Mr. Brett A. Mansfield

Job Titles:

Mr. Brett A. Mansfield was selected as the Deputy Inspector General for Audit on October 10, 2021. Prior to his selection to Deputy Inspector General, Mr. Mansfield served as the Senior Advisor to the Inspector General. As Senior Advisor, he provided advice and counsel to the Inspector General, Principal Deputy Inspector General, and the Chief of Staff concerning a variety of sensitive issues, including specific matters affecting the mission and operations of the Department of Defense Office of Inspector General. Mr. Mansfield joined the DoD OIG in January 1999 as an Auditor. Since then, he has served in several roles, including Deputy Chief of Staff from March 2010 to June 2015 and Special Assistant to the Inspector General from June 2015 through October 2017. Mr. Mansfield also served as the Acting Assistant Inspector General for Communications and Congressional Liaison from January 2013 through September 2013. In this role, he ensured open and meaningful lines of communication with Congress, the public, and the media regarding the oversight efforts of the Office of Inspector General and managed oversight of the DoD Hotline operations. Mr. Mansfield earned a B.A. in Accounting from Robert Morris University and an M.A. in Policy Management from Georgetown University. Mr. Mansfield is the recipient of the DoD Inspector General Medals for Distinguished and Superior Civilian Service and two Awards for Excellence from the Council of the Inspectors General on Integrity and Efficiency.

Mr. Kelly P. Mayo

Mr. Kelly P. Mayo was selected as the Director of the Defense Criminal Investigative Service (DCIS) on June 21, 2021. In that capacity, Mr. Mayo is the principal advisor to the Principal Deputy Inspector General and Inspector General. Mr. Mayo was promoted to the position of Principal Deputy Director on October 15, 2017 after his appointment to the Senior Executive Service on March 21, 2016, where he initially served as the Assistant Inspector General for Investigations. Prior to his service to the DoD IG, Mr. Mayo served 33 years with the Air Force Office of Special Investigations. During his tenure with AFOSI, he held numerous positions of progressive responsibility, beginning his career as a field agent in southern California investigating violent crime. He commanded two AFOSI Field Offices-in Riyadh, Saudi Arabia and at the United States Air Force Academy. He was the Procurement Fraud Program Manager for New England, the Director of Counterintelligence for AFOSI Field Investigations Region 8, servicing Air Force Space Command as well the Director of Operations for that region. Mr. Mayo deployed to Baghdad, Iraq in 2005 where he assumed the duties as Chief of a Protective Service Detail. In 2007, Mr. Mayo became the Deputy Director of Staff at HQ AFOSI, and shortly thereafter the Deputy Director of AFOSI Field Investigations Region 7. He subsequently served as the Special Assistant to the AFOSI Executive Director. Mr. Mayo finished his AFOSI career as the Deputy Director, AFOSI Office of Special Projects. In that capacity, he served as the Deputy Security Director for Air Force Special Access Programs. Mr. Mayo received his B.A. from the University of the State of New York at Albany and his M.A. from The George Washington University Mr. Mayo is also a graduate of Air University, Air War College. In 2011, he was named a Senior Fellow, after completing the Partnership for Public Service, Excellence in Government Fellows Program. In 2018, Mr. Mayo attended Harvard's Kennedy School "Driving Government Performance" certificate program. Mr. Mayo is the recipient of the Air Force Commendation Medal, the Air Force Meritorious Service Medal, the Meritorious Civilian Service Award, and the Joint Civilian Service Commendation Medal.

Mr. Patrick W. Gookin

Mr. Patrick W. Gookin serves as the Director of the Department of Defense (DoD) Hotline. He also served as the Whistleblower Protection Ombudsman for the DoD from 2013 to 2018. Mr. Gookin became the Director of the DoD Hotline in March 2013. In this role, he oversees a staff of more than 50 professional investigators who are responsible for receiving, evaluating and investigating reports of fraud, waste, and abuse regarding programs and personnel under the purview of the DoD. In August 2013, Mr. Gookin was appointed as the Whistleblower Protection Ombudsman for the DoD. In this role, Mr. Gookin educated DoD employees about prohibitions on retaliation for protected disclosures; and educated employees who have made or contemplate making a protected disclosure, about the rights and remedies against retaliation. Prior to joining the Office of the Inspector General, Mr. Gookin served in various roles with the Defense Logistics Agency (DLA) Office of Inspector General from 2005 to 2013, starting as a supervisory special agent and ending as the Acting Assistant Deputy Inspector General for Investigations. Mr. Gookin began Federal service in 1984 when he enlisted in the U.S. Marine Corps (USMC) as a military policeman. He was a commissioned police officer in the states of Arizona and Hawaii and became an accredited criminal investigator in 1989. He left active duty in 1998 and served as a Marine Corps civilian supervisory criminal investigator with the Naval Criminal Investigative Service.

Mr. Troy M. Meyer

Mr. Troy M. Meyer was selected as the Deputy Inspector General for Overseas Contingency Operations (DIG OCO) in November 2021. In this capacity, Mr. Meyer is responsible for developing and executing strategic oversight plans when the DoD IG is designated as Lead OIG for an overseas contingency operation (OCO) consistent with Section 8L of the Inspector General Act of 1978. The DoD OIG is currently designated as Lead OIG for two OCOs: Operation Inherent Resolve and Operation Freedom's Sentinel. Prior to becoming the DIG OCO, Mr. Meyer served as the Principal Assistant Inspector General for Audit of the Department of Defense Office of Inspector General for more than 5 years. In this capacity, Mr. Meyer helped implement and lead a comprehensive global auditing program that assesses the efficiency and effectiveness of DoD programs and activities, and detects and deters fraud, waste, and abuse. Mr. Meyer also previously served as the Assistant Inspector General for Audit of the Small Business Administration Office of Inspector General. Mr. Meyer began his federal career as an auditor in 1991 with the Department of Justice Office of the Inspector General. Mr. Meyer earned his Master of Business Administration and Bachelor of Business Administration from Pace University. He is a Certified Public Accountant, Certified Internal Auditor, Certified Fraud Examiner, and a Certified Government Financial Manager.

Ms. Marguerite C. Garrison

Ms. Marguerite C. Garrison became the Deputy Inspector General for Administrative Investigations and was appointed to the Senior Executive Service on July 18, 2011. Prior to accepting this position, Ms. Garrison was a career Army military police officer, retiring in the rank of Colonel. Prior to retirement, Ms. Garrison served as the chief of the initiatives group, reporting directly to the Vice Chief of Staff of the Army. In that position, she identified and coordinated key issues of strategy, policy, future concepts and comprehensive Army information requirements across the Army staff. In other key assignments, Ms. Garrison served as an adviser to the Assistant Secretary of Defense for Special Operations and Low Intensity Conflict on antiterrorism policy; Director for Protection, Chief of Staff, and Deputy Director, Current Operations, Combined Joint Operations Directorate , Multi-National Forces-Iraq; Garrison Commander, Forts McPherson and Gillem, GA; Commander, 5th Military Police Battalion (CID), Kaiserslautern, Germany; and Command Inspector General tours at Headquarters, U.S. Army Criminal Investigation Command and the U.S. Total Army Personnel Command, later designated Human Resources Command. Ms. Garrison earned her B.S. degree from St. Bonaventure University, her M.S. degree in administration from Central Michigan University, and a M.S. degree in National Resource Strategy from the Industrial College of the Armed Forces. She is also a graduate of the 170th session of the Federal Bureau of Investigation National Academy.

Robert P. Storch

Robert P. Storch is the Inspector General (IG) of the Department of Defense (DoD). He was confirmed by the U.S. Senate on November 30, 2022, and assumed his responsibilities at the DoD Office of Inspector General (OIG) in early December 2022. Inspector General Storch leads the DoD OIG in conducting the full range of independent oversight over the programs and personnel of the DoD. IG Storch also serves as the Lead Inspector General for Operations Enduring Sentinel and Inherent Resolve. In December 2023, Rob became the Special Inspector General for Operation Atlantic Resolve, which includes U.S. Government assistance related to Ukraine. Before coming to the DoD OIG, Rob served for close to five years as the first Presidentially appointed, Senate-confirmed IG for the National Security Agency/Central Security Service (NSA), where he worked to enhance the impact, independence, and transparency of the office's work. He also spent several years at the Department of Justice (DOJ) OIG, where he served as the Deputy IG and as the DOJ OIG's first Whistleblower Ombudsperson, leading efforts related to whistleblower rights and protections that he continued to emphasize at the NSA OIG and now the DoD OIG. He has been active in the IG Community, currently serving as the Chair of the Technology Committee of the Council of the Inspectors General on Integrity and Efficiency (CIGIE) and a member of the CIGIE Executive Council that helps set policy and direction for the organization. Additionally, Rob serves as a member of the Government-wide Pandemic Response Accountability Committee (PRAC), which was statutorily established to provide oversight of pandemic-related spending. As the DoD IG, he also chairs the Defense Council on Integrity and Efficiency (DCIE), which ensures effective coordination and cooperation amongst the DoD oversight organizations. Following a Federal judicial clerkship for the Honorable William D. Keller, United States District Court for the Central District of California, Rob started his legal career at the law firm of Covington and Burling in Washington, D.C. He then served for some two dozen years as a Federal prosecutor at two U.S. Attorney's Offices and, between them, the Public Integrity Section of the DOJ's Criminal Division. He served as a Resident Legal Advisor for the DOJ in Ukraine and returned to provide technical assistance for the United States in the drafting and implementation of Ukraine's anti-corruption legislation. Mr. Storch received his A.B., magna cum laude, from Harvard University, and his law degree from Columbia Law School, where he was a Harlan Fiske Stone Scholar. He is married to a fellow attorney and former prosecutor and has two adult daughters.

Steven A. Stebbins

Steven A. Stebbins was appointed the Principal Deputy Inspector General (PDIG) for the Department of Defense (DoD) in April 2023, after serving as the acting PDIG since June 2020. In this role he serves as the Chief Operating Officer for the Office of Inspector General (OIG). He was appointed to the Senior Executive Service in May 2015, when he joined the DoD OIG as the Chief of Staff. Commisioned from Army ROTC as a Second Lieutenant of Field Artillery in 1983, Mr. Stebbins served in the 2nd Infantry Division in South Korea, the 82nd Airborne Division, and the 1st Armored and 3rd Infantry Divisions in West Germany at the end of the Cold War. In 1994 he left active duty and worked in private sector human resource management roles in Green Bay, Wisconsin while also serving in the Army Reserve. In late 2001 Mr. Stebbins volunteered for active duty on the Crisis Action Team in the Army Operations Center at the Pentagon, then continued his Army Staff service in the Directorate of Force Management. After serving with the Combined Security Transtition Command / NATO Training Mission - Afghanistan, he led the U.S. Army Force Management Support Agency for four years before retiring from the Regular Army as a Colonel in 2015. Mr. Stebbins earned a B.A. in History from the University of Vermont, where he was captain of the cross country team and ran track; an M.A. in History from the University of North Carolina at Chapel Hill; and an M.S. in National Resource Strategy from the National Defense University. He competed on the U.S. team at the World Military Cross Country Championships in 1987 and 1990 and is an Eagle Scout.
