Aaron Swain

A property management executive with more than 25 years of experience in market rate and affordable/subsidized multi-family management and operations, Aaron Swain has a distinctive background of business experience, an outstanding track record of sound business judgment, and a proven ability to make sound decisions. He focuses on improving the bottom line of properties by concentrating on the operational cost side through negotiated and comparative cost analysis. In addition, he develops and coordinates management policies in an effort to better manage sites that may have specific needs. Prior to joining Columbia Residential, Aaron was Senior Vice President and Chief Business Development Officer responsible for the oversight of a portfolio of 12,000 apartments in seven states. Most of the apartments in Aaron's portfolio received some type of government assistance, including HUD mortgage insurance, project-based Section 8, Low Income Housing Tax Credits, tax-exempt bond financing, and public housing. Aaron is a graduate of Morehouse College and maintains an affiliation with the National Center for Housing Management. He has also served on several boards of trustees and directors, focusing on at-risk youth and affordable housing initiatives.

Barbara Young

As Vice President of Finance for Columbia Residential, Barbara Young is responsible for advising senior management on financial planning, cash flow and financial policy matters for all of Columbia Residential managed and related entities. Barbara also oversees property management and development accounting for Columbia. Barbara has more than 25 years of property management accounting and financial experience in affordable, conventional, and mixed-income housing. Prior to joining Columbia, Barbara held Controller positions at Cortland Partners and CF Lane. Barbara is originally from Florida and holds dual degrees in Finance and Accounting from Florida State University.

Carmen Chubb - President

Carmen Chubb is the President of Columbia Residential, LLC, managing corporate operations for the company. Carmen possesses a strong track record of leadership and an exemplary career in public service as well as a passion for quality affordable housing. In her previous role as the Chief of Staff to former Atlanta Mayor Keisha Lance Bottoms, she served as one of the highest-ranking advisors to the mayor, overseeing key city functions, top personnel, policy, and legislative matters. Prior to her appointment by Mayor Bottoms, Carmen served as Deputy Commissioner for Housing at the Georgia Department of Community Affairs. During her 23-year tenure there, Carmen oversaw all statewide policy, programs, and financing resources for affordable housing, including HUD and Treasury funding, Low Income Housing Tax Credits, and Mortgage Revenue Bonds. Carmen also served as the Deputy Executive Director for the Georgia Housing & Finance Authority, the State of Georgia's Housing Finance Agency (HFA), where she led over 250 professional staff members, oversaw more than $275 million in program resources and managed a $30 million operating budget. Carmen is a graduate of the University of Georgia and holds an executive MBA from Kennesaw State University. She has also completed studies in Executive Development at the Harvard Kennedy School of Government and the Bloomberg Harvard City Leadership Program at the Harvard Business School. In addition, she holds an Accredited Mortgage Banking Professional designation from the Mortgage Bankers Associations' School of Mortgage Banking. As an Atlanta business leader, Carmen is a member of the Leadership Atlanta Class of 2022 and Leadership Cobb Class of 2016. She has also completed more than 11 years of service as a volunteer with Back on My Feet Atlanta where she was named 2016 Volunteer of the Year. Carmen is also a strong advocate for youth, serving as a mentor with Cobb Young Professionals and as a Cobb Youth Leadership Volunteer.

Carolyn Carr

Clara Trejos

Clara is also responsible for the preparation of tax credit applications and proposals for potential projects, and she handles all due diligence for closing construction and permanent loans.

Jim Grauley is the Chief Executive Officer for Columbia Residential, LLC, managing development, finance, asset management, and corporate operations. Jim brings more than 20 years of experience in the successful urban development of 15,000+ housing units throughout the U.S. Since joining the company in 2008, Jim has led the development of more than 2,000 affordable and mixed-income multifamily units in Georgia and Louisiana. His commitment to purpose-built, sustainable revitalization has resulted in numerous LEED® and EarthCraft distinctions and the industry's most coveted awards, including the ULI Award of Excellence, NAHB Pillars of the Industry, and the Edson Award of Excellence.

Jennifer Harley

Jennifer Harley, CAPS, HCCP, has more than 20 years in property management, of which 17 years has been as a regional manager. The majority of her career has been in affordable housing with a focus on new construction, re-syndication, rehabs, and repositioning troubled assets. Jennifer is passionate about affordable housing and is driven by the impact it makes on those within our community. In addition, Jennifer has spent time as a budgeting consultant for RealPage. Jennifer is HCCP-certified and holds her CAPS certification with NAA. Jennifer is originally from Michigan and currently resides in Powder Springs, Georgia, with her two children.

Jennifer Owens

Jennifer Owens is the Vice President of Resident Services, managing all supportive services delivered to residents for the company to ensure residents remain stable in their housing. Under Jennifer's leadership, Columbia Residential earned the Certified Organization for Resident Engagement & Services (CORES) Certification recognizing the company's robust commitment, capacity, and competency in providing resident services coordination in affordable rental homes. In 2017, Jennifer founded Dash and Dwell, LLC out of the need to provide quality relocation services to Columbia Residential residents affected by an acquisition and redevelopment of their apartment homes. Jennifer manages all operations for the company. She is focused on ensuring compliance with all federal and state relocation policies for housing owners and developers while supporting the comprehensive relocation needs of residents. In 2022, Jennifer founded Core Connect, Inc., a non-profit organization focused on supporting the resident services initiatives for Columbia Residential. Jennifer is a graduate of the University of New Hampshire and holds a Master of Social Work from Georgia State University. She has over 20 years of experience in community organizing including her service as a United States Peace Corps Volunteer in Ecuador. Jennifer is recognized as one of Urban Land Institute Atlanta's Women's Leadership Initiative (WLI) ‘The Leaders' 2021.

Laurel L. Hart

Laurel Hart is the Vice President of Asset Management and Preservation for Columbia Residential. In this position, Laurel is responsible for leadership, strategy, and implementation of Columbia's policies for sustaining its portfolio, which includes 7,500 affordable and mixed-income apartments located in Georgia, Texas, Florida and Louisiana. Prior to joining Columbia, Laurel was part of the Georgia Department of Community Affairs (DCA) leadership team for more than eighteen years. As Director of Housing Finance and Development, she was responsible for the administration and operation of Georgia's affordable housing programs for the financing and/or development of multi-family affordable housing. Before she started her tenure at DCA, Laurel was a practicing attorney in Chicago for more than 20 years. Laurel has a Juris Doctor from Chicago Kent College of Law. She is also a graduate of the Executive Development Program at the University of Notre Dame.

Lynnette Watson

Lynnette Watson is the Director of Compliance for Columbia Residential. In this role, Lynnette monitors and audits internal processes to ensure compliance with the federal, state, and local regulatory requirements of affordable housing programs. She is responsible for establishing effective policies and efficient procedures consistent with Tax Credit, HOME, NSP, Exchange, Bond, Housing Choice Voucher, and Public Housing programs. Lynnette is active in many industry organizations and brings more than 20 years of experience to our team. Prior to joining us, she was the Affordable Housing Federal Compliance Specialist for the Georgia Department of Community Affairs.

Malaika Taylor

Malaika Taylor is a Vice President of Property Management at Columbia Residential, LLC. She is an accomplished Real Estate Executive with more than twenty years of experience in property management. Malaika has a demonstrated ability to deliver goal-oriented results and world-class customer service to residents and clients. She is a self-motivated, strategic thinker who creates long-term success and builds best in class teams. Her experience includes new construction, tax credit, bond, rehabilitation projects, Project-Based Section 8, luxury, conventional and age-restricted communities. She has a track record of quick lease-ups, successfully achieving investor and owner objectives. Prior to joining Columbia Residential, Malaika was a Regional Property Manager for Atlanta based Stonemark Management and CF Lane. Malaika holds a Bachelor's Degree in Finance from Virginia Tech.

Raymond Kuniansky

Raymond Kuniansky, Chief Development Officer for Columbia Residential, brings more than 20 years of experience in real estate finance and affordable housing development. Ray oversees project management and construction management, including coordinating communications with planning, design, finance, construction, and property management associates throughout the development process. He develops pro forma financial information for each project from the conceptual phase all the way through closing of the financing, construction, lease-up, and initial management stage.

Robert Barfield

Robert Barfield, Vice President of Construction Services of Columbia Residential, is accountable for all aspects of planning and design for new and rehabilitation construction developments. He serves as a liaison between the General Contractor and affiliated trades, engineers, architects, attorneys, public officials, community representatives, and owners. Robert's construction-related experience spans more than 18 years and 4,000 multifamily units, including recent, award-winning successes with our West Highlands and Mechanicsville communities in Atlanta, and Columbia Parc in New Orleans.
