Charlie was a founding partner in the successful Land Development firm of Cook-Steinman & Associates. Charlie has 29 years of proven and successful engineering and planning experience in the Austin and Central Texas markets covering the full-spectrum of land development projects: site plans, subdivisions, transportation, utility, drainage and public works projects. Charlie is responsible for Client services, project management, engineering design and design standards, subconsultant management, project approvals and Client representation with Municipal, County and State Authorities. Charlie has a BS in Civil Engineering from West Virginia University.
Jim was a founding partner in the successful Land Development firm of Cook-Steinman & Associates. Jim was most recently the Land Development manager for the Austin office of a top 50 engineering firm. A registered Professional Engineer in Texas since 1985, Jim is experienced in all aspects of residential, commercial and multi-family development as well as major public infrastructure improvements. Jim is a graduate of Carnegie-Mellon University with a BS and MS in Civil Engineering.

Shawn is President of Tri-State Group, and he has joined forces with Jim and Charlie as a founding partner of CSF Civil Group. Shawn most recently served on the Board of Directors, Vice President and National Director of Land Development for a top 50 ENR engineering firm where he was employed for nearly 20 years. Over those 20 years he served the public and private markets in the development of major infrastructure projects including many master planned communities across America. His experience includes 2 four year terms as an elected official for a 25,000 person community in Arizona. He is excited about the future of the Land Development market and will use his exceptional experience base to serve all of your development and project needs.
