Amanda N. David

Amanda N. David is Chief Program Officer of the City of Philadelphia Department of Behavioral Health and Intellectual disAbility Services. In this role, Amanda oversees the Behavioral Health Division and the Department's delivery of a comprehensive range of behavioral health services for adults and children, including prevention, intervention, treatment services, emergency and crisis intervention, social and psychiatric rehabilitation, individual and group counseling, family support, residential support, outreach, and recovery support. Amanda oversees an extensive network of contracted provider agencies located throughout Philadelphia, including multiple community mental health centers, substance use disorder treatment programs, specialized behavioral health agencies, and crisis response centers. Amanda began working for DBHIDS in 2007 focusing on programming, operations, and performance monitoring, serving most recently as the Single County Authority overseeing prevention, intervention, and treatment for substance use disorder. She has also worked as a program analyst in the TIP unit, specializing in homeless programs, as a supervisor in the Network Improvement and Accountability Collaborative (NIAC) Unit, and Special Advisor for Programming and Operations in the Office of the Deputy Commissioner for Administration, Finance, and Quality. Amanda is a native Philadelphian, and is a graduate of the Philadelphia High School for Girls. She is a licensed social worker and holds a master's degree in social work from Temple University and a bachelor's degree in social work from Evangel University.

Anthony McLaughlin

Anthony McLaughlin is the Chief of Innovation and Effectiveness for the Division of Planning Innovation at the City of Philadelphia Department of Behavioral Health and Intellectual disAbility Services. McLaughlin provides strategic leadership and guidance for innovative initiatives designed to enhance the lives of Philadelphians. The position is responsible for the development and integration of innovative approaches to address complex problems within, and in service of, the advancement of behavioral health wellness and treatment that is fully integrated into the community fabric of Philadelphia. He often describes his role as the person who provides the tools and resources needed for members on his team to successfully serve Philadelphians. McLaughlin, a native Philadelphian, completed his undergraduate studies at The Pennsylvania State University earning a degree in biobehavioral health. Anthony later continued his academic pursuits to be conferred a master's degree in public administration. In 2004, he joined the DBHIDS Division of Community Behavioral Health as the community relations specialist. In this capacity, he was responsible for coordinating systemwide outreach and engagement to communities throughout Philadelphia. Being elevated to manager of the Community-based Services Development unit and transitioning to a new division, Anthony was instrumental in the development and oversight of a portfolio of highly impactful and visible community initiatives such as the Engaging Males of Color Initiative, Mural Arts Porch Light Initiative and Faith and Spiritual Affairs. Anthony advanced to position of special adviser to the deputy commissioner, then administrator where he was responsible for providing oversight of the Division of Planning Innovation's administrative and operational procedures, development of new initiatives and programs and implementation of strategies to measure effectiveness. In addition to his work at DBHIDS, McLaughlin holds an adjunct faculty position at Drexel University in the College of Nursing and Health Professions teaching a variety of behavioral health-related courses to the next generation of service professionals. Anthony continues to stay committed and passionate to making meaningful connections and enhancing the lives of Philadelphians.

Donna E.M. Bailey is interim Chief Executive Officer for DBHIDS' Division of Community Behavioral Health, a not-for-profit 501(c)(3) corporation contracted by the City of Philadelphia to provide mental health and substance abuse services for Philadelphia County Medicaid recipients as of Oct. 16. At CBH, Bailey oversees CBH's mission to provide access to high-quality, accountable care to improve the health and mental wellness of our members. Bailey previously served with CBH for nine years in roles including Chief of Staff, Compliance Officer, Chief Operating Officer, and interim Chief Executive Officer. Most recently, she worked with PHMC as Chief Integrated Health Services Officer, leading PHMC's physical, behavioral health, and community engagement portfolios. In this role, she oversaw PHMC's health services; homeless and social services; behavioral health services, including inpatient, outpatient, and residential treatment programs for individuals with substance use and co-occurring disorders; community engagement services, including programming designed as an alternative to incarceration and services for homeless and special populations; and community mental health services, including a continuum of school and community-based trauma-informed behavioral health services for children, youth and families. Bailey also has served the people of Philadelphia as Assistant Managing Director for the Office of the Deputy Mayor for Health and Opportunity and worked for the Commonwealth of Pennsylvania as the Housing Director for the Department of Human Services. She also served as the Assistant Managing Director in the Office of Supportive Housing for Philadelphia County. During her tenure with the City, she facilitated major housing initiatives yielding 2,500 new housing options for low-income and disabled Philadelphians. Bailey is a proud Philadelphia native. She earned her master's degree in education from the University of Pennsylvania, an MBA from Pennsylvania State University, and a bachelor's degree from Swarthmore College.

Dr. Kleckner J. Charles

Dr. Kleckner J. Charles is the Chief Program Officer overseeing the Division of Intellectual disAbility Services at the City of Philadelphia Department of Behavioral Health and Intellectual disAbility Services (DBHIDS). The division works with the Commonwealth and service providers to offer quality supports and services so individuals will have choices in their lives, meaningful relationships, and participation in their community as valued citizens. Dr. Charles is a passionate advocate for all vulnerable people. He has embraced this role as his cause celebre since his early days as a direct support professional more than 25 years ago. Before DBHIDS, Dr. Charles served as chief operating officer for The Arc Putnam New York. While there, he oversaw the successful integration of clinic services and the organization's successful transition to conflict-free case management. As COO, Dr. Charles led a telehealth initiative encompassing more than 6,000 people at 17 clinics across five counties in the Hudson Valley region of upstate New York. Over the past decade and a half, Dr. Charles held board leadership roles and clinical and administrative positions in the behavioral health, hospital, and LTSS settings. Dr. Charles received his bachelor's degree from Stony Brook University, where he majored in history. He also holds a master's in public administration from Long Island University with a concentration in health administration and long-term care. Dr. Charles received his doctorate of social work in innovations (social and healthcare) from the University of Southern California. Dr. Charles' professional and academic interests include leveraging virtual healthcare to augment support and enhance quality in LTSS settings and increasing the roles of neighbors in the care paradigm.

Dr. Tierra M. Pritchett

Dr. Tierra M. Pritchett is Deputy Commissioner of the City of Philadelphia Department of Behavioral Health and Intellectual disAbility Services (DBHIDS), a senior-level position in which she oversees the DBHIDS Division of Administration, Finance, and Quality. In this role, she works to provide leadership, vision, and direction for all aspects of the division including fiscal oversight, digital operations, quality, and human resources. In addition, as deputy commissioner, Dr. Pritchett focuses on ensuring that department strategies are proactive, comprehensive, consistent, and reflect DBHIDS' strategic focus, priorities, and values. Prior to this role, Dr. Pritchett served as the director of Legislative and Regulatory Affairs for Health Partners Plans. Dr. Pritchett managed many distinct projects and initiatives that impacted health care delivery for members receiving Medicaid, Medicare and Children's Health Insurance Program services. Dr. Pritchett also governed and oversaw the administration of key state and federal legislative requirements, assisted with company expansion efforts, and managed relationships with federal trade organizations. As a registered lobbyist for the organization, she promoted and influenced decisions that impacted the organization while building positive relationships with legislators. Dr. Pritchett also served as an ambassador with the Bureau of Education and Cultural Affairs Mandela Washington Fellowship initiative and coordinated participation in hosting fellows from President Obama's Young African Leaders Initiative, Mandela Washington Fellowship. She is the recipient of the 2019 Mandela Washington Reciprocal Exchange grant through the U.S. Department of State. Dr. Pritchett holds a doctorate of education in organizational leadership and innovation, a master's degree in organizational and strategic leadership, and a bachelor's degree in psychology. She is passionate about mentoring and coaching others. In her spare time, she enjoys spending time with family and friends, traveling, and volunteering.

Jill Bowen

Jill Bowen, Ph.D., has been Commissioner of Philadelphia's Department of Behavioral Health and Intellectual disAbility Services (DBHIDS) since December 2020, having joined the department as Deputy Commissioner in January 2018 and assuming the Acting Commissioner role in October 2020. As commissioner, Bowen oversees a vast network of providers offering treatment and services to address mental health challenges, substance misuse, and the impact of social determinants of health on behavioral health and wellness, which were disproportionately heightened during the pandemic. Bowen has deepened systems approaches to the solving of complex issues, focusing on integration of project management, outcomes, and outreach data to measure effectiveness and reach. During her tenure with DBHIDS, Dr. Bowen provided oversight of administrative and finance functions for the multi-division department, as well as a focused emphasis on high priority vulnerable populations and communities impacted by multiple traumas including housing insecurity, opioid and other substance use disorders, and the COVID pandemic. Dr. Bowen deepened systems approaches to the solving of complex issues, focusing on integration of project management, outcomes, and outreach data to measure effectiveness and reach. During her brief time as Acting Commissioner, Dr. Bowen worked together with other city departments, agencies, and providers to enhance collaboration between DBHIDS and the Philadelphia Police Department, ensure service continuation in a challenged environment, and advance her vision of addressing Trauma, achieving Equity and engaging Community (TEC).

Katrina Pratt-Roebuck

Katrina Pratt-Roebuck is Senior Director of Systems Integration for the City of Philadelphia Department of Behavioral Health and Intellectual disAbility Services (DBHIDS). In the role, Roebuck reports directly to DBHIDS Commissioner Jill Bowen, Ph.D., and oversees the Systems Integration unit's work across the seven divisions of DBHIDS as well as with systemwide stakeholders, including government agencies, community-based organizations, and other key partners, to align, coordinate, and integrate work, to improve processes, operations, and programming for the people we serve with the overall goal of improving population health. Roebuck has served in various leadership positions with the City of Philadelphia over the last 17 years, including Director of Operations for the City's Out of School Time Initiative; Deputy Director of the Office of Community Empowerment and Opportunity, responsible for oversight of all administrative units; Director of Policy and Planning for the Office of Housing and Community Development; and Deputy Director of the Office of Supportive Housing (now the Office of Homeless Services), responsible for oversight of the Permanent Supportive Housing Clearinghouse, Homeless Prevention and Rapid Rehousing Program, and Emergency Assistance and Response Units. Roebuck is a graduate of Julia R. Masterman High School; Howard University, where she received a Bachelor's in psychology; and LaSalle University, where she received Master's in Business Administration.

Combining the traditional role of the Chief Information Officer with the transformational role of the CDO, he is responsible for mapping the agency's digital capabilities to its strategic priorities. In leading DBHIDS Information Management and IT Infrastructure efforts, he drives strategy on how to take the business forward by extracting maximum value from information on hand and how to tie in new sources of information to make better decisions faster. Prior to joining DBHIDS, Odysseus served as Managing Director at Smart IMS, a global technology solutions company where he led the Technology Solutions Practice for Government Markets, and was instrumental in crafting the Smart IMS portfolio of products and services including Smart City, IoT, Blockchain, Big Data Analytics, and Integrated Communications.Odysseus previously served as the Chief Operating Officer (COO) for the N.J. Office of Information Technology (NJOIT), where he was instrumental in translating business strategy into a product road map and operating plan for the delivery of mission critical IT services to the State of New Jersey - a $37 billion enterprise - with responsibilities for public safety, social service delivery, economic development, taxation, motor vehicle services, child welfare, and more.
