As Vice President of Business Development and Pre-Construction, Carl leads efforts to drive new and repeat business across all markets, while supporting regional growth initiatives. He oversees the pre-construction and estimating team, a critical element in the business development process.
With more than 20 years of experience in construction business development, including five years with B&S, Carl brings a broad network of clients and partners that has helped fuel the company's rapid and sustained growth. He values B&S's culture of ownership and accountability and appreciates the unique opportunities for advancement and development within the company.
As Chief Executive Officer since 2019, Chris has led B&S' expansion from a local northern Virginia player to a multi-regional site services leader. Beginning his career as a Submarine Warfare Officer in the U.S. Navy, he developed a disciplined, results-driven approach. Transitioning to Cummins Inc., Chris specialized in the off-highway construction market for diesel engines, advancing through roles in sales and operations. He has since led multiple industrial manufacturing and service companies as President and CEO, combining functional excellence with a hands-on leadership style.
Chris' expertise spans salesforce deployment, pipeline management, Six Sigma and Lean principles, Agile methodologies, and acquisition integration.
Chris holds a Bachelor of Chemical Engineering from Cornell University and an MBA with high distinction from Harvard Business School.
As President, Chris provides overall leadership and strategic direction for the company, overseeing all aspects of operations, including business development, project management, client relations, and financial management. He ensures that all projects are delivered on time, within budget and meet the highest quality standards.
Chris brings over 25 years of experience in the development and construction industry in the DMV area. Before joining B&S, he held numerous positions for some of the largest developers and site contractors in the area with increasing responsibility.
Chris holds a Bachelor of Mechanical Engineering and an MBA from Virginia Tech.

Elizabeth serves as the Human Resources Manager at B&S Site Development, bringing over 15 years of experience within the construction sector. With a proven track record in recruitment, employee engagement, and talent development, she excels in creating HR strategies that align with organizational goals while ensuring compliance with labor laws and industry standards.
Elizabeth joined B&S Site Development in 2022 as a Project Administrator and quickly stepped into leading the HR Department. Since then, she has been instrumental in developing plans to expand B&S across state lines. She is passionate about addressing the unique challenges of the construction industry, and dedicated to building a workforce equipped, motivated, and aligned with company culture.
Elizabeth holds a Bachelor of Business Administration from George Mason University.

Eric began his journey with B&S in 2015 as a general laborer, manning the padfoot and smooth drum roller. He steadily advanced, completing 12 months of internships at B&S while earning his bachelor's degree. In 2019, he transitioned to the administrative team and now oversees all field operations.
Eric's career has advanced in parallel with B&S's growth, evolving from managing his own projects, to overseeing the entire field operations team. He has developed a strong expertise in e-construction, logistics coordination, and fostering a positive, safe work environment. He takes pride in mentoring new employees, sharing his insights, and implementing innovative strategies to streamline operations. As B&S continues to expand, Eric is dedicated to contributing to its growth and upholding its commitment to excellence in every project.

Ibrahim serves as the Director of Project Management, bringing a decade of experience in construction management and a commitment to operational excellence. He joined B&S in 2022 as a project manager and advanced to Director, where he now oversees the planning execution and successful completion of projects alongside colleagues. He also provides strategic direction and mentors project managers to enhance overall team performance. Ibrahim is committed to continuous self-improvement, open-mindedness and resilience.
He holds an associate's degree in administration of justice from a local community college and multiple certifications related to his current work.

His leadership and deep understanding of risk management have created tangible and lasting change across diverse projects. As the Chief Estimator, Mark brings a wealth of experience from a career dedicated to the construction industry. Starting as an engineer in the field, Mark has steadily moved up the ranks through various roles in both the field and office settings, gaining extensive knowledge in all facets of construction.
Mark's experience spans estimating and project management for a diverse range of civil projects, including highway, aviation, commercial and industrial facilities, data centers, and oil & gas construction. He recently relocated from Texas to Northern Virginia to take on this leadership role.

Marshall, Director of Business Development, brings more than 25 years of construction industry experience to B&S. Throughout his career, he has led a wide range of projects, from large-scale commercial developments to specialized technical site work.
A Richmond, Virginia native, he offers invaluable regional and industry insights, making him a vital asset to the team. As a student-athlete at Virginia Military Institute, he honed his academic skills while developing his leadership and teamwork abilities. His background instilled in him the discipline and work ethic that continue to define his career.
Pierre-Luc serves as Chief Financial Officer, bringing a dedication to integrity, transparency and fiscal responsibility. Working closely with operational teams, he delivers insights on key metrics to drive productivity and support strategic goals.
Pierre-Luc began his career with Canada's largest construction company at the time, where he advanced by developing a track record of cost-saving measures through a shared services transformation. As CFO, he focuses on establishing and implementing key controls that provide transparency for the organization and leveraging technology to cut costs and improve efficiency. Having lived and worked internationally, he brings a global perspective that enhances his inclusive and diverse management style.

Before joining B&S, he managed large-scale site development projects and led heavy civil highway construction in Northern Virginia. Rob initially joined B&S as a Project Manager on several high-profile projects before transitioning to his current role, where he directs field operations and ensures project goals are met efficiently.

Before joining B&S, Ryan held roles as Chief Operating Officer for ASM International, Vice President of Sales & Marketing for an eLearning startup, Commercial Vice President for a heavy industrial mechanical power transmission manufacturer, and Technical Product Manager for high-temperature refractory products used in steel casting.
Ryan earned a Bachelor of Chemical Engineering from Case Western Reserve University and an MBA from The Ohio State University.

Shadia began her career at B&S in 2022 as a Project Engineer, then to Project Manager, where she managed her own projects. These roles provided Shadia with diverse insights and a well-rounded perspective, enhancing her leadership today.
