• Chief Information Officer ( CIO ) of Business Integra

Christopher is the Chief Information Officer (CIO) of Business Integra (BI). He provides the overall technical and process direction for the business and contract programs as well as advisory services (on areas such as business evolution strategies, governance and ITSM orchestration) for customer initiatives. His ITIL Expert, CISSP, CISM, PMP and Scrum Master certifications represent the depth and breadth of his cross-domain expertise. In addition, his extensive background in architecture, cybersecurity, systems engineering and continuous digital optimization and 30+ years of experience in consulting and direct execution have served him well as a thought leader. He has advised senior federal decision makers and successfully managed complex transformational solutions for programs and projects across the service provider industry and civil and defense agencies. Before joining BI, Christopher was a Vice President at SAIC and the Chief Technical Officer (CTO) and SVP at Cyber Management International Corporation. Nurturing the belief that all things are possible with the right attitude, knowledge and effort, Christopher earned his Bachelor's in design from the University of Colorado, his Master's from UMUC and is now entering the final dissertation phase for a cybersecurity doctorate.

Dr. Jerald Tillery is a retired USAF Intelligence Analyst with over 30 years of Information Technology and Cyber Security experience both hands-on and management experience. He is a senior executive with proficiency leading large, complex cyber security and IT organizations. His cyber security leadership combines private sector experience protecting data in a highly regulated environments in the hospitality & gaming, healthcare, and financial organizations with public sector experience protecting the Nation's most sensitive data. His leadership experience spans all infrastructure domains and enterprise migration from on-premise to cloud hosting. His management experience includes delivering transformational change, leading globally dispersed organizations, and negotiating complicated acquisitions and he has demonstrated success developing and implementing technical programs and systems, resulting in significantly reduced costs, improved productivity, and high levels of customer satisfaction. His extensive background includes technical and leadership positions with a strong focus on team building, new revenue streams, security, DevSecOps, digital transformation, and expertise in security operations that includes U.S. information systems, cyber threats, security product development, and foreign intelligence. Dr. Tillery has a Doctorate in Cybersecurity (DSc), a Masters Degree in Information Assurance, a Masters Degree in Software Engineering, a Bachelor of Science in Computer Science, and a Bachelor of Science in Mathematics. His current certifications include CISSP, CISSM, CCSP, and CRISC.

Eric is the Director of GWAC/MAC Service Center & Partnerships at Business Integra (BI). He leverages BI's diverse portfolio of capabilities and his background in business development, capture and proposals to drive growth. As a top task order revenue dollar winner with more than 20 years of experience, Eric has led and won high-end IT and intelligence services programs with the Federal Government. He has an appreciation for the full lifecycle of the industry, having held various roles in project management, business unit leadership and pricing. Eric holds a master's degree in technology management, a bachelor's degree in biology and numerous certifications/accreditations. He received his Project Management Professional (PMP) certification in 2005; he also holds seven additional certifications and accreditations, including being certified in the Governance of Enterprise IT (CGEIT) and certified in Risk and Information Systems Control (CRISC). He is also a Government Blockchain Association Certified Specialist.

Ms. Anderson is President of the Federal Solutions Group (FSG) at Business Integra and is responsible for operations, P&L, and new business development in the federal sector, which accounts for over 80% of our revenue. A natural leader, she has strong ties to high-ranking federal executives and oversees the delivery of our engineering, scientific, and information technology solutions to multiple agencies including NASA, FAA, DOS, DOL, NRC, HHS, and DoD. The federal program managers report to her. Prior to joining Business Integra, Ms. Anderson served as a Vice President at Unisys during a growth phase that far outpaced the market. The federal IT industry veteran led teams to create, propose, and oversee innovation management, technical solutions and business models, which resulted in improved mission outcomes and cost savings for contract wins with a combined value of over a staggering $7 billion at Unisys and CSC prior. She has received several accolades including the 2018 Fed Award. In addition, she has served as a chair for numerous industry associations including the American Council on Technology - Industry Advisory Council (ACT-IAC) and the Armed Forces Communications and Electronic Association (AFCEA).

In late 2018, Mr. David Pitts was named Chief Information Security Officer (CISO) of Business Integra. In that capacity, he advises on security matters as it pertains to BI corporate matters, and to other federal contracts, including NASA. He is a true SME of cybersecurity, having earned his M.S. in Information Systems, and certified in Security (CISSP, CSSP), Technology (ITIL), Auditing (GSNA), Privacy (CIPP/G) and Management (CISSP-ISSMP). A true leader, David is one of the leads on our FAA contract, managing the Engineering, Compliance, and Governance Group for the agency which ensures air safety for all Americans. A seasoned executive with over 30 years of IT experience, David has advised multiple state governments on technology and cybersecurity including Indiana, Maryland, Connecticut, and Mississippi. He possesses a broad portfolio of core competencies including program and project management, operating systems, databases, data centers, networks, security tools, business intelligence, SDLC, virtualization, cybersecurity standards and policy, and multiple forms of compliance (RMF, PCI-DSS, SOX, HIPAA, etc.). He has outstanding speaking, writing, research, and interpersonal skills with nine books published and multiple online publications.

Mr. Gao Zhang is a results oriented federal business professional in Contracts, Subcontracts, Project Management, and Business Proposal. Working knowledge of FAR, DFARS, CAS, and agency supplements. Extensive experience in FFP, T&M, LOE, CPAF, CPFF, CPIF, GWACs, MAC, IDIQ, FSS, MAS, BPA, MOA, BOA, Framework Agreement, waterfall, agile, lean six sigma methodologies, ITIL framework, strategic pricing, cost model analyses, budgeting, forecasting techniques, and Shipley Associates business development lifecycle. He possesses strong analytical and problem-solving skills, with the ability to make well thought out decisions in a fast-paced environment. He has managed contracts of value in hundreds of millions and an intermediate size, diversified portfolio of active contracts with subcontractors. He is familiar with both large and small business federal contracting. Mr. Zhang holds a BS in Taxation and an MBA in Financial Management. Mr. Sam Arwood, Chief Growth Officer / Chief Technical Officer of Business Integra. He is on the forefront of information technology and cybersecurity with a record of leading successful, mission critical projects and teams in the US as well as in international environments. He leverages deep technological expertise with extensive operating experience to drive performance improvements and significant savings in the Air Force and, in the private sector. Sam is skilled at conducting negotiations to share advanced technology between the US and foreign governments, directing acquisitions involving communications, computers, systems planning, R&D, engineering and international technology transfer control. His experience base: IT Operations, Cyberwarfare, Electronic Warfare, Software Development, Space System engineering, research, and development, Space Operations/Experiments, DoD Presidential Budgeting, and Doctrine development.

Ms. Phoebe Allen brings over 25 years in hands-on and next-generation technology management, adoption, innovation, execution, strategy, disruption, and leadership across diverse verticals. She is recognized for her accomplishments within industry operations and advanced engineering services, research & development and management in information, mission, and cyber operations, with specialties in the areas of cyber warfare training and education, cyber intelligence, and cyber defense & security supporting the Department of Defense (DoD) and Intelligence Community (IC). Having a solid background in security operations, including U.S. information systems, cyber threats, security product development, and foreign intelligence, she has demonstrated success developing and implementing technical programs and systems, resulting in significantly reduced critical system vulnerabilities, improved visibility and productivity, and high levels of customer satisfaction. Ms. Allen is a leader in establishing the systems, processes, and technical innovations for National Security programs and initiatives. Ms. Allen is a Manager for the Cyber Warfare Forum Initiative (CWFI) and holds a Masters of Business Administration Certificate from Tulane University in New Orleans, Louisiana.

Ms. Shinde serves as Vice President of Finance and Operations for Business Integra. She is responsible for providing management expertise and solutions in the areas of finance, business development, human resources, legal, contracts and administrative affairs. Her integrity and commitment to Business Integra's success is driven by her passion for providing fiscal, strategic and operational leadership in uniquely challenging situations. She has over 20 years of successful senior management experience with a strong performance track record in both turnaround management and fast-paced organizations. Mr. Shinde holds a BS in commerce and an MBA in accounting and is both a Certified Public Accountant (CPA) and a Certified Management Accountant (CMA).

Roberta brings to Business Integra 25+ years of business, capture, and program management excellence, a highly successful win record in capture management roles, and strategic capture leadership experience from Unisys Corporation, TRW/Inacom Corporation and JML Systems Management Inc. Prior to joining Business Integra, Ms. Gargan served as the Director of Strategic Capture Management for Unisys Federal, where she led and captured large federal opportunities. She also led the Unisys team of senior Capture Managers supporting large Federal complex solution-based business from identification through the full federal capture lifecycle to award. For 10 years at Unisys prior to leading that team, she was a highly successful Capture Manager and Sales Portfolio Executive. Earlier in her career she held leadership positions as a Senior Federal Program Manager for large complex IT infrastructure programs and a management leader for a financial institution operations center. Roberta brings to BI leadership skills, key industry relationships, expert-level knowledge of the capture lifecycle process, and win strategies.

Mr. Jayaraman is the Executive Vice President and Chief Operating Officer for Business Integra. Along with helping his partner, Prathiba Ramadoss, pioneered and transformed Business Integra into the full-scale operation it is today. Mr. Jayaraman is primarily responsible for business development. This includes guiding the company towards new projects; broadening BI's ongoing diversification into federal, state and county information technology (IT) contracts; and ensuring that BI's clients receive the best possible technical solutions. Mr. Jayaraman has over 25+ years of technical and management experience in multiple IT disciplines and holds both a bachelor's in computer science and a master's in computer applications.

Mr. Martin oversees Business Integra's Houston Operations. With over 20 years in the Aerospace and Oil and Gas industries, Mr. Martin utilizes his extensive Program & Project Management and Engineering Services background to help BI clients manage meet just about any challenge they face. Mr. Martin understands the unique NASA environment having served as an Associate Director of Engineering, Associate Director of Exploration Integration and Science, Branch Chief of a Project Manager group, Project Manager, Manufacturing Manager and Property Manager, with over 10 years of NASA experience. Mr. Martin has worked with all of the NASA centers, NASA Headquarters, U.S. Department of Energy and internationally with over 60 different institutes from 17 different countries. Prior to NASA, Mr. Martin spent many years in both the Oil and Gas and the Aerospace Industries where he honed his engineering, project management and business development skills. Mr. Martin has a Bachelor's in Aerospace Engineering and an MBA.
