ERIC PAAKKARI

Job Titles:

Mr. Paakkari has 24 years of experience and is responsible for all facets of construction from earthwork through building erection. Mr. Paakkari has substantial construction inspection experience in all construction materials including, but not limited to, soils, concrete, asphalt, masonry, and steel. His responsibilities include shop and field welding observations, along with material identifications. Mr. Paakkari performs high-strength bolt testing, epoxied dowel observations and anchor load testing. His additional duties include concrete testing, sampling and testing of grout and mortar, and density testing of soils with a nuclear gauge. He also performs thickness, density and bond testing of spray-applied fireproofing, as well as sampling asphalt from mat and density testing on roadways. Mr. Paakkari performs inspections on structural masonry buildings and retaining walls, and he performs reinforcing steel inspections on concrete wall panels, footings and floor slabs.

JONATHAN PAYNE

Mr. Payne is a senior geological engineer. He possesses a B.S. in Geology from Pacific Lutheran University and an M.S. in Geology from the University of Nevada, Reno, with specialized expertise in field methods for fault evaluation. Mr. Payne has over 10 years of experience working on geotechnical, geological, and construction projects. At BEC, Mr. Payne is involved in most geotechnical projects, completing all phases of field work from preliminary project organization and coordination through execution of subsurface field exploration.

LINDSEY SMITH

Ms. Smith is both a project engineer and the laboratory manager at BEC. Her responsibilities as project engineer include preparing proposals, project management, coordination of field explorations and lab analysis, report preparation, etc. Ms. Smith is responsible for coordination, data review, and report generation of the laboratory materials testing, as well as training of all laboratory personnel. As the Laboratory Manager, Ms. Smith maintains laboratory accreditations with the Nevada Department of Transportation (NDOT), California Department of Transportation (CalTrans), AASHTO Materials Reference Laboratory (AMRL), and the Cement and Concrete Reference Laboratory (CCRL).

Mr. Osmetti has held this position since BEC's inception in 1997, and as the owner, he is in charge of all operations and financial activities of the company. He directs all aspects of Accounting, including internal control, cost-accounting, payroll, accounts payable, accounts receivable, general ledger, financial statements, and personnel issues.

SCOTT KELLY

Mr. Kelly is the Geotechnical Division Manager. Mr. Kelly brings 14 years of experience as a geotechnical engineer and over 14 additional years of experience in construction inspection and materials testing. He is highly experienced in all aspects of geotechnical analysis and design including driven piles, drilled shafts, complex retaining wall systems, dams, slope stability earthwork, and asphalt pavements. Mr. Kelly is a licensed professional engineer in multiple states. Mr. Kelly's responsibilities include providing management of local and regional geotechnical engineering projects in the transportation, public works, and land development sectors, while providing oversight and practical solutions of construction issues.

SHAUN A. SMITH

Mr. Smith is a Civil Engineer with 27 years of design and project management experience in northern Nevada. His background and previous work experience include civil engineering design, project management and business development. Shaun brings a wealth of design knowledge in working with both public and private sector clients. Mr. Smith is a licensed professional engineer in Nevada and California and in 2007 he was recognized as the American Society of Civil Engineers, Truckee Meadows Branch, Young Engineer of the Year. Shaun is an active member of the American Society of Civil Engineers (ASCE), American Public Works Association (APWA) and the Associated General Contractors of America (AGC).

TYLER HOUGH

Mr. Hough has over 21 years of construction inspection and testing experience, mainly on large infrastructure projects for the RTC and NDOT. Mr. Hough is proficient in sampling and testing soils, PCC, and asphalt concrete; inspecting roadway projects for conformance with project specifications; and developing and completing punch-list items near the end of construction. Additionally, Mr. Hough's duties also include working in the laboratory performing materials testing of aggregates, soils, concrete, and asphalt concrete.
