Anne Barr joined Brown & Toland Physicians as chief information officer in June 2020. Barr has been in the health care industry for more than 20 years in executive roles, including as chief information officer with Sutter Health and Washington Hospital Health System, as well as business information officer at Kaiser Permanente. Before entering the health care industry, Barr was with Charles Schwab & Company, Inc. leading their market data technology and intranet solutions. Anne earned a bachelor's degree from Dartmouth College, double majoring in Engineering Sciences and Asian Studies, and holds an MBA from Harvard Business School.

Dr. Terence Offenberger joined Brown & Toland Physicians as chief medical officer in June 2021. Previously, he was vice president and California medical director for SCAN Health Plan where he provided clinical direction across the health plan staff and contracted providers. Offenberger has also served as the Southern California market medical director for UnitedHealthcare and has held positions with Kaiser Permanente, Anthem Blue Cross and MemorialCare Medical Group. He earned a medical degree from New York University School of Medicine and completed a residency in internal medicine at the University of California, Irvine School of Medicine. He earned an MBA from the University of Massachusetts at Amherst Isenberg School of Management. Offenberger is board-certified in internal medicine and a fellow of the American College of Physicians.

Dr. Cobarrubias is an experienced physician executive with a demonstrated track record of medical group management and administration. She is the founder, President and Chief Executive Officer of Pacific Inpatient Medical Group, an independent hospitalist group that provides hospitalist services in San Francisco, Novato and Santa Rosa. She has also been a practicing hospitalist in San Francisco since 1996.
In addition to having served on the Board of Directors of Brown and Toland Physicians for five years and chairing the Physician Compensation Committee, Dr. Cobarrubias is a Governance Fellow of the National Association of Corporate Directors and serves as the Vice Chair of the Board of Directors and Governance Committee Chair for NORCAL Group, a national medical professional liability carrier. Dr. Cobarrubias earned her undergraduate degree from Brown University and completed her medical degree and residency in internal medicine at the University of California, San Francisco. She earned her MBA from the University of California, Berkeley Haas School of Business.

Ryan Faulkner joined Brown & Toland in April 2018. Faulkner previously held leadership positions in business development, integration and human capital for OptumCare and OptumHealth, most recently as Senior Vice President, Business Integration. He also served as Senior Vice President, Human Resources/Chief Human Resources Officer, and Vice President, Workforce Planning, for St. Joseph Health in Orange, California. He has executive and consulting experience across multiple industries, and has focused more recently on helping physician-led organizations address the reimbursement, clinical, and population health opportunities that are driving change across the healthcare industry.

Therese Crossett joined Brown & Toland Physicians as senior vice president, Business and Network Development, in 2018. Crossett returned to Brown & Toland after serving in several roles at Optum Health, including vice president of Market Development, as well as physician relations and marketing roles at Brown & Toland. Crossett earned a bachelor's degree in integrative biology and environmental sciences policy management at the University of California, Berkeley, and a master's degree in public administration from California State University.

Thomas (Tom) Boggs joined Brown & Toland Physicians as chief executive officer in February 2022. A health care industry veteran, he has held leadership roles in the areas of population health management, clinical integration, physician practice operations and finance. His experience includes serving as president of Bridges Health Partners in Pittsburgh and chief executive officer of the 1,700-physician network developed by TriHealth and St. Elizabeth Healthcare in Cincinnati. Earlier in his career, Boggs led medical group and MSO functions at Aultman Health Foundation in Canton, Ohio, along with a stint at BayCare Health System in Clearwater, Fla.
Boggs earned a Bachelor's degree in business and a Master's degree in business administration from the University of Akron (Ohio). He is a Fellow of the American College of Healthcare Executives (ACHE) and has earned designations as a Certified Medical Practice Executive by the Medical Group Management Association (MGMA) and as a Managed Healthcare Professional (MHP) by AHIP.
