Bruce Cartwright is a managing director in the Denver office and part of the Tax Services business unit. He has 13 years of tax consultation experience.
Bruce's property tax consulting experience has focused on utilities (airlines, cellular telephone companies, fiber companies, pipelines, independent and incumbent power producers, cooperative electric utilities and local distribution companies); specialized industries, including skiing, hospitality and others; hotel valuation; personal property; and oil and gas valuation. He has successfully performed hundreds of valuation analysis, property tax appeals, negotiations, litigation support, personal property valuation and appeal processing and cost of capital determination.
Prior to joining Duff & Phelps, Bruce was the director for Standard & Poor's (S&P) Tax Practice. Prior to joining S&P, Bruce was a senior manager in the Property Tax Services group for both Ernst & Young and Deloitte and Touche. He was responsible for the development and growth of the property tax practices, concentrating in the area of complex properties. Industries which he has served include integrated oil and gas companies, oil and gas pipelines and terminals, commercial office properties, independent electric generation, integrated electric generation, satellite television, residential development properties, hotels and industrial properties.

James DePasquale brings to DePasquale, Kelley & Company over 30 years' experience in the real estate profession. For five years, he was director for a senior housing development and management company where he was responsible for the oversight of two senior facilities. For five years prior to forming DePasquale, Kelley & Company, Mr. DePasquale set new performance standards at a prominent national property tax consulting firm, where he was the primary executive responsible for new business development and client management for the State of California as well as national portfolios.
During his employ at the national firm, Mr. DePasquale managed approximately $5 billion in real estate and personally directed the assessment appeal process and administrative matters for his clients. His responsibilities also included directing the evaluation of tax credit issues for low-income housing, possessory interest matters, pre-acquisition tax estimates, and compliance.
As Director of Business Development for DePasquale, Kelley & Company, Mr. DePasquale is primarily responsible for client development and management. Presently, Mr. DePasquale manages over $40 billion in real estate nationally involving such matters as complex change in ownership reappraisals, going concern/intangible valuations, split reappraisals, general property tax planning minimizing Proposition 13 base year assessments, and personal property compliance. In addition, Mr. DePasquale directly administrates welfare exemption claims for low-income housing.

Experience:
Prior to joining DePasquale, Kelley & Company, Mr. Bral was employed at Ambrecht & Associates, Estate Planning and Tax Law. He gained valuable insights to various legal aspects of real property transactions and relative tax consequences.
At DePasquale, Kelley & Company, Mr. Bral is responsible for assisting Mr. Kelley with valuation, compliance and other issues that impact the taxation of real and personal properties. He is currently fulfilling his continuing education requirements to become a member of the Institute of Property Taxation, CMI designation.
As a consultant, Mr. Bral prepares analyses for assessment appeals, reviews and processes compliance requirements for new construction, personal property and change in ownership issues, and interfaces with various levels of county assessor departments.
Mr. Bral is also manager of our technology platform, One Source, our state-of-the-art tax web-based tax management and reporting program.
