An unshared accountability for nuclear safety is placed on the nuclear power companies, as licensees under their respective country's Nuclear Acts. The owners of the nuclear companies are not allowed to directly interfere with that responsibility. However, due to its special characteristics, nuclear power production brings business risks as well as opportunities to the owners. Hence the owners must, i.a., pay attention to the competence and leadership of the nuclear power company's top management as well as to the company's nuclear safety culture.
