara advises agricultural producers, commercial investors, financial institutions, special districts, individual businesses, homeowners associations, and landowners in a variety of matters. Sara earned her undergraduate degree from Colorado State University and her law degree from the University of Colorado Law School in 1998. She began her legal career as a law clerk for the Honorable Jonathan W. Hays in the 19th Judicial District. She also served as a part-time Water Referee in Water Division 1. Her passion for water rights developed while working with Judge Hays on complex water issues. Before joining Balcomb & Green, Sara developed a specialized water practice that includes a diverse client base throughout Colorado. Sara is a Colorado native. She was born in Alamosa and was raised in southeastern Colorado working on her family's wheat farm. Sara moved to the Roaring Fork Valley in 2000.

Scott Grosscup

Scott Grosscup obtained his bachelor's degree from the Colorado College in 1996 and law degree from the University of Denver, Sturm College of Law in 2004. Scott has been with Balcomb & Green for 18 years. His practice focuses on water rights adjudications, real property, and government representation. Prior to moving to the West Slope, Scott served as a law clerk for the Honorable Justice Michael Bender on the Colorado Supreme Court. Scott became involved in water law and local government law as a committee staff member at the Colorado General Assembly before and during law school. He now serves as general counsel for the Roaring Fork Water & Sanitation District, the Yellow Jacket Water Conservancy District, and as special counsel to the Upper Yampa Water Conservancy District on the Yampa River. Scott also represents ski areas, industries, and individual property owners. Scott has trial experience in the water court and appellate experience before the Colorado Supreme Court. He also assists clients with real estate, matters including land use before local governments as well as in probate and estate planning matters.

Stephanie Neitzel

Stephanie is Of Counsel to Balcomb & Green. Her practice focuses on water law. Stephanie has Bachelor of Science degrees in Civil Engineering and Architectural Engineering from the University of Miami, Florida, and a Master of Science degree, Environmental Engineering and Science, from Johns Hopkins University, Maryland. She began her career working as a civil engineer in South Florida for the Florida Department of Transportation and then segued into private practice. She is a licensed professional engineer in both Florida and Colorado. Stephanie earned her Juris Doctorate degree from the University of Denver in 1994. For many years she was in private practice in the Denver metro area with a primary focus in water law, but also practicing in real estate and environmental law. She became Assistant City Attorney for the City of Aurora, Colorado, in 2015 representing the City's water utility, responsible for matters related to the City's water rights, water and sewer infrastructure, as well as negotiating and drafting of cooperative intergovernmental agreements. Stephanie joined Balcomb & Green in January 2023.
