David Machemer

Mr. Machemer is a licensed architect with over 30 years' experience in a wide range of project types and roles, in the US and overseas. David Machemer is a licensed architect with over 30 years' experience in a wide range of project types and roles, in the US and overseas. After 10 years practicing in southwest Michigan and Chicago, he moved to Shanghai in China where he lived and worked for nearly two decades. In the US, he was involved in projects ranging from single family residential to larger projects for schools, offices, hotels, retail, prisons and airports, most often focusing on design development and generation of construction documents. He also did structural calculations, reviewed shop drawings, and conducted site observations. In China, he became one of the key technical staff in transforming a 20-person rep office into a 250-person project management firm with 15-20 projects ongoing. Projects in China were mostly western invested production facilities with offices, amenities, and R&D. The primary focus was on front-end project definition, strategic client consulting work, generation or QC of concept designs, developing document templates, and technical work procedures. He also worked in a western A/E design firm in China, majoring in pharmaceutical production facilities, leading design teams of all disciplines, and providing training and mentoring for some 18 architects and future project team leaders. His work included understanding and interpretation of China's national codes of 3 different editions: 1995, 1999, and 2006. David brings to his accessibility consulting work an understanding of a wide range of project types and phases, and a wealth of experience at varying project scales and regulatory environments, both in the US and overseas. He has a fine understanding of codes and code development, including in the BOCA, UBC, Chicago Building Code, IBC, and SBC. Most of all, he is a problem solver who loves nothing more than advising clients, helping to mitigate risk, and adding value for a project, its community, and all potential users.

Heather Frandsen

Ms. Frandsen has over 20 years' experience in accounting and as an Office Manager. She has been with Endelman & Associates for over 12 years, where she oversees the Administrative staff, Accounting, Contracts, Report Distribution, Insurance, Facilities Management, Human Resources, and keeping the office as organized as possible. E&A sees her as "jack of all trades, master of ALL" and she is an indispensable part of what makes our firm so excellent. She is the one who makes sure all our invoicing comports with many of our clients' unique internal needs. Heather is a polymath who makes sure the office runs as smoothly and efficiently as possible. She enjoys hiking and traveling with her family, reading, puzzles, art, and good chocolate.

Michael B. Schneider

Mr. Schneider has an extensive architectural background, with over 30 years Project Management experience which he applies to all his work at E&A. In addition, he has multiple years of experience working specifically with various Building Codes, Accessibility Compliance and technical issues. Mr. Schneider joined Endelman & Associates PLLC (E&A) in 2012 and is now a Principal / Owner of the firm. His responsibilities include business development, client management, administrative management, and technical work on plan reviews and property condition assessments. As a licensed Architect, he has over 30 years Project Management experience, working specifically with various building codes and accessibility compliance. He has performed millions of sq. ft. of ADA Surveys, extensive plan reviews and construction site observations. Between 2009 and 2012, he was principal of Commonwealth Development, PLLC, an architecture, construction, and real estate consulting firm. Services included property condition assessments, accessibility consulting, insurance and construction claims, project management, and value engineering. Prior employment includes Vice President and Regional Manager at Marx/Okubo for 11 years, and Director of Architecture at Heery International for 9 years.

Noelle Galicia

Ms. Galicia has been an architect for nearly 20 years and was a Project Architect with Weber Thompson for eight years prior to joining E&A. She also worked for ARC Architects, Seattle for nine years. Ms. Galicia has worked primarily on Type III and Type V multi-family housing, overseeing projects from design development through construction administration, and is well-acquainted with ANSI, FHA, and the ADA. One of her most notable projects was a 300-unit, market-rate apartment complex in Seattle's South Lake Union neighborhood where she worked closely with a high-profile client throughout the design process, performed field walks during construction, and reviewed all residential units and common use areas alongside the project's accessibility consultant and field superintendent, to help ensure all aspects of the project met accessibility compliance, while managing client risk.

Rachelle Freegard

Ms. Freegard has been a licensed architect for nearly 30 years and working in the field for over 40 years. She has worked for Thomas Hacker Architects, Dull Olson Weeks Architects, Bailey Edward Architects and was one of three partners at MCA Architects. At Endelman & Associates she applies her expertise in performing ADA Surveys, FHA / ADA / Code Accessibility Design Reviews, and conducting Accessibility Site Observations during construction. Her experience includes her roles as project manager, project architect, contract administrator and construction administrator on large scale projects, such as K-12 school districts, university contracts, airport facilities and high-rise condominiums. Her expertise has given her the opportunity to manage large complex projects across the US, dealing with multiple jurisdictions and varying codes.

Scott Adams

Mr. Adams has managed large complex projects in the US and across Europe, and he brings his expertise in code analysis and interpretation to E&A. He has over 15 years of experience in the architecture field during which he was actively involved in all manner of zoning, land use, health, and building codes. As Project Manager at Starbucks he was responsible for the creation and maintenance of design and construction standards. This included ensuring that store concepts were designed in compliance with various building, health, and accessibility codes. He was also responsible for "trouble shooting" compliance issues for individual stores. He also sits on the International Code Council's Building Code Interpretation Committee, and was previous Vice-Chair. His contract administration activities included shop drawing review, on-site project meetings, and overseeing building commissioning activities. He was also Principal and founder of Sustainable Integration, a consulting firm specializing in creating sustainable design and construction programs for building owners, developers, and retailers to improve the environmental footprint of all of their projects. He has solid experience with Endelman & Associates performing FHA / ADA / Code Accessibility Design Reviews, and Accessibility Site Observations during construction.

Soo Park

Ms. Park, Associate, is an experienced architect with over 22 years of experience, 12 of which were as an architect and medical planner at NBBJ. She has extensive accessibility consulting project experience with E&A for projects of varying sizes. She has performed plan reviews and site observations in multi-unit housing, hospitality, commercial, government, medical centers, and other facilities.

Steve Dombrowski

Mr. Dombrowski, an Associate, is an experienced architect with over 10 years' experience, three of which were as an architect at GGLO and three at KMD. His experience includes his role as project architect / technical architect, significant field and construction contract administration experience, as well as project and team management experience. He has experience in mixed-use multifamily housing, mental health, laboratory, healthcare / hospital, justice, and Federal building types. W. Bart Sanderson - CTO

Mr. Sanderson has an architectural background, and has extensive (seven years) Americans with Disabilities Act Survey experience. He is an experienced project manager. His ADA Survey experience includes participation in surveys as large and complex as the University of Arizona, which has 10 million square feet of facilities. Since joining E&A in 2006, Mr. Sanderson is currently an Associate and Technical Director. He has over 20 years Americans with Disabilities Act (ADA) experience and over thirteen years Fair Housing Act (FHA) consulting experience. He is an experienced project manager and has surveyed an extremely wide range of building types, including the University of Arizona's 10 million square feet of facilities, City of San Diego, City of Tacoma, and King County buildings. Bart has extensive experience in plan reviews and FHA/ ADA/ Code Surveys for significant national clients. His consulting project experience includes government, educational facilities, hospitality, gaming, commercial, and multi-unit housing. He has litigation consulting experience and worked as lead consultant for numerous clients with complaints that led to settlements. He is project manager and technical designer on numerous tenant improvement renovation projects for clients. He leads the development and ongoing enhancements of E&A's custom ADA survey software, Survey Solutions. Bart was previously Principal of his own firm, Rain City Design, specializing in residential projects and accessibility.

William E. Endelman

Mr. Endelman founded and was Principal of E&A for 23 years. He is a nationally recognized accessibility expert. Mr. Endelman is a licensed Architect and was founding Principal of Endelman & Associates PLLC (E&A). With over 30 years' experience in facility accessibility, architectural business operations, project management, and architecture in high level management positions for architectural, real estate and other design-related companies, Mr. Endelman consults for major banking, institutional, educational, residential developer, legal, real estate asset management clients, and enforcing agencies in dozens of states. Since 1995, Mr. Endelman has grown E&A from one person to a nationally recognized 12-person accessibility consulting firm, with work in over 30 states. He has been hired as a Consultant and Expert Witness in Accessibility for several jurisdictions, consulting for the U.S. Attorney's Offices, the U.S. Department of Justice, State enforcing agencies, and attorneys for building owners and developers. Prior to founding the firm, he managed up to 25 professionals and highly complex projects such as the $300 million U.S. Embassy Complex in Moscow for the Gruzen Partnership and the $97 million renovation of the Federal Building & U.S. Courthouse in San Francisco as Executive VP & Director of Del Campo & Maru.
