Albert V. Ancelet

Albert V. Ancelet graduated from Carthage High School located in Carthage, Illinois in 1965. After high school he served four years in the United States Air Force, being stationed for one year in Southeast Asia. He was honorably discharged in 1969. He then attended Illinois State University, graduating in 1972. He enrolled at Chicago-Kent College of law in Chicago, Illinois, graduating in June 1975. While attending law school, he served as a member of the Student Bar Association and was a member of the Dean's Selection Committee. Mr. Ancelet was admitted to the Bar in the fall of 1975 and he became an Associate of Capps & Ripple Law Firm. He became a partner in May 1976. He is a member of the Illinois State Bar Association and the Hancock County Bar Association. He is an active member of the Capital Litigation Trial Bar and serves on the Screening Committee for the Capital Litigation Trial Bar. He has been a past president of the Carthage Kiwanis Club, the Jaycees, and has served as a member of the Board of Directors for Carthage Memorial Hospital and the Hancock County Nursing Home. Mr. Ancelet is now considered "Of-Counsel" as he is semi-retired. He still accepts clients in a variety of practice areas. Mr. Ancelet enjoys golfing, racquetball, downhill skiing and hunting. He is single and has two children, Jeff of St. Louis, Missouri and daughter Amy lives in Quincy, Illinois. Education Chicago-Kent College of Law, J.D. David F. Stoverink

David F. Stoverink joined the firm as an Associate in 1977 and became partner in 1980. Thus, the law firm carried on business in the name of Capps, Cosgrove, Ancelet & Stoverink. In 1982, James C. Cosgrove left the firm to pursue a career in teaching and is still employed as a teacher at Culver Stockton College in Canton, Missouri. The firm then carried on business under the name of Capps, Ancelet & Stoverink.

Eric G. Icenogle

Eric G. Icenogle grew up in Rushville, IL and was a 2003 graduate of Rushville High School. Upon graduation, he attended Murray State University in Murray, KY where he received a Bachelor of Arts in 2007 with a major in history and a minor in political science. While at Murray State, Mr. Icenogle was an active member of Alpha Sigma Phi fraternity, serving as vice-president his senior year. Mr. Icenogle attended Southern Illinois University School of Law in the fall of 2007 and graduated in the spring of 2010. While in law school he served as a judicial clerk for the 8th Judicial Circuit of Illinois during the summer of 2009. In addition, during his 3rd year of law school, he worked as an intern for the Hamilton County State's Attorney's office in southern Illinois. Mr. Icenogle passed the Illinois Bar examination in the summer of 2010 and was admitted to the Illinois Bar in November 2010. Mr. Icenogle became an Associate at Capps, Ancelet, Clark & Rasmussen after serving as an Assistant State's Attorney in Jefferson County, Illinois, where he had been employed since September 2010. As Assistant State's Attorney he handled all misdemeanor, traffic, and domestic offenses, including felony domestic and DUI offenses. In December 2012, Mr. Icenogle became a partner of Capps, Ancelet, Rasmussen & Icenogle. Mr. Icenogle lives in Macomb, IL with his wife and son. In his spare time he enjoys golf and spending time with his family.

James C. Cosgrove

James C. Cosgrove joined the firm as an Associate in the Summer of 1975. Albert V. Ancelet joined the firm as an Associate in the Fall of 1975. Richard C. Ripple left the firm in May 1976 to become a Judge. Thus, a new partnership was formed between Wilbur D. Capps, James C. Cosgrove, and Albert V. Ancelet. The firm carried on business in the name of Capps, Cosgrove & Ancelet.

Mariah M. Wallace

Mariah M. Wallace was born and raised in Carman, Illinois, where she attended the West Central School District. In 2012, she graduated from West Central High School as the class Salutatorian. Immediately following high school, Mariah attended Eastern Illinois University where she graduated with honors in 2015, holding a major in Political Science and minors in English, History, and Pre-Law Studies. During her tenure at Eastern Illinois University, Mariah held many leadership positions, including Chief Justice of the Student Supreme Court, Political Science Department Student Representative, and serving as a member of the disciplinary committee of her sorority, Sigma Sigma Sigma. Mariah attended law school at the University of Iowa College of Law, ranked 20th law school in the nation at the time of her graduation in December 2017. While in law school, she was a student writer on the Iowa Law Review and served as Student Body President via the Iowa Student Bar Association. Mariah was admitted to the Illinois Bar Association in May of 2018, and the Iowa Bar Association in October 2018. She joined Capps, Ancelet, Rasmussen & Icenogle as an Associate in March of 2018, and became a partner of Capps, Ancelet, Icenogle & Wallace in February of 2019. Mariah handles legal matters in a variety of practice areas, including, but not limted to, estate planning, municipal law, civil litigation, and criminal defense. Mariah enjoys traveling, camping, and spending time with her friends and family. Mariah is single, and lives in Carthage, Illinois.

Paul C. Hendren

Richard C. Ripple began practicing law in Carthage in 1959 and became a partner with Clifton J. O'Harra with the firm known as O'Harra & Ripple. After the death of Mr. O'Harra, Wilbur D. Capps and Richard C. Ripple began partnership talks and the law firm of Capps & Ripple formed in November 1964. In about 1967, Paul C. Hendren became an Associate in the firm of Capps & Ripple. Mr. Hendren was with the firm for approximately 6-12 months when he left the firm and moved to Champaign, Illinois.

Ross Robinson

Job Titles:

Ross Robinson joined the law firm as an Associate and became a partner in January 1987, but left soon thereafter to pursue a corporate position. During the short time Ross Robinson was a partner, the firm was known as Capps, Ancelet, Stoverink & Robinson. Once Mr. Robinson left the firm, the name reverted back to Capps, Ancelet & Stoverink.

Stephen G. Evans

Stephen G. Evans became an Associate in the law firm of Capps & Ripple in June of 1972 and became a partner in January of 1975. The firm named changed to Capps, Ripple & Evans. In August of 1975, Steve Evans left the firm and went on the Bench as a Judge in Henderson County. Thus, the name then reverted back to Capps & Ripple.

Wilbur D. Capps

Wilbur Capps was one of our founding attorneys, and practiced law at the firm from 1964 until his death in 1992. Wilbur was heavily involved in the community both locally and globally. Locally, Wilbur served on the Board of Trustees of Carthage College, Board of Trustees of Robert Morris College, and was a leader in the Carthage Kiwanis Club for 41 years. He was also a founding member of the Attorney's Title Guarantee Fund, and served on its Board of Directors from 1964 to 1991. Globally, Wilbur served his country in the United States Army during World War II, and served as a prosecuting attorney during the Okinawa War crimes trials. Wilbur is remembered by those who knew him as a true gentleman, respectful both inside and outside the courtroom. His passions in life were his wife, Martha, his dog, Pugo, and the practice of law. Wilbur's steadfast dedication to his clients and ceaseless work ethic made him not only successful, but also well regarded in the legal community. Wilbur's name remains with the firm to this day to symbolize our ongoing commitment to his values; providing high-quality legal representation to our local community. Wilbur D. Capps began practicing law in 1941. He then left to join the Army and after prosecuting war criminals returned to Carthage, Hancock County to resume his law practice.

William A. Rasmussen

William A. Rasmussen became an Associate in the firm in October 2000 and became a partner in 2003. John N. Hauk became an Associate in the firm in November 2007, then left in January of 2011 and moved to Quincy with the expected arrival of his first child. Eric G. Icenogle became an Associate in the firm in 2011 and became a partner in December 2012. Rodney G. Clark left the firm in 2012 to become a Judge. Mariah M. Wallace joined the firm as an Associate in 2018 and became a partner in 2019; William A. Rasmussen left the firm in February of 2019 to become a Judge. The firm name is currently Capps, Ancelet, Icenogle & Wallace.

William R. Neubauer

William R. Neubauer was an Associate in the law firm from 1989 to the spring of 1990. Matt Burkhart was an Associate from 1990 to 1991. Rodney G. Clark became an Associate in August 1991.
