Alia Collins

As Director of Corporate Services, Alia is responsible for planning and directing all aspects of EMA's Finance, Human Resources, and Corporate Information Technology functions. Alia has been with EMA since 2010, rising rapidly in the finance department and then broadening her responsibilities to all of corporate services in 2020. As a valued member of EMA's Leadership Team, Alia contributes her financial acumen and commitment to EMA's employee ownership culture to ensure EMA's processes and systems are reliable and efficient, and our financial plans and systems support our long-term business strategy. Alia holds a BA in Biology from Carleton College and a BS in Accounting from Globe University. She also leads EMA's Employee Ownership and 401k Committees.

Bill Rivers

Bill has more than 20 years of experience implementing CIS and ERP systems. He is a Certified Project Manager (PMP) and Certified Scrum Master (CSM). Bill has extensive experience implementing leading CIS and ERP projects. In addition to managing large projects, he has performed various project roles including QA testing manager, functional lead and business analyst. Prior to his systems implementations career, Bill was a Controller and Business Manager for several large corporations. His broad experience base enables him to find effective solutions for our clients.

Bob Reilly

Bob has more than 25 years of experience in technology management and consulting in the public and private sector. He excels at working with clients to develop innovative technology solutions that focus on performance, resiliency, and security. Bob's areas of expertise include system implementation, governance, technology master planning, risk management, and assessing cybersecurity. Bob has worked with several utilities to identify cybersecurity vulnerabilities and mitigate risks on the control and business networks. Bob is certified as a Project Management Professional (PMP), as a Certified Information Systems Auditor (CISA), and in COBIT 5. He continues to look for ways to create a positive impact on client technology and processes while addressing and identifying the root cause of problems.

Craig E. Yokopenic

Craig has more than 30 years of experience designing and implementing cross-departmental business process improvements, guiding change management programs, and implementing information technology, maintenance management, SCADA and process control systems for municipal clients. As Executive Vice President, Craig leads EMA's business development and innovation initiatives. Craig balances technical expertise with a senior management perspective. He has an extensive track record of tackling complex challenges and delivering results for water and wastewater utility clients by leading projects from initial concept, through planning and implementation to reach optimized system and department performance. Craig holds a BS in Chemical Engineering from Penn State University.

Dave Harran

Dave has more than 20 years of experience in local public works and public utility management and has led several large and medium scale water and sewer systems in his career. Dave brings a deep understanding of utility management, industry knowledge, and technical background. He has extensive experience guiding workforces, identifying organizational improvements, workflow optimization, and providing change management projects from planning through implementation to reach efficient operations and department performance for his clients. Dave is a former President of the Detroit-Metro American Public Works Association and has previously received the "Young Professional of the Year" award from MI-AWWA. He also carries an S-1, D-4 Waterworks System Operator license from the State of Michigan.

Jeff Coulson

Joey has more than 30 years of experience in the water and wastewater industry with a strong mix of operational, maintenance, planning/scheduling, and financial experiences in his background including, Asset Management, AMR/AMI Meter Deployment Strategies, Change Management, Business Process Development, Warehousing and Inventory Controls, Work Management System Definition and Implementation, Procurement, Meter Lifecycle Planning, and Strategic and Performance Management. Joey is a Certified Public Finance Officer (CFPO).

Jon Varner

With more than 25 years of experience in the water sector, Jon's focus continues to be on helping clients improve water operations through plant automation and the adoption of operational data management and analysis tools (ODMS). Jon has led the implementation of dozens of ODMS systems using EMA's Enterprise Operations (eOPS) system solution to improve compliance tracking and operational reporting and empower staff by giving them the tools to recognize and achieve performance improvements. Jon has developed long term relationships with many of EMA clients by helping them develop project approaches that deliver high-value outcomes.

Michael M. Moosavi - VP

He has more than 25 years of experience in business development, management consulting, and large-scale technology implementations. Michael has focused his efforts on Customer Service, SaaS, Cloud, Business Processes, and other enterprise management strategies.

Sharon A. Peters

As company President and CEO, Sharon is responsible for business strategy and managing EMA's day-to-day operations. Sharon also works with utilities to build their operations and management capabilities. She helps clients develop organizational and workforce plans to improve quality and reliability, create staffing strategies and employee development programs, and prepare for a more technology and data-driven future. Prior to joining EMA, Sharon worked in operations management and engineering for 11 years with Metro Vancouver, a regional water and wastewater utility serving 2.4 million customers. Sharon is a Registered Professional Engineer and holds an M.Sc. in Civil Engineering and a B.Sc. in Geological Engineering from Queen's University in Ontario, Canada. She is also a Board member and Executive Director for the Water Customer Care Forum (WCCF).

Terry M. Draper

Terry is a Vice President of EMA with more than 25 years of experience working to help water utility clients leverage their technology systems for improved efficiency and operational effectiveness. Terry began his career as a U.S. Navy nuclear power plant operator and control system technician, and he continues to bring an operations and maintenance focus to all of his client engagements. He is a nationally recognized expert in SCADA master planning, working closely with utilities across the country to develop SCADA and technology master plans, then to lead the successful implementation of the plans through detailed designs and implementation oversight. Terry is a licensed Professional Engineer and Project Management Professional and holds a BSEE in Electrical Engineering from California State University - Sacramento. Terry previously served in leadership positions in several Naval Reserve units and as Commanding Officer of Naval Weapons Station Concord Naval Reserve Detachment EOT3. Terry retired from the US Naval Reserve with the rank of Lieutenant Commander.

Timothy S. Payne - VP

Tim is Vice President at EMA. He is a leader with a strong legal education and business background complemented by extensive experience in operations management, crisis recovery and leading performance improvement projects with major water/wastewater utilities throughout the industry. Tim is an expert at managing cross-functional teams, developing creative solutions, and thinking outside the box. He is a seasoned strategist with demonstrated success in developing projects from concept through completion. Tim has the hands-on experience of leading the Design, Build and Operation of the Tolt Treatment Facility Project for Seattle Public Utilities as Vice President/Project Director. As a former City Council member, Tim brings his clients an understanding of the perspectives of their elected official stakeholders.
