Dr, Douglas Brown has served as director of project management for the US Securities and Exchange Commission and for a Defense agency, instituting enterprise portfolio and program management and IT architecture practices in those agencies. He has over twenty years' experience as a management consultant to commercial and public-sector organizations, with the majority of the past 15 years focusing on IT management. He is also the author of four books on management practice adoption, including the best-seller "Let It Simmer: Making Program, Portfolio and Project Management Practices Stick in a Skeptical Organization", and provides keynote talks and practical workshops at professional venues. His particular focus is business practice improvement "from the middle" in organizations where managers are just trying to get their work done in a still-maturing environment with limited support. In addition to being certified in TOGAF (The Open Group Architectural Framework), he has implemented EA using FEAF and DoDAF as well as Cloud Service Architectures from the DoD, IBM and Amazon Web Services. He brings the "enterprise" perspective to enterprise architecture (EA): he is also certified as a Program Management Professional (PgMP) and Project Management Professional (PMP), he has been awarded the Master Black Belt in Lean Six Sigma process analysis through Villanova University, and is a certified Technology Business Management (TBM) Executive. His clients have included advisory support to CIOs in every Cabinet Department, as well as commercial engagements with companies in financial services, telecommunications, medical devices, and biotechnology, as well as IT service providers. In addition to establishing governance practices and enterprise project management offices for those customers, key engagements have included the initial integration of billing systems in the 17 companies that formed Cingular Wireless (now AT&T), development of a voting machine product, conducting analyses and simulations that led to a complete revision of the EPA approach to toxic waste site remediation, economic analyses of privatization of government activities (including a highly-successful energy deregulation strategy for the US Postal Service), and developing an economic model that was approved by the US GAO and used for 16 years to govern military base closing decisions. In recent work, he implemented the Technology Business Management model in multiple federal agencies and introduced the concept of IT as a Service to the US Marine Corps. He has also shared his knowledge and experience in teaching and training assignments for many years. A certified instructor for the US Army, he taught for the Command & General Staff College and was part of the initial pilot program to validate on-line training vs. live instruction. He has also taught courses at the graduate level for Florida Institute of Technology, Georgetown and the University of Southern California. He is a frequent guest speaker for professional societies, particularly on process adoption issues, and has conducted webinars in topics ranging from program management to enterprise architecture to cost estimation. Dr. Brown is a former military officer who twice commanded combat arms units (one being nuclear missiles on hot launch pads) and served in a range of staff positions including responsibility for all vehicle maintenance programs in fie countries across northern Europe. His service included assignments or extended deployments in Panama, Korea, the Philippines, New Zealand and Germany (and Hawaii). Dr. Brown is married and lives in Williamsburg, Virginia.

Dr. Amjad Umar

Dr. Amjad Umar received an M.S. in Computer and Communication Engineering and a Ph.D. in Information Systems Engineering, both from the University of Michigan. His main areas of expertise include enterprise architectures and integration, SOA, strategic planning of e-government and e-business, ICTD (information and communication technologies in developing countries), e-consulting for international projects, mobile computing and wireless communications, and information security. He has extensive industrial and academic experience in these areas at the national as well as international levels. He has supervised numerous large scale industrial projects with international organizations in more than 25 countries, has led numerous industrial seminars and corporate training sessions, and has taught graduate level university courses at the University of Pennsylvania, University of Michigan, Fordham Graduate School of Business, Rutgers University, and Peking University. Currently, he is CEO of NGE Solutions, a U.S.-based international corporation (offices in Pakistan, Italy, and Turkey) that concentrates on Next Generation Enterprises (NGEs) and ICT for developing countries (ICT4D). He is a Senior Technical Advisor and Chief Architect of the United Nations eNabler Project that is intended to accelerate the pace of ICT in developing countries. Dr. Umar is also a Fulbright Senior Specialist in ICT and works with academic institutions of developing countries in this capacity. His 20+ years of industrial experience includes Director of Systems Planning and Integration at Bellcore (part of the Bell Lab system, now known as Telcordia Technologies) for over 10 years, and consulting assignments with global telecom organizations, US Department of Navy, US Army Research Labs, Frost and Sullivan (England), Toyota Corp., Society of Manufacturing Engineers, and government/non-government organizations in Macedonia, England, Singapore, China, Italy, New Zealand, South Africa, Argentina, Canada, Bahrain, Nepal, Liberia, and Myanmar. His current academic assignments include an adjunct faculty position at the University of Pennsylvania and a professorship at Harrisburg University of Science and Technology. He has received numerous awards (Faculty Award from IBM, Fulbright Senior Specialist Award from the US Council of International Exchange of Scholars, Distinguished Faculty Award from the University of Michigan, Best Adjunct Faculty Award from Fordham, and Outstanding Performance Awards from Bellcore). He has also received grants from US DARPA (Defense Advanced Project Agency)

His significant duties included three command tours, service as an interpreter (Japanese-English) for the Director of Naval Intelligence, and on the staff of the Deputy Chief of Naval Operations, Logistics, in the Pentagon.
